    The legal regulation of digitalization of some areas of public life in modern theory of state and law

    The article discusses the changes in public life associated with digitalization. The article also analyzes the introduction of digital technologies in the transport system of regulation and control of traffic as the progressive direction that allows to answer both socio-economic challenges and national security challenges. The study is based on the study of the experience of using intelligent systems in Russia and abroad, the prospects of further development and improvement of transport infrastructure are considered. The concept of digital law is given, its main features are highlighted. Discussions about the robot implementation in the field of jurisprudence, options for legal regulation of the status of machines with artificial intelligence, as well as the distribution of unmanned vehicles are outlined. The prospects and problems of these processes are analyzed. It is concluded that digitalization will have the constant tendency to increase

    Mesenchymal stem cells in the treatment of ischemic stroke

    Over the past two decades, multiple preclinical studies have shown that transplantation of mesenchymal stem cells leads to a pronounced positive effect in animals with experimental stroke. Based on the promising results of preclinical studies, several clinical trials on the transplantation of mesenchymal stem cells to stroke patients have also been conducted. In this review, we present and analyze the results of completed clinical trials dedicated to the mesenchymal stem cells transplantation in patients with ischemic stroke. According to the obtained results, it can be concluded that transplantation of mesenchymal stem cells is safe and feasible from the economic and biomedical point of view. For the further implementa-tion of this promising approach into the clinical practice, randomized, placebo-controlled, multicenter clinical trials are needed with a large sample of patients and optimized cell transplantation protocols and patient inclusion criteria. In this review we also discuss possi-ble strategies to enhance the effectiveness of cell therapy with the use of mesenchymal stem cells

    The article looks into the matter of developing methodical recommendations for the structure and content of online courses. The research is dedicated to the analysis of peculiarities of developing the content of online systems and developing methodical recommendations for educational materials of online courses. The research considers the experts’ experience in preparing, structuring, and developing the content of online courses and answers to the volunteers who have agreed to test the educational materials of the course “Methods for Teaching Mathematics to Students in Technical Universities” http://formathematics.com/courses/imt/mnmtzvo-en/. The participants’ responses have allowed evaluating the quality of the developed course and detecting its insignificant drawbacks. The article discusses general requirements for the structure and content of the online course, means for the implementation of a testing subsystem, peculiarities of developing educational video content and education al materials in PDF format, issues of implementing forum and survey subsystems, as well as means of assessing learning outcomes. We have grounds to conclude that the quality of the course is determined by the range of factors, among which we point out the course organization based on weekly planning, implementation of a testing subsystem under conditions of extended functionality, creation of abilities to organize feedback.У статті розглядається питання розробки методичних рекомендацій щодо структури та змісту онлайн-курсів. Дослідження присвячене аналізу особливостей розробки контенту он-лайн систем та розробці методичних рекомендацій до навчальних матеріалів он-лайн курсів. У дослідженні враховано досвід експертів з підготовки, структурування та розробки контенту онлайн-курсів та відповіді волонтерів, які погодилися протестувати навчальні матеріали курсу "Методика навчання математики студентів технічних університетів" http://formathematics.com/courses/imt/mnmtzvo-en/. Відповіді учасників дозволили оцінити якість розробленого курсу та виявити його несуттєві недоліки. У статті розглянуто загальні вимоги до структури та змісту дистанційного курсу, засоби реалізації підсистеми тестування, особливості розробки навчального відеоконтенту та навчальних матеріалів у форматі PDF, питання реалізації підсистем форуму та опитування, а також засоби оцінювання результатів навчання. Маємо підстави зробити висновок, що якість курсу визначається комплексом факторів, серед яких виділяємо організацію курсу на основі потижневого планування, реалізацію підсистеми тестування в умовах розширеного функціоналу, створення можливостей для організації зворотного зв'язку

    The article looks into the problem of theoretical aspects of using Web 2.0 technology in higher education. This paper describes answers of 87 respondents who have helped to identify the most required types of educational content for the integration to pages of the online course training higher school mathematics teachers. The authors carry out a theoretical analysis of researches and resources that consider the development of theoretical aspects of using web tools in higher education. The research presents the characteristics common to online courses, principles of providing a functioning and physical placement of online systems in webspace. The paper discusses the approaches of creating and using animated content in online systems. The authors describe the methods of publishing video content in web systems, in particular, the creation and use of video lectures, animation, presentations. This paper also discusses several of the existing options of integrating presentations on web pages and methods of integrating mathematical expressions in web content. It is reasonable to make a conclusion about the expediency of promoting online courses, the purpose of which is to get mathematics teachers acquainted with the technical capabilities of creating educational content developed on Web 2.0 technology

    Psoriasis is multifactorial systemic disease characterized by excessive hyperkeratosis due to impaired keratinocytes proliferation and differentiation. This disease often manifests in childhood and it is usually associated with the development of comorbid conditions some of which are combined by the term «psoriatic march» (obesity, metabolic syndrome, etc.). The course of psoriasis and related comorbidities in children has several specific features that determine topicality of studying all the aspects of clinical diagnosis and prevention in childhood.     Detonation nanodiamonds biofunctionalization and immobilization to titanium alloy surfaces as first steps towards medical application

    Due to their outstanding properties nanodiamonds are a promising nanoscale material in various applications such as microelectronics, polishing, optical monitoring, medicine and biotechnology. Beyond the typical diamond characteristics like extreme hardness or high thermal conductivity, they have additional benefits as intrinsic fluorescence due to lattice defects without photobleaching, obtained during the high pressure high temperature process. Further the carbon surface and its various functional groups in consequence of the synthesis, facilitate additional chemical and biological modification. In this work we present our recent results on chemical modification of the nanodiamond surface with phosphate groups and their electrochemically assisted immobilization on titanium-based materials to increase adhesion at biomaterial surfaces. The starting material is detonation nanodiamond, which exhibits a heterogeneous surface due to the functional groups resulting from the nitrogen-rich explosives and the subsequent purification steps after detonation synthesis. Nanodiamond surfaces are chemically homogenized before proceeding with further functionalization. Suspensions of resulting surface-modified nanodiamonds are applied to the titanium alloy surfaces and the nanodiamonds subsequently fixed by electrochemical immobilization. Titanium and its alloys have been widely used in bone and dental implants for being a metal that is biocompatible with body tissues and able to bind with adjacent bone during healing. In order to improve titanium material properties towards biomedical applications the authors aim to increase adhesion to bone material by incorporating nanodiamonds into the implant surface, namely the anodically grown titanium dioxide layer. Differently functionalized nanodiamonds are characterized by infrared spectroscopy and the modified titanium alloys surfaces by scanning and transmission electron microscopy. The process described shows an adsorption and immobilization of modified nanodiamonds on titanium; where aminosilanized nanodiamonds coupled with O-phosphorylethanolamine show a homogeneous interaction with the titanium substrate

    Synthesis and characterization of carbon nanowalls on different substrates by radio frequency plasma enhanced chemical vapor deposition

    A radio frequency plasma enhanced chemical vapor deposition system was used for the successful growth of thin vertical carbon nanowalls, also known as vertical graphene, on various substrates. Transmission electron microscopy studies confirmed the presence of vertical graphene walls, which are tapered, typically consisting of 10 layers at the base tapering off to 2 or 3 layers at the top. The sides of the walls are facetted at quantized angles of 30 and the facetted sides are usually seamless. Growth occurs at the top open edge which is not facetted. Hydrogen induced etching allows for nucleation of branch walls apparently involving a carbon onion-like structure at the root base. Characterization by a superconducting quantum interference device showed magnetic hysteresis loops and weak ferromagnetic responses from the samples at room temperature and below. Temperature dependence of the magnetization revealed a magnetic phase transition around T = 50 K highlighting the coexistence of antiferromagnetic interactions as well as ferromagnetic order.147491sciescopu

    Maternal Hyperhomocysteinemia Produces Memory Deficits Associated with Impairment of Long-Term Synaptic Plasticity in Young Rats

    Maternal hyperhomocysteinemia (HCY) is a common pregnancy complication caused by high levels of the homocysteine in maternal and fetal blood, which leads to the alterations of the cognitive functions, including learning and memory. In the present study, we investigated the mechanisms of these alterations in a rat model of maternal HCY. The behavioral tests confirmed the memory impairments in young and adult rats following the prenatal HCY exposure. Field potential recordings in hippocampal slices demonstrated that the long-term potentiation (LTP) was significantly reduced in HCY rats. The whole-cell patch-clamp recordings in hippocampal slices demonstrated that the magnitude of NMDA receptor-mediated currents did not change while their desensitization decreased in HCY rats. No significant alterations of glutamate receptor subunit expression except GluN1 were detected in the hippocampus of HCY rats using the quantitative real-time PCR and Western blot methods. The immunofluorescence microscopy revealed that the number of synaptopodin-positive spines is reduced, while the analysis of the ultrastructure of hippocampus using the electron microscopy revealed the indications of delayed hippocampal maturation in young HCY rats. Thus, the obtained results suggest that maternal HCY disturbs the maturation of hippocampus during the first month of life, which disrupts LTP formation and causes memory impairments
