Implications for inequality?
In the last decade, the socioeconomic relationship between Latin America and
the Caribbean (LAC) and the People´s Republic of China has increased
massively. How has this new qualitative relationship between LAC and China
affected inequality in LAC? This paper highlights the degrees of concentration
of trade since the 1990s until 2011 and its technological content. Future
research will have to deepen this relationship at the national, regional and
even firm-level. Based on a brief critical review of the relationship between
trade and equality/inequality, the document analyzes several of the
outstanding features of the booming trade relationship between LAC and China.
It concludes, among other issues, that both academics and policy makers have
to overcome the bias against the agricultural sector and natural resources
based on the concepts of global commodity chains, systemic competitiveness and
territorial endogeneity. In addition, one of the most striking features of the
new LAC-China trade is its increasing concentration, both compared with
historical levels of LAC-China trade, as well as with the rest of the world, a
development that will affect inequality in LAC substantially. It is not “old
wine in new bottles”, but rather a new socioeconomic relationship with dynamic
and profound impacts in LAC that will have to be considered in more detail by
scholars and policy makers in the future
La economía China desde la crisis internacional en 2008: estrategias, políticas y tendencias
ResumenLa economía internacional ha transcurrido por una serie de eventos que pudieran catalogarse como de enorme incertidumbre, rápidos cambios y crisis. Sus efectos en la distribución del ingreso, el empleo y los salarios han sido particularmente significativos y sus secuelas a nivel global han generado inestabilidad e incertidumbre. La República Popular China parece salir mejor librada de estos reacomodos y se ha convertido crecientemente en un activo actor global sobre el que se han acumulado altas expectativas internacionales para la solución de tal crisis. Por ello, se examinan las estrategias y políticas que China ha tomado desde 2007-2008, las principales tendencias macroeconómicas y sectoriales que han surgido desde entonces, así como las expectativas en el mediano y largo plazos. Se analizan las principales condiciones de su economía, sus estrategias y políticas, así como sus propuestas en el ámbito macroeconómico, como la inversión extranjera directa y los factores internacionales y domésticos que serán significativos para su economía en el contexto de la crisis internacional que todavía subsiste.AbstractThe economy has gone through a series of events that could be classified as of high uncertainty, rapid change and crisis. Its effects on income distribution, employment and wages have been particularly significant and its aftermath have generated global instability and uncertainty. The prc appears to do better rid of these rearrangements and has increasingly become an active global player on that have accumulated high expectations for resolving international crises such. Therefore examines the strategies and policies that China has taken since 2007-2008, the main macroeconomic and sectoral trends that have emerged since then, and the expectations in the medium and long term. It analyzes the main conditions of its economy, its strategies and policies and their proposals at the macroeconomic level, as foreign direct investment and international and domestic factors that will be significant for the economy in the context of the international crisis that still exists
Economic opportunities and challenges posed by China for Mexico and Central America
"This study offers a basis for understanding China's performance from a Latin American perspective, and stressing the massive economic opportunities and challenges, and particularly for Central America and Mexico. Moreover, the document assesses in detail the macroeconomic, trade and employment policy and institutional changes in China and its potential effects in Central America and Mexico. These effects are analyzed in the Chinese, Central American, Mexican and US market in general, but also for the value-added chains of electronics and yarn-textile-garment. The findings presented will be of value to all of those who are trying to understand and learn from the extraordinary experience of China over the last decades. Bibliographical references and statistical information allows for subsequent detailed analysis and specific forms of cooperation and preparation between the considered countries. These countries have a significant economic and political potential, but will have to increase their mutual knowledge and increase efforts to do so. So far, China has displaced significantly some major exports products from Mexico and Central America in the US and in their domestic markets." (author's abstract)China vollzieht seit den späten 1970er Jahren eine stetig voranschreitende Integration in die Weltwirtschaft und offenbart auch für die Zukunft enormes ökonomisches Potential. Diese Entwicklung ist auf makroökonomische Ursachen, die Handels- und Beschäftigungspolitik sowie institutionelle Veränderungen in dem asiatischen Land zurückzuführen. Vor diesem Hintergrund untersucht der Beitrag die dadurch hervorgerufenen wirtschaftlichen Möglichkeiten und Herausforderungen für Mexiko und Mittelamerika. Die Ausführungen basieren dabei auf empirischem Datenmaterial für den Zeitraum von 1963 bis 2003. In einem ersten Schritt werden zunächst die ökonomische Politikstrategie Chinas und ihre Instrumente bzw. allgemeinen Auswirkungen betrachtet. Dazu gehören (1) die sozioökonomische Performance, (2) die Handelsstruktur, (3) der Beitritt zur die WTO, (4) das Verhältnis zu dem Wirtschaftsmarkt der USA sowie (5) die Handelsbeziehungen zu Mexiko und Mittelamerika. Auf dieser Grundlage erfolgt in den beiden weiteren Schritten eine Betrachtung der wirtschaftlichen Effekte im Bereich der Textilindustrie und im Computersektor für die USA, Mexiko und Mittelamerika. Der Text schließt mit einer Reihe von Schlussfolgerungen. So ist im Zuge des andauernden Globalisierungsprozesses und einer nachhaltigen Etablierung Chinas auf dem Weltmarkt mit ständigen Auswirkungen für Mexiko und Mittelamerika zu rechnen. The new triangular relationship between the US, China, and Latin America: the case of trade in the autoparts-automobile global value chain (2000-2019)
During 2000-2019, the autoparts-automobile global value chain (AAGVC) underwent significant structural changes from a number of perspectives: micro, meso, or inter-firm relations, macroeconomic, and territorial shifts. This document will focus on recent trade debates on the "new triangular relationship" between the US-China and Latin America and the Caribbean (LAC), and Mexico, and specifically on trade in the AAGVC during 2000-2019. In addition to the discussion on global value chains (GVCs) and its implications, the document analyses in detail qualitative and quantitative global changes in the AAGVC and specifically in US imports during 2000-2019, highlighting the performance of Mexico and China in trade, tariffs, and transportation costs. The impact of China on Latin America and the Caribbean
The rapid growth of China and its increased integration with the global economy is
having both direct and indirect effects on the Latin American and Caribbean
region. This report identifies the main channels through which China’s growth is
affecting the region and undertakes a preliminary analysis of the impacts that it is
having on development. The direct effects are the result of the growth of bilateral
trade which increased more than five-fold in five years and, on a much more limited
scale, the increase in flows of foreign direct investment between China and the
region. Indirect effects have arisen from the competition which Latin America
faces from Chinese exports to third markets, possible diversion of FDI from the
region to China, and the impact of China on the terms of trade between primary
commodities and manufactures.
The growth of China represents both opportunities and challenges for the Latin
American and Caribbean economies and the paper suggests where, in terms of
both countries and sectors, these are concentrated. Research on the impacts of
China on other developing countries is still at an early stage and there remain a
number of key areas where current knowledge is limited and these are identified.
Preliminary results are presented to indicate the potential impacts on growth and
the balance of payments of the Latin American countries, and the possible implications
for poverty reduction. Finally the paper discusses the challenges facing policymakers
both in the region and in China.

Desde los inicios de las negociaciones, el Tratado de Libre
Comercio de América del Norte (TLC); ha sido ampliamente debatido bajo múltiples
perspectivas. A más de 5 años de su implementación, el documento analiza las
consecuencias del TLC en la economía mexicana y señala que la información
económica en la actualidad no es suficiente para llegar a conclusiones
definitivas. No obstante, sí se distinguen una serie de tendencias relevantes.
Frente a la expansión más prolongada de la economía
estadounidense desde la Segunda Guerra Mundial, el Tratado ha tenido un impacto
positivo en las exportaciones mexicanas y en la creciente y profunda integración
de un segmento de la economía mexicana a la estadounidense, como es el caso de
la industria electrónica. Por el momento, el proceso de integración económico
con Canadá ha sido limitado. Los flujos de inversión extranjera a México, en
particular el creciente monto originado desde los Estados Unidos a partir de
1994, y la puesta en operación de políticas de ajuste macroeconómico, han
permitido una mayor estabilidad macroeconómica. El TLC se ha convertido en un
elemento fundamental de la nueva estrategia económica seguida en México desde
fines de los años ochenta, basada en las exportaciones manufactureras. En términos
generales y en sentido estricto en cuanto a su propuesta, el Tratado ha sido
exitoso para un segmento de la economía mexicana, e incluso mucho más de lo
estimado originalmente por diversos analistas.
Sin embargo, el documento señala que el TLC no resolverá por sí
mismo los problemas estructurales de la economía mexicana y no es condición
suficiente para un crecimiento y desarrollo sustentable a mediano y largo plazo.
Independientemente de las expectativas generadas en torno al aumento del empleo,
los salarios reales y el nivel de vida en general, el documento examina una
serie de retos y desafíos —algunos de los cuales se han profundizado desde la
entrada en vigor del TLC en 1994— y otros eventos socioeconómicos, incluyendo
la crisis de 1994-1995. Es importante destacar que las actividades exportadoras
manufactureras, motor de crecimiento de la economía, se encuentran altamente
concentradas en un relativamente pequeño grupo de empresas maquiladoras y de
otra índole, con limitaciones para generar o profundizar sus encadenamientos
con otras empresas establecidas en México, así como con una reducida
participación en el empleo total. Desde esta perspectiva, se ha desaprovechado
un gran potencial de desarrollo tecnológico, de generación de empleos y de
procesos de aprendizaje en general, siendo que la mayor parte de las empresas
mexicanas no han participado en este proceso de integración y crecimiento
mediante las exportaciones. Como contraparte de las empresas y los sectores dinámicos
y exportadores, la mayoría de las micro, pequeñas y medianas empresas, así
como de las empresas orientadas hacia el mercado doméstico, no han logrado
incorporarse en esta senda de crecimiento, y más bien muestran un
distanciamiento creciente con relación al desempeño del segmento moderno de la
economía.
Además de problemas específicos en torno a la solución de
controversias en el TLC, el documento sugiere fortalecer con recursos y apoyo
político las instituciones que se crearon con el Tratado, y considerar la
conveniencia de mecanismos de transferencia de recursos entre las regiones que
han resultado afectadas por el TLC

China's socioeconomic accumulation in the last 30 years has been probably one of the most outstanding global developments and has resulted in massive new challenges for core and periphery countries. The article examines how China's rapid and massive integration to the world market has posed new challenges for countries such as Mexico - and most of Latin America - as a result of China's successful exportoriented industrialization. China's accumulation and global integration process does, however, not only question and challenges the export-possibilities in the periphery, but also the global inability to provide energy in the medium term

Das Abkommen über eine nordamerikanische Freihandelszone (NAFTA) wird vor allem aus mexikanischer Sicht untersucht. Es wird gezeigt, daß NAFTA die schon seit Anfang der 80er Jahre eingeleitete neoliberale Politik fortsetzt, nachdem sich die Strategie der importsubstituierendn Industrialisierung (ISI) als nicht mehr tragfähig herausgestellt hat.
