    Arresting Narratives: Incommensurability, Policing, and Settler Security

    Settler colonialism is interrogated through the practice of arrest. Case studies of arrests at Standing Rock validate the historical salience of settler colonialism as a structure enabling Indigenous elimination and settler replacement that is dependent upon arrest to maintain and enhance settler lives and the settler project through unfettered access to Native land and resources for capital accumulation. Arrest is analyzed in relationship to statehood initiatives, the procuring of settler security, frontier feminism, and road signage in the masculine zones of travel in 1930s North Dakota. Contemporaneous reports from Standing Rock, the memoirs of Elaine Goodale Eastman and newspaper articles celebrating Red Tomahawk, the Oglala police officer who assassinated Sitting Bull, demonstrate the modalities through which arrest sustains settler sympathies and serves to incorporate Native people into a proper heteronormative, neoliberal subjectivity as enforcers of foreign legal codes. Critiquing and interrupting the colonial practice of arrest enables the greater security of the Indigenous women, girls, trans, and non-gender conforming who are most vulnerable to police violence. In risking arrest, Standing Rock water protectors presented a material impediment to the smooth flow of capital and demonstrated the unsettledness of the time of settler colonialism, evincing future imaginaries

    Disability citizenship and digital capital: the case of engagement with a social enterprise telco

This paper uses as its base a key initiative involving a not-for-profit organisation (NPO), government start-up funding and a social enterprise which evolved through three phases. The purpose of the initiative was the development of a smart phone technology platform for people with disability. The paper’s purpose is to answer questions about the ways in which the mobile technology, seen here as assistive technologies, supported the development of disability citizenship and active citizenship. Data were collected through in-depth interviews conducted at three points in the 13-week programme during which participants with disability received customised support for their phone and training in its use, at no cost. Fifteen participants volunteered to take part in the research project, along with their significant other and service provider. Key themes were identified in the preliminary analysis. Exploring these using Ragnedda’s ([2017]. The third digital divide: A Weberian approach to digital inequalities. Abingdon: Routledge) three levels of digital divide, and Wilson’s ([2006]. The information revolution and developing countries. Cambridge, MA: MIT Press) categories of access allowed a series of philosophical, ethical and human services management questions to emerge, challenging the optimism with which the digital economy is presented as a solution to issues of inequality. Although the mobile technologies were very successful as assistive technologies for some participants, the findings reinforced the potential for such technologies to further entrench aspects of social exclusion. They also identified ways in which the shift in the role of the NPO to social entrepreneurship, and its relationships with government and private enterprise, had the potential to undermine the exercise of disability citizenship by turning participants into consumers

    I’ve got a mobile phone too! Hard and soft assistive technology customization and supportive call centres for people with disability

Purpose: The purpose of this article is to examine the use of a mobile technology platform, software customization and technical support services by people with disability. The disability experience is framed through the participants’ use of the technology, their social participation. Method: A qualitative and interpretive research design was employed using a three-stage process of observation and semi-structured interviews of people with disability, a significant other and their service provider. Transcripts were analyzed to examine the research questions through the theoretical framework of PHAATE–Policy, Human, Activity, Assistance and Technology and Environment. Results: The analysis revealed three emergent themes: 1. Engagement and activity; 2. Training, support and customization; and 3. Enablers, barriers and attitudes. Conclusions: The findings indicate that for the majority of users, the mobile technology increased the participants’ communication and social participation. However, this was not true for all members of the pilot with variations due to disability type, support needs and availability of support services. Most participants, significant others and service providers identified improvements in confidence, security, safety and independence of those involved. Yet, the actions and attitudes of some of the significant others and service providers acted as a constraint to the adoption of the technology. Implications for Rehabilitation Customized mobile technology can operate as assistive technology providing a distinct benefit in terms of promoting disability citizenship. Mobile technology used in conjunction with a supportive call centre can lead to improvements in confidence, safety and independence for people experiencing disability. Training and support are critical in increasing independent use of mobile technology for people with disability. The enjoyment, development of skills and empowerment gained through the use of mobile technology facilitate the social inclusion of people with disability

Abstract: This article explores the use of a mobile technology platform as experienced by people with disability, their significant other and service providers. An interpretive qualitative study design was adopted involving observations and interviews. The data were analysed using the combined lenses of the social approach to disability and the PHAATE model which represents the factors for consideration in service design for assistive technology. The findings suggest that the adoption of the technology by those in the study could be characterised by a typology of users. The implications of the typology are discussed together with the influencing factors that affected social participation and disability citizenship

    Recommendations For Improvement Of Collegiate Flight Training Operational Efficiency Through Guided-Inquiry Inductive Learning

    Efficiency in higher education has increasingly come under scrutiny as student debt levels continue to increase and the quantification of the value provided to students by colleges remains elusive. Collegiate flight training operations are especially subject to such scrutiny, due to their expense and to continued below-average entry-level salaries in the airline industry. This research examines an inductive learning approach combined with a flipped classroom, whereby aviation management students in a large Midwestern collegiate aviation program analyzed the operational efficiency of their primary flight training operation and recommend potential solutions and means of implementation. Such an approach provides multiple benefits. The resulting improvement in scheduling efficiency results in better use of existing capacity, and can be utilized to allow additional students to matriculate in the program, subsequently reducing student fees for all enrolled students by spreading fixed costs over a wider customer base. In addition, the management students participated in the development and implementation planning of empirical solutions to the problem, thereby addressing a call from industry to incorporate practical projects in the classroom to achieve greater comprehension and retention of subject matter. A number of alternative assessment methods (Frank & Barzilai, 2004), including semi-structured student interviews, surveys, peer evaluations, and analysis of deliverables, were utilized, and these indicated that classroom engagement and subject matter retention was improved by the delivery methods that were employed

    Informatics: the fuel for pharmacometric analysis

    The current informal practice of pharmacometrics as a combination art and science makes it hard to appreciate the role that informatics can and should play in the future of the discipline and to comprehend the gaps that exist because of its absence. The development of pharmacometric informatics has important implications for expediting decision making and for improving the reliability of decisions made in model-based development. We argue that well-defined informatics for pharmacometrics can lead to much needed improvements in the efficiency, effectiveness, and reliability of the pharmacometrics process. The purpose of this paper is to provide a description of the pervasive yet often poorly appreciated role of informatics in improving the process of data assembly, a critical task in the delivery of pharmacometric analysis results. First, we provide a brief description of the pharmacometric analysis process. Second, we describe the business processes required to create analysis-ready data sets for the pharmacometrician. Third, we describe selected informatic elements required to support the pharmacometrics and data assembly processes. Finally, we offer specific suggestions for performing a systematic analysis of existing challenges as an approach to defi ning the next generation of pharmacometric informatics

    The First Development of Human Factors Engineering Requirements for Application to Ground Task Design for a NASA Flight Program

    The National Aeronautics and Space Administration has long applied standards-derived human engineering requirements to the development of hardware and software for use by astronauts while in flight. The most important source of these requirements has been NASA-STD-3000. While there have been several ground systems human engineering requirements documents, none has been applicable to the flight system as handled at NASA's launch facility at Kennedy Space Center. At the time of the development of previous human launch systems, there were other considerations that were deemed more important than developing worksites for ground crews; e.g., hardware development schedule and vehicle performance. However, experience with these systems has shown that failure to design for ground tasks has resulted in launch schedule delays, ground operations that are more costly than they might be, and threats to flight safety. As the Agency begins the development of new systems to return humans to the moon, the new Constellation Program is addressing this issue with a new set of human engineering requirements. Among these requirements is a subset that will apply to the design of the flight components and that is intended to assure ground crew success in vehicle assembly and maintenance tasks. These requirements address worksite design for usability and for ground crew safety
