    Municipal Solid Waste Flow Control in the Post-Carbone World

    Garbage will always ultimately be the government\u27s problem. Evolving environmental standards and state and federal policies will continue to require reasoned responses from local governments and municipal solid waste flow control is a vital cog in many jurisdictions\u27 solid waste management solutions. Without flow control of some form, governments\u27 ability to plan and provide for the most environmentally sound and economically acceptable solutions will wane, leaving the public vulnerable to the vagaries of a private market that does not have a duty to protect the public health and safety. The Carbone decision has blunted one of the local governments chief weapons-legislative flow control-and it appears Congress will not supply an adequate answer for many solid waste systems. More than ever, alternatives to legislative flow control will be needed to enable municipalities to fulfill their solid waste duties, to comply with federal and state mandates, and to provide workable, environmentally-sound, long-term solid waste programs serving the interests of the public health and safety. Local governments must act soon by examining these options and deciding which will best serve the public

    Survival, Development and Population Dynamics of \u3ci\u3eEmpoasca Fabae\u3c/i\u3e (Homoptera: Cicadellidae) on Three Legume Hosts

    Survival and development of potato leafhopper, Empoasca fabae, nymphs were measured on alfalfa (Medicago sativa), birdsfoot trefoil (Lotus corniculatus), and red clover (Trifolium pratense). Survival was not significantly different among host plants (mean = 62%). There was no interaction between sex and host plant for developmental time. Males developed significantly faster than females. Developmental time was fastest on alfalfa, intermediate on trefoil, and slowest on red clover. Plots of alfalfa, trefoil, and red clover were planted to compare the seasonal abundance of the potato leafhopper in the three forages. Nymphs were more abundant in trefoil than in alfalfa and red clover late in July, but no differences occurred on the other sample dates. At their peak, adults were more abundant in alfalfa than in trefoil and red clover

    Sexual Attraction Toward Clients, Use of Supervision, and Prior Training: A Qualitative Study of Predoctoral Psychology Interns

    Interviews were conducted with 13 predoctoral psychology interns about an experience of sexual attraction toward a client, use of supervision to address the sexual attraction, and prior training regarding sexual attraction. Results indicated that sexual attraction to clients consisted of physical and interpersonal aspects. Therapists believed they were more invested and attentive than usual to clients to whom they were sexually attracted, and they indicated that sexual attraction created distance, distraction, and loss of objectivity. In terms of supervision, only half of the participants disclosed their sexual attraction to supervisors, and supervisors seldom initiated the discussion. Furthermore, trainees found it helpful when supervisors normalized the sexual attraction and provided the opportunity to explore feelings in supervision. Finally, trainees believed their training programs did not adequately address therapist sexual attraction

    Application of Dynamic System Identification to Timber Bridges

    A method of global nondestructive evaluation for identifying local damage and decay in timber beams was developed in previous analytical studies and verified experimentally using simply supported beams in the laboratory. The method employs experimental modal analysis and an algorithm that monitors changes in modal strain energy between the mode shapes of a damaged structure with respect to the undamaged structure. A simple three-girder bridge was built and tested in a laboratory to investigate the capability and limitations of the method for detecting damage in a multimember timber structure. The laboratory tests showed that the method can correctly detect and locate a simulated pocket of decay inflicted at the end of a girder as well as detect a notch removed from the midspan of a girder. The tests showed that the method can correctly detect damage simultaneously at two locations within the bridge, but also that large magnitudes of damage at one location can mask smaller magnitudes of damage at another location. When a calibrated baseline model is used to represent the undamaged state of the bridge, the results show that the method of nondestructive evaluation is able to detect each case of inflicted damage, but with some increase in localization error

    Heating the hot atmospheres of galaxy groups and clusters with cavities: the relationship between jet power and low-frequency radio emission

    We present scaling relations between jet power and radio power measured using the Giant Metrewave Radio Telescope (GMRT), Chandra and XMM-Newton, for a sample of 9 galaxy groups combined with the Birzan et al. sample of clusters. Cavity power is used as a proxy for mechanical jet power. Radio power is measured at 235 MHz and 1.4 GHz, and the integrated 10 MHz-10 GHz radio luminosity is estimated from the GMRT 610-235 MHz spectral index. The use of consistently analysed, high resolution low-frequency radio data from a single observatory makes the radio powers for the groups more reliable than those used by previous studies, and the combined sample covers 6-7 decades in radio power and 5 decades in cavity power. We find a relation of the form Pjet proportional to Lradio^~0.7 for integrated radio luminosity, with a total scatter of sigma_Lrad=0.63 and an intrinsic scatter of sigma_i,Lrad=0.59. A similar relation is found for 235 MHz power, but a slightly flatter relation with greater scatter is found for 1.4 GHz power, suggesting that low-frequency or broad band radio measurements are superior jet power indicators. We find our low-frequency relations to be in good agreement with previous observational results. Comparison with jet models shows reasonable agreement, which may be improved if radio sources have a significant low-energy electron population. We consider possible factors which could bias our results or render them more uncertain, and find that correcting for such factors in those groups we are able to study in detail leads to a flattening of the Pjet:Lradio relation.Comment: Accepted for publication in ApJ, 7 pages, 3 figure

    Characterization of health care utilization in patients receiving implantable cardioverter-defibrillator therapies: An analysis of the managed ventricular pacing trial.

    BACKGROUND: Implantable cardioverter-defibrillators (ICDs) are effective in terminating lethal arrhythmias, but little is known about the degree of health care utilization (HCU) after ICD therapies. OBJECTIVE: Using data from the managed ventricular pacing trial, we sought to identify the incidence and types of HCU in ICD patients after receiving ICD therapy (shocks or antitachycardia pacing [ATP]). METHODS: We analyzed HCU events (ventricular tachyarrhythmia [VTA]-related, heart failure-related, ICD implant procedure-related, ICD system-related, or other) and their association with ICD therapies (shocked ventricular tachycardia episode, ATP-terminated ventricular tachycardia episode, and inappropriately shocked episode). RESULTS: A total of 1879 HCUs occurred in 695 of 1030 subjects (80% primary prevention) and were classified as follows: 133 (7%) VTA-related, 373 (20%) heart failure-related, 97 (5%) implant procedure-related, 115 (6%) system-related, and 1160 (62%) other. Of 2113 treated VTA episodes, 1680 (80%) received ATP only and 433 (20%) received shocks. Stratifying VTA-related HCUs on the basis of the type of ICD therapy delivered, there were 25 HCUs per 100 shocked VTA episodes compared with 1 HCU per 100 ATP-terminated episodes. Inappropriate ICD shocks occurred in 8.7% of the subjects and were associated with 115 HCUs. The majority of HCUs (52%) began in the emergency department, and 66% of all HCUs resulted in hospitalization. CONCLUSION: For VTA-related HCUs, shocks are associated with a 25-fold increase in HCUs compared to VTAs treated by ATP only. Application of evidence-based strategies and automated device-based algorithms to reduce ICD shocks (higher rate cutoffs, use of ATP, and arrhythmia detection) may help reduce HCUs

    Immunologic activation of human syncytiotrophoblast by Plasmodium falciparum

    <p>Abstract</p> <p>Background</p> <p>Malaria during pregnancy is characterized by the sequestration of malaria-infected red blood cells (iRBC) in the intervillous spaces of the placenta, often accompanied by the infiltration of maternal mononuclear cells, causing substantial maternal and foetal/infant morbidity. The iRBC bind to receptors expressed by the syncytiotrophoblast (ST). How ST responds to this interaction remains poorly understood. Because it is known that ST is immunoactive and can respond to infectious agents, the consequences of this ST-iRBC interaction should be investigated.</p> <p>Methods</p> <p>An in vitro system was used to assess the biochemical and immunological changes induced in ST by ST-adherent iRBCs. Changes in ST mitogen-activated protein kinase (MAPK) activation were assessed by immunoblotting and mRNA expression levels of selected cytokine and chemokines in primary ST bound by iRBC were determined using real-time, reverse transcription PCR. In addition, secreted cytokine and chemokine proteins were assayed by standard ELISA, and chemotaxis of PBMC was assessed using a two-chamber assay system.</p> <p>Results</p> <p>Following iRBC/ST interaction, ST C-Jun N-terminal kinase 1 (JNK1) was activated and modest increases in the mRNA expression of TGF-β and IL-8/CXCL8 were observed. In addition, this interaction increased secretion of MIF and MIP-1α/CCL3 by ST and induced migration of PBMC towards iRBC-stimulated ST.</p> <p>Conclusion</p> <p>Results from this study provide the first evidence that ST participates in shaping the local immunological milieu and in the recruitment of maternal immune cells to the maternal blood space during placental malaria infection.</p

The inner and outer electromagnets, the inner and outer magnetic conductors and the magnetically conducting back plate form a magnetic circuit that produces a magnetic field that is largely axial and radially symmetric with respect to the thruster centerline

    The Reliability and Predictive Ability of the Movement Competency Screen in a Military Population

    Purpose: Musculoskeletal injuries in the United States Armed Forces impacts operational readiness. Therefore, a reliable, valid screening tool that identifies injury risk and predicts performance is needed. The purpose of this study was to: (1) establish the intra- and inter-rater reliability of the Movement Competency Screen (MCS) using a cohort of United States Naval Academy fourth class Midshipmen, (2) identify if a correlation exists between average total MCS scores and injury rates during training, and (3) identify if a correlation exists between 1/16 average total MCS score and performance on the Physical Readiness Test (PRT). Methods: Five raters independently evaluated 41 digital recordings of subjects who performed the MCS. An intraclass correlation (ICC) of 0.9 (95% CI) was used to determine raters’ reliability and a Spearman’s Correlation Coefficient examined relationships between average initial total MCS score with both (1) injury data and (2) PRT scores. Results: Raters demonstrated good inter-rater reliability (ICC = 0.88, 95% CI: 0.81-0.93), and moderate to good intra-rater reliability (ICC = 0.63-0.89) for total MCS scores. The average total MCS scores did not correlate with the total number of injuries sustained. However, a moderate positive correlation (r = 0.48; p = 0.003) was observed between average total MCS score and overall PRT scores for all subjects. For only female subjects, a very strong correlation was observed between average total MCS score and (1) overall PRT scores (r = 0.83; p = 0.00), (2) increased number of push-ups (r = 0.76; p = 0.001), and (3) slower runtimes (r = – 0.84; p = 0.00). These relationships were non-significant for male subjects. Conclusions: The high reliability reported is similar to Reid et al. 2015. The initial MCS score correlates with PRT performance for female subjects, but not males. However, the MCS score did not predict injury incidence in this cohort. Practical Application: Given the high reliability, the MCS may be a useful screening tool for the U.S. Armed Forces to identify recruits with poor movement competency, likely impacting poor performance on the PRT. Future research will examine the relationship, if present, between total MCS score and injury risk in this cohort
