    Proceedings of the 2007 Georgia Water Resources Conference, March 27-29, 2007, Athens, Georgia.Development downstream of old and in many cases deficient, dams is responsible for a growing concern within communities that are transitioning from a rural to suburban environment. There are instances of permitted development being constructed in the shadow of a dam embankment without regard to the potential consequences from a dam failure. Loss of life is a real and sobering risk if a home is built in a potential dam breach zone. In Georgia, many of the dams in formerly rural areas do not fall under the regulatory oversight of the Georgia Safe Dams Program simply because they are smaller than the minimum size necessary by law to bring them into the Program. This does not diminish their potential for causing damage in the event of a breach. It is therefore imperative for development to account for the potential breach zone of even the smallest dams if they present a potential threat to downstream lives and structures. However, many breach zone delineation models are cumbersome and difficult to use, even for the most experienced modelers. It is therefore expensive to contract for that work, and as a result, modeling is often omitted. If a breach zone is delineated by a rough approximation, there is the potential to remove from development projects a substantial, and probably overestimated, portion of the usable land, thereby unnecessarily reducing the investment return for the developer. GIS and HEC-RAS offer a cost-effective and quick method to delineate a reasonable and effective potential dam breach zone.     Eroding Potentiometers

    Eroding potentiometers have been devised for measuring the time-dependent positions of char fronts advancing through layers of insulating material subject to intense heating from one side. In the original application, the material layers of interest are thermal insulators in rocket motors and the heat comes from firing of the motors, but the principle of operation is equally applicable to other insulating materials subject to intense heating (e.g., ablative fire-retardant materials). Measuring the thickness decrement of propellant (in hybrid motors in particular) is another possible application of this transducer. Telemetry informs mission control of the propellant left after each burn. An eroding potentiometer could be characterized, more precisely, as an eroding two-wire resistor. It includes a twisted pair of thin, insulated wires oriented along the thickness of, and embedded in, the layer of thermal-insulation material to be tested (see figure). The electrical insulation material on the wires should be one for which the charring temperature is about the same as (or perhaps slightly less than) that of the thermal- insulation material to be tested. In the original rocket-motor application, the wires have a diameter of 0.003 in. (.0.08 mm), are made of manganin, and are coated with polyimide for electrical insulation. Outside the thermal insulation on the cold side, the wire leads are connected to a Wheatstone bridge circuit for measurement of electrical resistance change

    Clinical Outcomes of a Large-Scale, Partnership-Based Regional Food Prescription Program: Results of a Quasi-Experimental Study

    BACKGROUND: Food prescription programs are gaining interest from funders, policy makers, and healthcare payers as a way to provide value-based care. A small body of research suggests that such programs effectively impact health outcomes; however, the quality of existing studies is variable, and most studies use small samples. This study attempts to address these gaps by utilizing a quasi-experimental design with non-equivalent controls, to evaluate clinical outcomes among participants enrolled in a food prescription program implemented at scale. METHODS: We completed a secondary analysis of participant enrollment and utilization data collected between May 2018 and March 2021, by the Houston Food Bank as part of its multi-institution food prescription program. Enrollment data was obtained from 16 health care partners and redemption data from across 40 food pantries in Houston, Texas. Our objective was to assess if program participation impacted multiple cardio-metabolic markers. Exposure was defined as any visit to a food pantry after receipt of prescription. Linear and logistic regression models were used to estimate change in outcomes by exposure status and number of food pantry visits. RESULTS: Exposed patients experienced a -0.28% (p = 0.007) greater change in HbA1c than unexposed patients, over six months. Differences across exposure categories were seen with systolic blood pressure (-3.2, p \u3c 0.001) and diastolic blood pressure (-2.5, p = 0.028), over four months. The odds of any decline in HbA1c (OR = 1.06 per visit, p \u3c 0.001) and clinically meaningful decline in HbA1c (OR = 1.04 per visit, p = 0.007) showed a linear association with visit frequency. CONCLUSIONS: Our study of a large food prescription program involving multiple health care and food pantry sites provides robust evidence of a modest decline in HbA1c levels among participants. These results confirm that food prescription programs can continue to be effective at scale, and portend well for institutionalization of such programs
