    A Review of Energy Storage System Legislation in the US and the European Union

    Purpose of Review: This paper focuses on the current possibilities for energy storage systems (ESS) to participate in different power system services. ESS can provide multiple services such as spinning reserve, deferral upgrades, and energy management. However, this versatility of ESS poses a challenge for regulators in designing markets where ESS have prominent roles. We assess recent regulatory proposals in the US and the EU in order to understand their implications for ESS. / Recent Findings: These proposals attempt to improve the current rules for efficient ESS deployment. Nevertheless, they have different approaches to the same problem. We discuss these differences in an attempt to shed light on the regulatory debate about ESS ownership and market design. / Summary: The successful integration of ESS will depend on proper incentives to provide multiple services without hampering the current market structure. New asset definitions could help to define the roles of ESS as either a generation or a transmission asset

    Transmission network expansion planning for the Colombian electrical system: connecting the Ituango hydroelectric power plant

    Artículos en revistasThe hydroelectric power plant HidroItuango represents a major expansion for the Colombian electrical system (with a total capacity of 2400 MW). This paper analyzes the possible interconnections and investments involved in connecting HidroItuango, in order to strengthen the Colombian national transmission system. A Mixed Binary Linear Programming (MBLP) model was used to solve the Multistage Transmission Network Expansion Planning (MTEP) problem of the Colombian electrical system, taking the N-1 safety criterion into account. The N-1 safety criterion indicates that the transmission system must be expanded so that the system will continue to operate properly if an outage in a system element (within a pre-defined set of contingencies) occurs. The use of a MBLP model guaranteed the convergence with existing classical optimization methods and the optimal solution for the MTEP using commercial solvers. Multiple scenarios for generation and demand were used to consider uncertainties within these parameters. The model was implemented using the algebraic modeling language AMPL and solved using the commercial solver CPLEX. La interacción y la secuencia en la que estas entidades toman decisiones en marcos de mercado liberalizados han llevado a un renacimiento de los juegos tipo Stackelberg denominados problemas binivel, que capturan la jerarquía natural en muchos procesos de toma de decisiones en los sistemas de poder. Este capítulo tiene como objetivo demostrar los importantes conocimientos que estos modelos pueden proporcionar con respecto a la planificación de la expansión de la transmisión.
