Elitologia da educação e desafios do século XXI

The object of this research is the elitology of education which represents a new character and a new meaning of elite selection according to the principle of high-quality professional knowledge. The article analyzes the key categories, approaches and directions, as well as the problems of changing attitudes towards elites and the elite in the context of the upcoming information society. In turn, the subject of this work is the challenges that the education system will have to face in the conditions of early post-industrial society. In the content of the work, the authors substantiate that the challenges of the 21st century will lead to a change not only in the system of elite (qualitative) training of specialists but also affect the very study of elites, making it more humanitarian. Nanotechnologies, the development of which has now become particularly accelerated and relevant should play a special role in this process.El objetivo de esta investigación es la elitología de la educación, que representa un nuevo carácter y un nuevo significado de la selección de élite de acuerdo con el principio de conocimiento profesional de alta calidad. El artículo analiza las categorías clave, los enfoques y las direcciones, así como los problemas de cambiar las actitudes hacia las elites y la élite en el contexto de la próxima sociedad de la información. Value determinants of the information security of a democratic state

This article analyses the information security of a modern democratic state in a value dimension. It is argued that spiritual values are a necessary component of strengthening the state’s information security. The purpose of this work is to determine the essential characteristics of value determinants and to identify their taxonomy in the information security system of democratic countries. The ways of strengthening the information sovereignty of the state in the context of global competition and confrontation are analyzed. It is emphasized that the importance of strengthening the spiritual sphere of the state is determined by the widespread use of cyber terrorism, cyber espionage, information and hybrid wars in the modern world. The need for a clear fixation and reproduction of the axiological determinants of the information security of a democratic state is due, first of all, to the fact that one of the directions of information aggression, as a rule, is an active influence on the values of public and individual consciousness: their destruction, substitution, deformation. As a conclusion, it is noted that information is a strategic resource of the state, and the protection of the human and social rights to reliable information constitutes the value imperative of a democratic state. With the development of the information society, the world community is faced with the need to protect information human rights, counter information attacks, and form national information security systems.У статті аналізується інформаційна безпека сучасної демократичної держави в ціннісному вимірі. Стверджується, що духовні цінності є необхідним компонентом зміцнення інформаційної безпеки держави. Метою даної роботи є визначення істотних характеристик ціннісних детермінант та їх таксономія в системі інформаційної безпеки демократичних країн. Аналізуються шляхи зміцнення інформаційного суверенітету держави в умовах глобальної конкуренції та протистояння. Підкреслюється, що важливість зміцнення духовної сфери держави визначається повсюдним використанням в сучасному світі кібертероризму, кібершпіонажу, інформаційних та гібридних воєн. Необхідність чіткої фіксації та відтворення аксіологічних детермінант інформаційної безпеки демократичної держави обумовлена, перш за все, тим, що одним з напрямків інформаційної агресії, як правило, є активний вплив на цінності суспільної та індивідуальної свідомості: їх руйнування, підміна, деформація. На закінчення відзначається, що інформація є стратегічним ресурсом держави, а захист прав людини та соціальних прав на достовірну інформацію становить ціннісний імператив демократичної держави. З розвитком інформаційного суспільства світове співтовариство зіткнулося з необхідністю захисту інформаційних прав людини, протидії інформаційним атакам та формування національних систем інформаційної безпеки.В статье анализируется информационная безопасность современного демократического государства в ценностном измерении. Утверждается, что духовные ценности являются необходимым компонентом укрепления информационной безопасности государства. Целью данной работы является определение существенных характеристик ценностных детерминант и их таксономия в системе информационной безопасности демократических стран. Анализируются пути укрепления информационного суверенитета государства в условиях глобальной конкуренции и противостояния. Подчеркивается, что важность укрепления духовной сферы государства определяется повсеместным использованием в современном мире кибертерроризма, кибершпионажа, информационных и гибридных войн. Необходимость четкой фиксации и воспроизведения аксиологических детерминант информационной безопасности демократического государства обусловлена, прежде всего, тем, что одним из направлений информационной агрессии, как правило, является активное воздействие на ценности общественного и индивидуального сознания: их разрушение, подмена, деформация. В заключение отмечается, что информация является стратегическим ресурсом государства, а защита прав человека и социальных прав на достоверную информацию составляет ценностный императив демократического государства. Information Security of a Modern Democratic State: Axiological Context

The authors of the research focus on the role and significance of values in forming the basis for the information security of a modern democratic state. In the course of the research, the authors applied general scientific methods (analysis, synthesis, analogy, etc.), philosophical methods (dialectical, hermeneutic), and special legal methods (normative-analytical). Information security includes not only the protection of information resources of the society, state and people, but also ensures the preservation of value aspects, historical memory, cultural traditions, and a particular people's specific national way of life. The most important objective of information society institutions is the protection of the country's information sovereignty. Information wars are the continuation of economic, political, as well as cultural and religious conflicts on our planet. In this research, the authors come to the conclusion that one of the aspects of information wars is value confrontation. That is why it is necessary to consider information security not only in the legal, communication-technical and political aspects but also in the axiological context
