Resiliency of New Orleans following Hurricane Katrina: a study of communities three years after the storm

    Get PDF
In 2005, Hurricane Katrina and subsequent levee failures produced widespread flooding in New Orleans, Louisiana and forced the evacuation of most of the local population. This event allowed for the study of the community’s resilience, or the ability of a system to absorb changes or perturbations and still function. Statistical analysis and case studies were used to study resilience and answer the following questions. Can natural community recovery models be used when evaluating the population recovery of a human community following a disturbance? Given that there are variations in population recovery patterns, what factors account for this difference in recovery? The recovery patterns of zip codes in Orleans Parish were able to be classified by those patterns demonstrated by tree communities following a hurricane, indicating that natural system models may be relevant to social communities. Census tracts of Orleans Parish were compared through discriminant analysis and it was delineated that higher flood depth, high percentage of black population, and low population with a bachelor’s degree have the greatest significant impact on population recovery. It was also indicated that flood depth was the most important factor affecting return to the area. Knowledge gained through this study is applied to methods that can improve the resiliency of New Orleans and other communities that face the threat of a disturbance. Through this analysis suggests that maintenance of the physical infrastructure and the natural ecosystem are essential to the resilience of New Orleans communities

Reading and Math Outcome Equity of Students, by Language, Ethnicity, and Gender Conditions, Required to Participate in an Attendance Court Program Based on Excessive School Absences

The purpose of this study is to determine the reading and math outcome equity of students, by, language, ethnicity, and gender conditions required to participate in the Grand Island Public Schools Attendance program based on third-grade through eighth grade excessive school absences in the 2010–2011 school year. The data presented in the study indicates that overall the Grand Island Public School Attendance program improved attendance of students who were involved in the attendance program. In the third-grade 77% of students involved in the attendance program improved their attendance. In the fourth-grade 83% of students involved in the attendance program improved their attendance. In the fifth-grade 87% of students involved in the attendance program improved their attendance. In the sixth-grade 84% of students involved in the attendance program improved their attendance. In the seventh-grade 74% of students involved in the attendance program improved their attendance. In the eighth-grade 67% of students involved in the attendance program improved their attendance. The attendance was improved by not only the official letter sent by the combination of Grand Island Public Schools and Hall County District Attorney’s office but also by the relationships and positive interactions of the Grand Island Public Schools social workers with students and families. The attendance inventory checklist designed to be solution focused acts to established positive relationships with students and their families leading to sustained positive improvement in attendance. However, study results seem to indicate that students in the seventh-grade and eighth-grade may need more specific academic intervention to support their continued attendance and graduation from high school. While the data shows students improved attendance while in the program a research design extended in time should be conducted to follow randomly selected students through their high school graduation to document attendance patterns and the effectiveness of recommended Welcome Center student and family program participation, direct social work support, and reading and math supports contributing differentially or in toto to sustained academic success and high school graduation for these students

A Condition Based Maintenance Approach to Forecasting B-1 Aircraft Parts

United States Air Force (USAF) aircraft parts forecasting techniques have remained archaic despite new advancements in data analysis. This approach resulted in a 57% accuracy rate in fiscal year 2016 for USAF managed items. Those errors combine for 5.5billionworthofinventorythatcouldhavebeenspentonothercriticalspareparts.Thisresearcheffortexploresadvancementsinconditionbasedmaintenance(CBM)anditsapplicationintherealmofforecasting.ItthenevaluatestheapplicabilityofCBMforecastmethodswithincurrentUSAFdatastructures.ThisstudyfoundlargegapsindataavailabilitythatwouldbenecessaryinarobustCBMsystem.ThePhysics−BasedModelwasusedtodemonstrateaCBMlikeforecastingapproachonB−1spareparts,andforecasterrorresultswerecomparedtoUSAFstatusquotechniques.ResultsshowedthePhysics−BasedModelunderperformedUSAFmethodsoverall,howeveritoutperformedUSAFmethodswhenforecastingpartswithasmoothorlumpydemandpattern.Finally,itwasdeterminedthatthePhysics−BasedModelcouldreduceforecastingerrorby2.465.5 billion worth of inventory that could have been spent on other critical spare parts. This research effort explores advancements in condition based maintenance (CBM) and its application in the realm of forecasting. It then evaluates the applicability of CBM forecast methods within current USAF data structures. This study found large gaps in data availability that would be necessary in a robust CBM system. The Physics-Based Model was used to demonstrate a CBM like forecasting approach on B-1 spare parts, and forecast error results were compared to USAF status quo techniques. Results showed the Physics-Based Model underperformed USAF methods overall, however it outperformed USAF methods when forecasting parts with a smooth or lumpy demand pattern. Finally, it was determined that the Physics-Based Model could reduce forecasting error by 2.46% or 12.6 million worth of parts in those categories alone for the B-1 aircraft
