Does the Fine Structure Constant Really Vary in Time?
We discuss how laboratory experiments can be used to place constraints on
possible variations of the fine structure constant alpha in the observationally
relevant redshift interval z ~= 0 - 5, within a rather general theoretical
framework. We find a worst case upper limit for Delta alpha / alpha of 8 x
10^-6 for z <= 5 and Delta alpha / alpha of 0.9 x 10^-6 for z <= 1.6. The
derived limits are at variance with the recent findings by Webb et al. (1998),
who claim an observed variation of Delta alpha/alpha = -2.6 +- 0.4 x 10^-5 at

How Rare Are Extraterrestrial Civilizations and When Did They Emerge?
It is shown that, contrary to an existing claim, the near equality between
the lifetime of the sun and the timescale of biological evolution on earth does
not necessarily imply that extraterrestrial civilizations are exceedingly rare.
Furthermore, on the basis of simple assumptions it is demonstrated that a near
equality between these two timescales may be the most probable relation. A
calculation of the cosmic history of carbon production which is based on the
recently determined history of the star formation rate suggests that the most
likely time for intelligent civilizations to emerge in the universe, was when
the universe was already older then about 10 billion years (for an assumed

Molecular Dynamics Simulation of Vascular Network Formation
Endothelial cells are responsible for the formation of the capillary blood
vessel network. We describe a system of endothelial cells by means of
two-dimensional molecular dynamics simulations of point-like particles. Cells'
motion is governed by the gradient of the concentration of a chemical substance
that they produce (chemotaxis). The typical time of degradation of the chemical
substance introduces a characteristic length in the system. We show that
point-like model cells form network resembling structures tuned by this
characteristic length, before collapsing altogether. Successively, we improve
the non-realistic point-like model cells by introducing an isotropic strong
repulsive force between them and a velocity dependent force mimicking the
observed peculiarity of endothelial cells to preserve the direction of their
motion (persistence). This more realistic model does not show a clear network
formation. We ascribe this partial fault in reproducing the experiments to the
static geometry of our model cells that, in reality, change their shapes by

Towards a Model for the Progenitors of Gamma-Ray Bursts
We consider models for gamma-ray bursts in which a collimated jet expands
either into a homogeneous medium or into a stellar wind environment, and
calculate the expected afterglow temporal behavior. We show that (i) following
a break and a faster decay, afterglows should exhibit a flattening, which may
be detectable in both the radio and optical bands; (ii) Only observations at
times much shorter than a day can clearly distinguish between a fireball
interacting with a homogeneous medium and one interacting with a stellar wind.
Using our results we demonstrate that constraints can be placed on progenitor
models. In particular, existing data imply that while some long duration bursts
may be produced by collapses of massive stars, it is almost certain that not
all long duration bursts are produced by such progenitors.Comment: 13 pages; Submitted to Ap
What Do We Know About the Global Financial Safety Net? A New Comprehensive Data Set
This paper critically reviews the theoretical basis for the provision of the global financial safety net (GFSN) and provide a comprehensive database covering four elements of the GFSN (foreign exchange reserves, IMF financing, central bank swap lines and regional financing arrangements) for over 150 countries in the sample period 1960-2015. This paper also presents some key stylised facts regarding the provision of GFSN financing and compares macroeconomic outcomes in capital flow reversal episodes depending on how much GFSN financing was available to countries. Finally, this paper concludes with some avenues for further research on the possible evolution of the GFSN
Direct Distance Measurement to the Dusty White Dwarf GD 362
We present trigonometric parallax observations of GD 362 obtained over seven
epochs using the MDM 2.4m Hiltner Telescope. The existence of a dust disk
around this possibly massive white dwarf makes it an interesting target for
parallax observations. The measured parallax for GD 362 places it at a distance
of 50.6 pc, which implies that its radius and mass are ~ 0.0106 Rsun and 0.71
Msun, respectively. GD 362 is not as massive as initially thought (1.2Msun).
Our results are entirely consistent with the distance and mass estimates (52.2
pc and 0.73 Msun) by Zuckerman et al., who demonstrated that GD 362 has a
helium dominated atmosphere. Dropping GD 362 from the list of massive white
dwarfs, there are no white dwarfs with M > 0.9 Msun that are known to host

Cool Customers in the Stellar Graveyard I: Limits to Extrasolar Planets Around the White Dwarf G29-38
We present high contrast images of the hydrogen white dwarf G 29-38 taken in
the near infrared with the Hubble Space Telescope and the Gemini North
Telescope as part of a high contrast imaging search for substellar objects in
orbit around nearby white dwarfs.
We review the current limits on planetary companions for G29-38, the only
nearby white dwarf with an infrared excess due to a dust disk. We add our
recent observations to these limits to produce extremely tight constraints on
the types of possible companions that could be present. No objects 6
M are detected in our data at projected separations 12 AU, and no
objects 16 M are detected for separations from 3 to 12 AU, assuming
a total system age of 1 Gyr. Limits for companions at separations 3 AU come
from a combination of 2MASS photometry and previous studies of G29-38's
pulsations. Our imaging with Gemini cannot confirm a tentative claim for the
presence of a low mass brown dwarf. These observations demonstrate that a
careful combination of several techniques can probe nearby white dwarfs for

Low-Cost Uas Photogrammetry for Road Infrastructures' Inspection
Abstract. All over the world, road infrastructures are getting closer to their life cycle and need to be constantly inspected: a consistent number of bridges are structurally deficient, and the risk of collapse can no longer be excluded. In contrast with the past, the interest in structure durability has recently grown rapidly. In order to make bridges durable, it is necessary to carry out ordinary maintenance, preceded by inspection activities, which can be traditionally divided in two categories: destructive and non-destructive (NDT). All the NDT inspections (visual, IR thermography, GPR) can be conducted by using UAS (Unmanned Aerial Systems), a technology that makes bridges inspections quicker, cheaper, objective and repeatable. This study presents the visual inspection and survey of two bridges by using a UAS DJI Mavic 2 Pro, equipped with a 20Mpixel Hasselblad camera that records 60fps 4K video and a 10bit radiometric resolution. Starting from the acquired data, a 3D model of each structure was built by using Structure from Motion (SfM) principles and software. To validate the two models, each of them characterized by a centimetric accuracy, the UAS camera generated cloud of points and was co-registered with the point cloud of a terrestrial laser-scanner using Ground Control Points (GCPs). To make this, CloudCompare comparison software was used; the plugin M3C2 automatically calculates the distance between the points of two compared clouds. Finally, some general rules concerning the UAS main characteristics for inspection of bridges and software for data processing are proposed
