    Although his poetry gives every appearance of being pre-eminently 'English', Hugo Williams claims he is an 'Anglo-American' poet. This surprising assertion rests on his enthusiastic embrace of American popular culture as well as the construction of a style out of American Imagist, "Objectivist" and Confessional strategies. Both elements of the epithet Anglo-American are examined in relation to the poet's work and in the process Williams' claim is shown to be unsustainable, yet at the same time highly revealing of currents within English literary culture

    K-orbit closures on G/B as universal degeneracy loci for flagged vector bundles with symmetric or skew-symmetric bilinear form

    We use equivariant localization and divided difference operators to determine formulas for the torus-equivariant fundamental cohomology classes of KK-orbit closures on the flag variety G/BG/B, where G = GL(n,\C), and where KK is one of the symmetric subgroups O(n,\C) or Sp(n,\C). We realize these orbit closures as universal degeneracy loci for a vector bundle over a variety equipped with a single flag of subbundles and a nondegenerate symmetric or skew-symmetric bilinear form taking values in the trivial bundle. We describe how our equivariant formulas can be interpreted as giving formulas for the classes of such loci in terms of the Chern classes of the various bundles.Comment: Minor revisions and corrections suggested by referees.     Republican States Bolstered Their Health Insurance Rate Review Programs Using Incentives From the Affordable Care Act.

    The Affordable Care Act (ACA) included financial and regulatory incentives and goals for states to bolster their health insurance rate review programs, increase their anticipated loss ratio requirements, expand Medicaid, and establish state-based exchanges. We grouped states by political party control and compared their reactions across these policy goals. To identify changes in states rate review programs and anticipated loss ratio requirements in the individual and small group markets since the ACAs enactment, we conducted legal research and contacted each states insurance regulator. We linked rate review program changes to the Centers for Medicare and Medicaid Services (CMS) criteria for an effective rate review program. We found, of states that did not meet CMSs criteria when the ACA was enacted, most made changes to meet those criteria, including Republican-controlled states, which generally oppose the ACA. This finding is likely the result of the relatively low administrative burden associated with reviewing health insurance rates and the fact that doing so prevents federal intervention in rate review. However, Republican-controlled states were less likely than non-Republican-controlled states to increase their anticipated loss ratio requirements to align with the federal retrospective medical loss ratio requirement, expand Medicaid, and establish state-based exchanges, because of their general opposition to the ACA. We conclude that federal incentives for states to strengthen their health insurance rate review programs were more effective than the incentives for states to adopt other insurance-related policy goals of the ACA

    We test the periodicity of quasar redshifts in the 2dF and SDSS surveys. In the overall surveys redshift peaks are already apparent in the brighter quasars. But by analyzing sample areas in detail it is shown that the redshifts fit very closely the long standing Karlssson formula and strongly suggest the existence of preferred values in the distribution of quasar redshifts. We introduce a powerful new test for groups of quasars of differing redshifts which not only demonstrates the periodicity of the redshifts, but also their physical association with a parent galaxy. Further such analyses of the large area surveys should produce more information on the properties of the periodicity.Comment: 23 pages, 14 figure

    Theoretical Parametric Study of the Relative Advantages of Winglets and Wing-Tip Extensions

    For identical increases in bending moment, a winglet provides a greater gain in induced efficiency than tip extension. Winglet toe angle allows design trades between efficiency and root moment. A winglet shows the greatest benefit when the wing loads are heavy near the tip. Washout diminishes the benefit of either tip modification, and the gain in induced efficiency becomes a function of lift coefficient; thus, heavy wing loadings obtain the greatest benefit from a winglet, and low-speed performance is enhanced even more than cruise performance. Both induced efficiency and bending moment increase with winglet length and outward cant. The benefit of a winglet relative to a tip extension is greatest for a nearly vertical winglet. Root bending moment is proportional to the minimum weight of bending material required in the wing; thus, it is a valid index of the impact of tip modifications on a new wing design

    The three-quark static potential in perturbation theory

    We study the three-quark static potential in perturbation theory in QCD. A complete next-to-leading order calculation is performed in the singlet, octets and decuplet channels and the potential exponentiation is demonstrated. The mixing of the octet representations is calculated. At next-to-next-to-leading order, the subset of diagrams producing three-body forces is identified in Coulomb gauge and its contribution to the potential calculated. Combining it with the contribution of the two-body forces, which may be extracted from the quark-antiquark static potential, we obtain the complete next-to-next-to-leading order three-quark static potential in the colour-singlet channel.Comment: 36 pages, 11 figures, version published in Phys.Rev.
