    The long sunspot cycle 23 predicts a significant temperature decrease in cycle 24

    Relations between the length of a sunspot cycle and the average temperature in the same and the next cycle are calculated for a number of meteorological stations in Norway and in the North Atlantic region. No significant trend is found between the length of a cycle and the average temperature in the same cycle, but a significant negative trend is found between the length of a cycle and the temperature in the next cycle. This provides a tool to predict an average temperature decrease of at least 1.0 "C from solar cycle 23 to 24 for the stations and areas analyzed. We find for the Norwegian local stations investigated that 25-56% of the temperature increase the last 150 years may be attributed to the Sun. For 3 North Atlantic stations we get 63-72% solar contribution.     International audienceThe constructive approach to software correctness aims at formal modelling and verification of the structure and behaviour of a system in different levels of abstraction. In contrast, the analytical approach to software verification focuses on code level correctness and its verification. Therefore it would seem that the constructive and analytical approaches should complement each other well. To demonstrate this idea we present a case for linking two existing verification methods, Event-B (constructive) and Dafny (analytical). This approach combines the power of Event-B abstraction and its stepwise refinement with the verification capabilities of Dafny. We presented a small case study to demonstrate this approach and outline of the rules for transforming Event-B events to Dafny contracts. Finally, a tool for automatic generation of Dafny contracts from Event-B formal models is presented

    Securing Human Rights in the Face of International Integration

    The continuous transfer of authority from the national sphere to inter-governmental organizations gives rise to an increasing risk that States may be mandated by their obligations under these organizations to take measures that are inconsistent with their obligations under International Human Rights Law. Drawing on the approaches of various international, regional and national jurisdictions, this article explores two possible models for restructuring International Law that could ensure that human rights obligations remain effective. The ‘international constitutional’ approach would ensure that human rights are enshrined within the ‘constitutional’ instruments of IGOs, preventing incompatible rules from emerging. The ‘parochial’ approach would ensure that human rights as protected at the national or regional level would take precedence over conflicting international obligations

    Potential for Solar System Science with the ngVLA

    Radio wavelength observations of solar system bodies are a powerful method of probing many characteristics of those bodies. From surface and subsurface, to atmospheres (including deep atmospheres of the giant planets), to rings, to the magnetosphere of Jupiter, these observations provide unique information on current state, and sometimes history, of the bodies. The ngVLA will enable the highest sensitivity and resolution observations of this kind, with the potential to revolutionize our understanding of some of these bodies. In this article, we present a review of state-of-the-art radio wavelength observations of a variety of bodies in our solar system, varying in size from ring particles and small near-Earth asteroids to the giant planets. Throughout the review we mention improvements for each body (or class of bodies) to be expected with the ngVLA. A simulation of a Neptune-sized object is presented in Section 6. Section 7 provides a brief summary for each type of object, together with the type of measurements needed for all objects throughout the Solar System
