Institutional reform and FDI decision in transition economies: a qualitative study of Syria
The article considers the impact of institutional reform on the decision of foreign enterprises and foreign entrepreneurs
to directly invest in the transition economy of Syria. It responds to the calls for more open research design that can go
beyond the borders of the quantitative findings of previous econometric research by adopting a qualitative research
strategy. The results reveal that institutional reforms enhanced Syria’s attractiveness to foreign direct investment.
Institutional barriers proved to be less daunting to foreign investors whose backgrounds were culturally similar to that
of Syria and/or already had experience in Syria or in a similar type of economy. The impact of background similarity and
previous experience in similar contexts appeared to be less important when the foreign investor was a multinational
enterprise than for individual entrepreneur. Moreover, these factors also appeared to be less important for large
enterprises compared to small enterprises

Policy opportunities and challenges from the Covid-19 pandemic for economies with large informal sectors
In the developing world, the informal economy can account for as much as 80% of the population. I focus on the urban component of informality, where both informal employment and informal enterprises are especially vulnerable to the pandemic-induced economic shock. I explain the complex nature of informality, some of the reasons for its persistence, and its interdependency with the formal economy, especially in the manufacturing sector, through global value chains. Large firms (whether MNEs or domestic firms) sub-contract considerable activity to informal enterprises, but this is precarious in character. I suggest the crisis provides the circumstances for greater active engagement with informal actors, by placing informal enterprises on par with formal firms within industrial policy. I propose integration and registration, as opposed to formalization, and the provision of state support without taxation. The role of the state is also crucial in matchmaking, creating incentives for GVCs to engage with informal actors systematically, and to reduce the transaction costs for informal actors in such engagement. These actions are likely to provide benefits in the longer run, even if they prove costly in the short run
Developing employability in higher education music
The development of employability in higher music education concerns students, musicians, educators, administrators and funding bodies, and yet employability is both impossible to measure and poorly defined. This paper sets the context for a set of short papers that explore employability from the perspective of music. Because many of the issues they raise have relevance across the creative industries, this paper discusses research that positions them within this broader context. The paper highlights the need for both the functional (how-to) aspects of employability and those that are cognitive: development of students' cognitive dispositions and their capacity to engage as professionals. As such, the paper argues that employability requires collaborative action on three fronts: enhancement of the ways in which employment outcomes are defined and measured; initiatives that engage students in career- and life-relevant activities; and advocacy work that re-aligns stakeholder perceptions of graduate work and employability itself

investigation of the impact of the recent great recession on human resource
management (HRM) in multinational companies (MNCs) in Ireland. Ireland
represents a particularly fitting location within which to address this topic given
its standing as one of the world s most
economically globalized and MNC-dependent economies and also because the country was very severely impacted
by the global financial crisis. Using both primary and secondary data from a
variety of sources, our analysis considers the impact of recession on HRM in
MNCs, with particular focus on employment, pay and benefits, industrial
relations and the role of the HR function. The findings suggest that HR
practitioners played a central role in implementing a series of initiatives,
many of which were operational in nature, to improve business performance. In
so doing we argue that practitioners in MNCs in Ireland have behaved as
archetypical conformist innovators during the recent recession, delivering

Global investments and regional development trajectories: the missing links
Global investments and regional development trajectories: the missing links. Regional Studies. Regional economic development has been long conceptualized as a non-linear, interactive and socially embedded process: these features were traditionally regarded as spatially mediated and highly localized. However, unprecedentedly fast technological change coupled with the intensification of global economic integration has spurred the need to place regional development in a truly open and interdependent framework. Despite substantial progress in the academic literature, rethinking regional development in this perspective still presents a number of challenges in terms of concepts, empirical evidence and policy approaches. Following an interdisciplinary assessment of how openness and connectivity – proxied by one of the many cross-border flows, i.e., global investments – interact with regional economic development trajectories, this paper presents a picture of the geography of foreign investments from and to the European regions and its change after the financial and economic crisis in 2008. This simple exercise sheds some initial light on how the operationalization of regional connectivity can improve one’s empirical understanding of the evolution of regional economies and the policy approach needed to support their reaction to change
Why do we need a theory and metrics of technology upgrading?
This paper discusses why we need theory and metrics of technology upgrading. It critically reviews the existing approaches to technology upgrading and motivates build-up of theoretically relevant but empirically grounded middle level conceptual and statistical framework which could illuminate a type of challenges relevant for economies at different income levels. It conceptualizes technology upgrading as three dimensional processes composed of intensity and different types of technology upgrading through various types of innovation and technology activities; broadening of technology upgrading through different forms of technology and knowledge diversification, and interaction with global economy through knowledge import, adoption and exchange. We consider this to be necessary first step towards theory and metrics of technology upgrading and generation of more relevant composite indicator of technology upgrading
Is the European Union ready for foreign direct investment from emerging markets?
This chapter asks whether the European Union Member States are ready for inward Foreign Direct Investment from the Emerging Markets. It concludes that European Union Member States have relatively open Foreign Direct Investment regimes in the international context, and yet instances of protectionism have been apparent in the recent period. However, protectionism has occurred both vis-a-vis Foreign Direct Investment from the Global South as well as from within the European Union, particularly in the so-called 'strategic' industries

On theory, technique and text: guidelines and suggestions on publishing international human resource management research
Publishing international human resource management (IHRM) research continues to be a challenge for seasoned as much as junior faculty. Quantitative and qualitative studies exploring HRM-related topics involving multiple countries or complex contextual factors raise issues of developing an appropriate research question, presenting multilevel methodologies, and making a contribution in which context stands central. In this Editorial, we reflect on such issues as discussed at the 2nd Global Conference on International Human Resource Management held at the Pennsylvania State University (USA) in 2015. Journal editors, reviewers and authors contribute to provide practical suggestions on the craft of getting published, including design of a study, developing a writing style, and dealing with journal feedback. Finally, we explore some myths and misperceptions around publishing IHRM research in high-ranking journals
How dynamic capabilities drive performance in the Indian IT industry : the role of information and co-ordination
This study examines key issues and effects of capability management on a fast-growing area of knowledge-intensive global business services – IT outsourcing and offshoring. An exploratory study is undertaken of Indian companies providing complex process-oriented offshore IT services to their global customers. The analysis of the data related to the service provider side shows that developing dynamic capabilities is strongly driven by management and top-clients and results in the development of business processes and in establishing a strategic partnership with the client organization. Key findings are that information exchange and coordination are the key to a leveraging firm performance.<br /
