    Towards durable multistakeholder-generated solutions: The pilot application of a problem-oriented policy learning protocol to legality verification and community rights in Peru

    This paper reports and reflects on the pilot application of an 11-step policy learning protocol that was developed by Cashore and Lupberger (2015) based on several years of Cashore’s multi-author collaborations. The protocol was applied for the first time in Peru in 2015 and 2016 by the IUFRO Working Party on Forest Policy Learning Architectures (hereinafter referred to as the project team). The protocol integrates insights from policy learning scholarship (Hall 1993, Sabatier 1999) with Bernstein and Cashore’s (2000, 2012) four pathways of influence framework. The pilot implementation in Peru focused on how global timber legality verification interventions might be harnessed to promote local land rights. Legality verification focuses attention on the checking and auditing of forest management units in order to verify that timber is harvested and traded in compliance with the law. We specifically asked: How can community legal ownership of, and access to, forestland and forest resources be enhanced? The protocol was designed as a dynamic tool, the implementation of which fosters iterative rather than linear processes. It directly integrated two objectives: 1) identifying the causal processes through which global governance initiatives might be harnessed to produce durable results ‘on the ground’; 2) generating insights and strategies in collaboration with relevant stakeholders. This paper reviews and critically evaluates our work in designing and piloting the protocol. We assess what seemed to work well and suggest modifications, including an original diagnostic framework for nurturing durable change. We also assess the implications of the pilot application of the protocol for policy implementation that works to enhance the influence of existing international policy instruments, rather than contributing to fragmentation and incoherence by creating new ones

    Theory of Room Temperature Ferromagnet V(TCNE)_x (1.5 < x < 2): Role of Hidden Flat Bands

    Theoretical studies on the possible origin of room temperature ferromagnetism (ferromagnetic once crystallized) in the molecular transition metal complex, V(TCNE)_x (1.5<x<2) have been carried out. For this family, there have been no definite understanding of crystal structure so far because of sample quality, though the effective valence of V is known to be close to +2. Proposing a new crystal structure for the stoichiometric case of x=2, where the valence of each TCNE molecule is -1 and resistivity shows insulating behavior, exchange interaction among d-electrons on adjacent V atoms has been estimated based on the cluster with 3 vanadium atoms and one TCNE molecule. It turns out that Hund's coupling among d orbitals within the same V atoms and antiferromagnetic coupling between d oribitals and LUMO of TCNE (bridging V atoms) due to hybridization result in overall ferromagnetism (to be precise, ferrimagnetism). This view based on localized electrons is supplemented by the band picture, which indicates the existence of a flat band expected to lead to ferromagnetism as well consistent with the localized view. The off-stoichiometric cases (x<2), which still show ferromagnetism but semiconducting transport properties, have been analyzed as due to Anderson localization.Comment: Accepted for publication in J.     Fatty Acid Methyl Esters as Biosolvents of Epoxy Resins: A Physicochemical Study

    The C8 to C18 fatty acid methyl esters (FAME) have been compared as solvents for two epoxy resin pre-polymers, bisphenol A diglycidyl ether (DGEBA) and triglycidyl paminophenol ether (TGPA). It was found that the solubilization limits vary according to the ester and that methyl caprylate is the best solvent of both resins. To explain these solubility performances, physical and chemical properties of FAME were studied, such as the Hansen parameters, viscosity, binary diffusion coefficient and vaporization enthalpy. Determination of the physicochemical parameters of FAME was carried out by laboratory experimentations and by calculation from bibliographic data. The Hansen parameters of FAME and epoxy resins pre-polymers were theoretically and experimentally determined. The FAME chain length showed a long dependence on the binary diffusion parameters and kinematic viscosity, which are mass and momentum transport properties. Moreover, the vaporization enthalpy of these compounds was directly correlated with the solubilization limits

    Species within the Bemisia tabaci (Hemiptera: Aleyrodidae) Complex in Soybean and Bean Crops in Argentina

    The White fly Bemisia tabaci (Gennadius) (Hemiptera: Aleyrodidae) is a cryptic species complex that contains some of the most damaging pests in tropical and subtropical regions. Recent studies suggested that this complex is composed of at least 24 distinct species. We use the approach from these studies to consider the identity of B. tabaci in Argentina. Previous studies have suggested the presence of a B. tabaci presumably indigenous to the Americas and referred to as the BR biotype in Argentina. We placed the entity referred to as the BR biotype within the B. tabaci cryptic species complex using whiteflies collected in soybean and bean crops in northern and central Argentina. The whiteflies were assigned using the mitochondrial cytochrome oxidase (mtCOI) gene. Four unknown haplotypes plus two Argentina sequences from GenBank formed a cluster that was basal to the rest of theNewWorld sequences. These sequences diverged from the consensus sequence across the range of 3.6 to 4.3%. Applying the species assignment rules of recent studies suggests that the individuals from Argentina form a separate species. A unknown haplotype fell within the New World putative species and formed a distinct cluster with haplotypes from Panama. These results suggest that Argentina has two indigenous species belonging to the B. tabaci cryptic species complex. Rather tan using mtCOI sequencing for all B. tabaci collected, a simple random amplifed polymorphic DNApolymerase chain reaction diagnostic was used and tested along with previously published primers designed to work specially with the BR biotype from Brazil. These primers were either unable to distinguish between the two indigenous members of the complex in Argentina or indicated a difference when none was evident on the basis of mtCOI sequence comparison.Fil: Alemandri, V..     Pre-surgery supportive and goal-oriented strategies are associated with lower post-surgery perceived distress in women diagnosed with breast cancer

    Background: Psycho-oncology literature pointed out that individual health outcomes may depend on patients’ propensity to adopt approach or, conversely, avoidant coping strategies. Nevertheless, coping factors associated with postoperative distress remain unclear, unfolding the lack of tailored procedures to help breast cancer patients manage the psychological burden of scheduled surgery. In view of this, the present study aimed at investigating: 1. pre-/post-surgery distress variations occurring among women diagnosed with breast cancer; 2. the predictivity of approach and avoidant coping strategies and factors in affecting post-surgery perceived distress. Methods: N = 150 patients (mean age = 59.37; SD = ± 13.23) scheduled for breast cancer surgery were administered a screening protocol consisting of the Distress Thermometer (DT) and the Brief-COPE. The DT was used to monitor patients’ distress levels before and after surgery (± 7&nbsp;days), whereas the Brief-COPE was adopted only preoperatively to evaluate patients’ coping responses to the forthcoming surgical intervention. Non-parametric tests allowed for the detection of pre-/post-surgery variations in patients’ perceived distress. Factor analysis involved the extraction and rotation of principal components derived from the Brief-COPE strategies. The predictivity of such coping factors was investigated through multiple regression (Backward Elimination). Results: The Wilcoxon Signed-Rank Test yielded a significant variation in DT mean scores (TW = -5,68 &lt; -zα/2 = -1,96; p &lt;.001) indicative of lower perceived distress following surgery. The four coping factors extracted and Varimax-rotated were, respectively: 1. cognitive processing (i.e., planning + acceptance + active coping + positive reframing); 2. support provision (i.e., instrumental + emotional support); 3. emotion-oriented detachment (i.e., self-blame + behavioral disengagement + humor + denial); 4. goal-oriented detachment (i.e., self-distraction). Among these factors, support provision (B =.458; β = −.174; t = − 2.03; p =.045), encompassing two approach coping strategies, and goal-oriented detachment (B =.446; β = −.176; t = − 2.06; p =.042), consisting of one avoidant strategy, were strongly related to post-surgery distress reduction. Conclusion: The present investigation revealed that the pre-surgery adoption of supportive and goal-oriented strategies led to postoperative distress reduction among breast cancer patients. These findings highlight the importance of timely psychosocial screening and proactive interventions in order to improve patients’ recovery and prognosis

    WHO collaborative study to assess the suitability of the 1st International Standard and the 1st International Reference Panel for antibodies to Ebola virus

    A WHO international collaborative study was undertaken to evaluate preparations of Ebola virus disease (EVD) convalescent plasmas for their suitability to serve as the WHO 1st International Standard (IS) and the WHO 1st International Reference Panel (IRP) for Ebola virus antibodies for use in the standardization and control of assays. The study involved participants testing the convalescent plasma sample preparations and additional monoclonal antibody samples in a blinded manner alongside the WHO International Reference Reagent (NIBSC code 15/220) using anti-EBOV assays established in their laboratories. The candidate 1st IS for Ebola virus antibodies (study sample code 92, NIBSC 15/262) consists of ampoules containing the freeze-dried equivalent of 0.5 mL pooled convalescent plasma obtained from six Sierra Leone patients recovered from EVD. The candidate 1st IRP of anti-Ebola virus convalescent plasmas (NIBSC 16/344) consists of freeze-dried preparations of single donations of convalescent plasma obtained from four patients and one healthy blood donor. Each panel member is an ampoule containing the equivalent of 0.25mL plasma. All convalescent plasmas are confirmed PCR-negative for Ebola virus and underwent, along with the negative plasma, solvent detergent (SD) treatment prior to their development into candidate WHO biological reference materials. In this collaborative study, 17 laboratories from 4 countries used a range of live Ebola virus neutralization assays, pseudotyped virus neutralisation assays and enzyme immunoassays to test the collaborative study samples. Surface plasmon resonance and Western blot assessments were also undertaken. The study found that the candidate International Standard has the highest absolute titre among the convalescent plasma samples, although the geometric mean titres of all the convalescent plasmas fall within ~5-fold of each other. The potencies of three of the convalescent samples fall near the detection limit of some assays. This study also demonstrated that the agreement between laboratories for potencies relative to the candidate International Standard represents an improvement compared to the agreement in absolute titres; however, there is poor agreement between relative potencies for some assays. The results obtained from accelerated thermal degradation studies at 1year indicate that the candidate IS is stable and suitable for long-term use. The results of the collaborative study indicate the suitability of the candidates to serve as WHO reference materials and it is proposed that 15/262 is established as the WHO 1st IS for EBOV antibodies with an assigned potency of 1.5 IU/mL when reconstituted as directed in the instructions for use. It is also proposed that 16/344 is established as the WHO 1st IRP of anti-EBOV convalescent plasmas with panel member code 95 (NIBSC 15/280) assigned a unitage of 1.1 IU/mL when reconstituted as directed in the instructions for use. The other panel members have not been assigned a unitage. The implementation and use by laboratories of the proposed WHO reference materials for EBOV antibodies will facilitate the characterization of the factors that contribute to assay variability and standardization of results across assays and laboratorie

    Impediments to mixing classical and quantum dynamics

    The dynamics of systems composed of a classical sector plus a quantum sector is studied. We show that, even in the simplest cases, (i) the existence of a consistent canonical description for such mixed systems is incompatible with very basic requirements related to the time evolution of the two sectors when they are decoupled. (ii) The classical sector cannot inherit quantum fluctuations from the quantum sector. And, (iii) a coupling among the two sectors is incompatible with the requirement of physical positivity of the theory, i.e., there would be positive observables with a non positive expectation value.Comment: RevTex, 21 pages.     Observing Volcanoes from the Seafloor in the Central Mediterranean Area

    The three volcanoes that are the object of this paper show different types of activity that are representative of the large variety of volcanism present in the Central Mediterranean area. Etna and Stromboli are sub-aerial volcanoes, with significant part of their structure under the sea, while the Marsili Seamount is submerged, and its activity is still open to debate. The study of these volcanoes can benefit from multi-parametric observations from the seafloor. Each volcano was studied with a different kind of observation system. Stromboli seismic recordings are acquired by means of a single Ocean Bottom Seismometer (OBS). From these data, it was possible to identify two different magma chambers at different depths. At Marsili Seamount, gravimetric and seismic signals are recorded by a battery-powered multi-disciplinary observatory (GEOSTAR). Gravimetric variations and seismic Short Duration Events (SDE) confirm the presence of hydrothermal activity. At the Etna observation site, seismic signals, water pressure, magnetic field and acoustic echo intensity are acquired in real-time thanks to a cabled multi-disciplinary observatory (NEMO-SN1 ). This observatory is one of the operative nodes of the European Multidisciplinary Seafloor and water-column Observatory (EMSO; www.emso-eu.org) research infrastructure. Through a multidisciplinary approach, we speculate about deep Etna sources and follow some significant events, such as volcanic ash diffusion in the seawater

    Bell State Preparation using Pulsed Non-Degenerate Two-Photon Entanglement

    We report a novel Bell state preparation experiment. High-purity Bell states are prepared by using femtosecond pulse pumped \emph{nondegenerate} collinear spontaneous parametric down-conversion. The use of femtosecond pump pulse {\em does not} result in reduction of quantum interference visibility in our scheme in which post-selection of amplitudes and other traditional mechanisms, such as, using thin nonlinear crystals or narrow-band spectral filters are not used. Another distinct feature of this scheme is that the pump, the signal, and the idler wavelengths are all distinguishable, which is very useful for quantum communications.Comment: 4 pages, submitted to PR
