    Great Britain transport, housing, and employment access datasets for small-area urban area analytics

    This paper provides a brief description of three new forms of key datasets relevant to urban analytics studies namely: Transport, Housing and Employment Accessibility, covering Great Britain, developed by the Urban Big Data Centre (UBDC). Full details of the research related to this paper are contained in “Spatial urban data system: A cloud-enabled big data infrastructure for social and economic urban analytics” [1]. The transport Dataset contains public transport availability (PTA) indicators at both the stop/station and small-area levels (lower layer super output area (LSOA) and middle layer super output area (MSOA)). The employment dataset provides information on the number of people with access to employment within specific distances from each output area. The housing datasets contains quarterly house rent and sales prices aggregated at output area level (MSOA). The theoretical background for measuring the datasets at small area levels is also presented in this paper. Additionally, a variety of raw data used to produce some of the datasets (e.g. PTA) is also included to enable interested readers to reproduce them

    Improving public services through open data: public toilets

    Bichard’s work for the TACT3 project (Bichard REF Output 3) found that UK toilet provision is not centrally collated and no national map or database of toilets exists. In contrast, the UK government’s white paper Open Public Services (2011) emphasised its commitment to incorporating the use of Open Data in public services provision that could be tailored to community preferences, and therefore be more sustainable. Incorporating Open Data on public toilet provision, Bichard and Knight (RCA) developed The Great British Public Toilet Map (GBPTM). Whilst a number of other websites and applications map toilets by ‘crowd surfing’, GBPTM is entirely populated by Open Data, and not only uses the data as information for users, but informs members of the public that such information is available and accessible for their use. This paper presents the development of the GBPTM, including inclusive design research and studies that compare accuracy of information directly provided by users with Open Data collected by local authorities. It suggests that, to meet the health and well-being of an ageing population, a sustainable and cost-effective solution must be found for ‘publicly accessible’ toilet provision, including opening up provision beyond that ‘for customers only’ and providing accurate information on current public provision. The paper highlights the barriers encountered in the production of Open Data by local authorities. A review of the paper in the journal Civil Engineering (May 2013) described the design of the GBPTM as a ‘simple and elegant solution’. The development of a digital output and an understanding of digitally based research led to Bichard’s successful submission to an EPSRC Digital Economy sandpit, in which she developed an interdisciplinary project with the Universities of Newcastle, Bournemouth and the West of England. The project, Family Rituals 2.0, secured £750,000 in research funding with Bichard as co-investigator (2013–15)

    Early Observations on the impact of the COVID-19 Lockdown on Air Quality Trends across the UK

    UK government implemented national lockdown in response to COVID-19 on the 23-26 March 2020. As elsewhere in Europe and Internationally, associated restrictions initially limited individual mobility and workplace activity to essential services and travel, and significant air quality benefits were widely anticipated. Here, break-point/segment methods are applied to air pollutant time-series from the first half of 2020 to provide an independent estimate of the timings of discrete changes in NO, NO2, NOx, O3, PM10 and PM2.5 time-series from Automatic Urban Rural Network (AURN) monitoring stations across the UK. NO, NO2 and NOx all exhibit abrupt decreases at the time the UK locked down of (on average) 7.6 to 17 ÎŒg.m-3 (or 32 to 50%) at Urban Traffic stations and 4 to 5.7 ÎŒg.m-3 (or 26 to 46%) at Urban Background stations. However, after the initial abrupt reduction, gradual increases were then observed through lockdown. This suggests that the return of vehicles to the road during early lockdown has already offset much of the air quality improvement seen when locking down (provisional estimate 50 to 70% by 01 July). While locking down O3 increased (7 to 7.4 ÎŒg.m-3 or 14 to 17% at Urban stations) broadly in line with NO2 reductions, but later changes suggest significant non-lockdown contributions to O3 during the months that followed. Increases of similar magnitudes were observed for both PM10 (5.9 to 6.3 ÎŒg.m-3) and PM2.5 (3.9 to 5.0 ÎŒg.m-3) at both Rural and Urban stations alike, but the distribution of changes suggests the lockdown was not an obvious direct source of changes in levels of either of these species during this period, and that more complex contributions, e.g. from resuspension and secondary aerosol, may be more likely major drivers for these changes

    Reasserting the primacy of human needs to reclaim the ‘lost half’ of sustainable development

The concept of sustainable development evolved from growing awareness of the interdependence of social and economic progress with the limits of the supporting natural environment, becoming progressively integrated into global agreements and transposition into local regulatory and implementation frameworks. We argue that transposition of the concept into regulation and supporting tools reduced the focus to minimal environmental and social standards, perceived as imposing constraints rather than opportunities for innovation to meet human needs. The aspirational ‘half’ of the concept of sustainable development specifically addressing human needs was thus lost in transposing high ideals into regulatory instruments. The Sustainable Development Goals (SDGs) restore focus on interlinked human needs, stimulating innovation of products and processes to satisfy them. Through three case studies – PVC water pipes, river quality management in England, and UK local air quality management – we explore the current operationalisation of the concept in diverse settings, using the SDG framework to highlight the broader societal purposes central to sustainable development. Partnerships involving civil society support evolution of regulatory instruments and their implementation, optimising social and ecological benefits thereby serving more human needs. Restoring the visionary ‘lost half’ of sustainable development – meeting human needs in sustainable ways – creates incentives for innovation and partnership; an innovation framework rather than a perceived constraint
