    Municipal Ethical Standards: The Need for a New Approach Report

    The New York State Commission on Government Integrity investigated numerous situations throughout the state that revealed just how bad the current law is. Our findings and a pro- posed municipal ethics act that we drafted to correct the law\u27s deficiencies are contained in the following report, Municipal Ethical Standards: The Need for a New Approach. Our pro- posed Act would set out the minimum ethical standards that should be observed in every municipality throughout the state. The premise here is that there are certain basic features to good government that make sense for all governments, no matter what their size or location - rural or suburban, upstate or downstate. If the proposed Act became law, localities would be able to enact more stringent regulations if they wanted to, but no local government could have standards that fell below the floor put in place by the Act. The Governor has had a bill introduced in the Legislature that is patterned after the law we proposed. The State Assembly has held public hearings on the bill and it is hopeful that in the 1990 legislative session, New Yorkers will get the strong municipal ethics law they need and deserve

    Foundations of character: methodological aspects of a study of character development in three- to six-year-old children with a focus on sharing behaviours

    This article focuses on methodological issues arising in a study of character development, using illustrations of ‘sharing behaviours.’ Based primarily in six early years settings in southeast England the research records naturalistic observations of peer interactions for 55 children aged three to six years. Applying grounded theory to the processes of observing, analysing and interpreting evidence required a cautious and collectively reflective approach. The methodology sought to moderate the influence of the researchers' prior knowledge of ‘grand theories’ of moral development and assumptions about relevance to the observation records. The study's originality lay in the exploration of moral development without reference to any particular grand theory as an explanatory framework; and in the reluctance to be drawn to potentially simplistic rationalisations of the children's intentions on the basis of their observed behaviours. Exploring young children's subjective experiences, this research provides insights into the intricacy of this process, steering away from ‘neat’ findings and attempting to reflect the sophistication of the children's skilful and sometimes surprising negotiations of moral dilemmas. Implications for practice relate to the complexities involved in attempts to unravel the developing moral characters of young children and the practice through which this may be nurtured

    Superbubble evolution including the star-forming clouds: Is it possible to reconcile LMC observations with model predictions?

    Here we present a possible solution to the apparent discrepancy between the observed properties of LMC bubbles and the standard, constant density bubble model. A two-dimensional model of a wind-driven bubble expanding from a flattened giant molecular cloud is examined. We conclude that the expansion velocities derived from spherically symmetric models are not always applicable to elongated young bubbles seen almost face-on due to the LMC orientation.     Hopkins Ultraviolet Telescope Observations of Her X-1

    We have obtained a far-ultraviolet spectrum of the X-ray binary Hercules X-1/HZ Herculis using the Hopkins Ultraviolet Telescope aboard the Astro-1 space shuttle mission in 1990 December. This is the first spectrum of Her X-1 that extends down to the Lyman limit at 912 A. We observed emission lines of O VI, N V, and C IV, and the far UV continuum extending to the Lyman limit. We examine the conditions of the emitting gas through line strengths, line ratios, and doublet ratios. The UV flux is lower by about a factor of 2 than expected at the orbital phase of the observation. We model the UV continuum with a simple power-law and with a detailed model of an X-ray-illuminated accretion disk and companion star. The power-law provides a superior fit, as the detailed model predicts too little flux below 1200 A. We note, however, that there are uncertainties in the interstellar reddening, in the background airglow spectrum, and in the long-term phase of the accretion disk. We have searched the data for UV line and continuum pulsations near the neutron star spin period but found none at a detectable level.Comment: 19 pages, 5 figures, accepted by the Astrophysical Journa

    Open Access articleThe management of urban stormwater has become increasingly complex over recent decades. Consequently, terminology describing the principles and practices of urban drainage has become increasingly diverse, increasing the potential for confusion and miscommunication. This paper documents the history, scope, application and underlying principles of terms used in urban drainage and provides recommendations for clear communication of these principles. Terminology evolves locally and thus has an important role in establishing awareness and credibility of new approaches and contains nuanced understandings of the principles that are applied locally to address specific problems. Despite the understandable desire to have a ‘uniform set of terminology’, such a concept is flawed, ignoring the fact that terms reflect locally shared understanding. The local development of terminology thus has an important role in advancing the profession, but authors should facilitate communication between disciplines and between regions of the world, by being explicit and accurate in their application

    Life path analysis: scaling indicates priming effects of social and habitat factors on dispersal distances

    1. Movements of many animals along a life-path can be separated into repetitive ones within home ranges and transitions between home ranges. We sought relationships of social and environmental factors with initiation and distance of transition movements in 114 buzzards Buteo buteo that were marked as nestlings with long-life radio tags. 2. Ex-natal dispersal movements of 51 buzzards in autumn were longer than for 30 later in their first year and than 35 extra-natal movements between home ranges after leaving nest areas. In the second and third springs, distances moved from winter focal points by birds that paired were the same or less than for unpaired birds. No post-nuptial movement exceeded 2 km. 3. Initiation of early ex-natal dispersal was enhanced by presence of many sibs, but also by lack of worm-rich loam soils. Distances travelled were greatest for birds from small broods and with relatively little short grass-feeding habitat near the nest. Later movements were generally enhanced by the absence of loam soils and short grassland, especially with abundance of other buzzards and probable poor feeding habitats (heathland, long grass). 4. Buzzards tended to persist in their first autumn where arable land was abundant, but subsequently showed a strong tendency to move from this habitat. 5. Factors that acted most strongly in ½-km buffers round nests, or round subsequent focal points, usually promoted movement compared with factors acting at a larger scale. Strong relationships between movement distances and environmental characteristics in ½-km buffers, especially during early ex-natal dispersal, suggested that buzzards became primed by these factors to travel far. 6. Movements were also farthest for buzzards that had already moved far from their natal nests, perhaps reflecting genetic predisposition, long-term priming or poor habitat beyond the study area

    The RMS Survey: Critical Tests of Accretion Models for the Formation of Massive Stars

    There is currently no accepted theoretical framework for the formation of the most massive stars, and the manner in which protostars continue to accrete and grow in mass beyond \sim10Msun is still a controversial topic. In this study we use several prescriptions of stellar accretion and a description of the Galactic gas distribution to simulate the luminosities and spatial distribution of massive protostellar population of the Galaxy. We then compare the observables of each simulation to the results of the Red MSX Source (RMS) survey, a recently compiled database of massive young stellar objects. We find that the observations are best matched by accretion rates which increase as the protostar grows in mass, such as those predicted by the turbulent core and competitive accretion (i.e. Bondi-Hoyle) models. These 'accelerating accretion' models provide very good qualitative and quantitative fits to the data, though we are unable to distinguish between these two models on our simulations alone. We rule out models with accretion rates which are constant with time, and those which are initially very high and which fall away with time, as these produce results which are quantitatively and/or qualitatively incompatible with the observations. To simultaneously match the low- and high-luminosity YSO distribution we require the inclusion of a 'swollen-star' pre-main-sequence phase, the length of which is well-described by the Kelvin-Helmholz timescale. Our results suggest that the lifetime of the YSO phase is \sim 10^5yrs, whereas the compact Hii-region phase lasts between \sim 2 - 4 \times 10^5yrs depending on the final mass of the star. Finally, the absolute numbers of YSOs are best matched by a globally averaged star-formation rate for the Galaxy of 1.5-2Msun/yr.Comment: 22 pages, 24 figures. Accepted for publication in MNRA
