I dagens samhälle blir vi allt mer beroende av internet. Myndigheter försöker med hjälp av e-delegationen införa e-förvaltning. E-deltagande är en del av e-förvaltningen som innebär att medborgare får chans att lämna sina synpunkter elektroniskt via någon form av verktyg på internet. Tidigare studier visar på att det oftast är en medelålders, föreningsaktiv och välutbildad man som deltar i planeringfrågorna. Unga, lågutbildade och kvinnor deltar däremot mindre frekvent vid rådande deltagarmöjligheter. Denna kandidatuppsats har därför fått frågeställningarna: Hur påverkas medborgarnas delaktighet i planeringsprocessen av e-deltagande? Samt: Vilka möjligheter och hinder skapar e-deltagande när det gäller inflytande i planeringsfrågor? Studien grundar sig på tidigare skriven litteratur samt en fallstudie av två fall i Nacka kommun: Henriksdal och Fisksätra. Tjänstemän på Nacka kommun har intervjuats för att syftet med projektet ska klargöras samt att få en inblick i hur dialogformer fungerar i en expansiv kommun. Resultatet visade på ett ökat intresse för planeringsfrågor i de två fallen samt att det finns möjligheter för inflytande genom dialogen då den publiceras på hemsidan tillgänglig för allmänheten. Kommunen måste dock inte följa de konkreta förslag som inkommit utan måste göra avvägningar mellan allmänna och enskilda intressen. Slutsatsen grundar sig i att inflytande i planeringen är bra, men att det kan vara ett sken av inflytande i den kommunala planeringen eftersom frågorna som ställs till medborgare inte går ut på om något ska byggas, utan snarare vad.
New looks at and for Onespa, Buzyges, and Librita (Lepidoptera: Hesperiidae: Hesperiinae), with new combinations and descriptions of a new genus and six new species
Thirteen species of skippers (six newly described; Lepidoptera: Hesperiidae: Hesperiinae: Hesperiini) from higher elevations of Mexico and Central America are reviewed. These are included in four genera (one newly described), some with proposed new combinations. Onespa Steinhauser, 1974, originally described as monotypic, is shown to include three species in addition to its type species, Onespa nubis Steinhauser, 1974. One of these, Atrytone gala Godman, 1900, that has been misplaced in several genera since its description, represents a new combination. The other two species, distributed in montane habitats in northwestern Mexico and in Costa Rica, are described as new. Buzyges Godman, 1900, distributed in Mexico and Central America and also formerly considered monotypic, is shown to embrace four species. Besides the type species, Buzyges idothea Godman, 1900, two species long placed in Poanes Scudder, 1872, Pamphila rolla Mabille, 1883, and Poanes benito Freeman, 1979, are included as new combinations. Another species, known only from Costa Rica, is described as new. These are united by several superficial characters, but especially by genital morphology of both sexes. Librita Evans, 1955, was described to include three species of which one, Librita raspa Evans, 1955, was subsequently removed. Augiades heras Godman, 1900 is here also removed from Librita and placed in a new genus with three previously undescribed species. This completes the disintegration of Librita, which is now monotypic. The four genera, although exhibiting similarities suggesting potential alliance, differ in their unique combinations of several superficial and genital traits from each other and other hesperiine skippers

Compact cartridge drives coded tape at constant readout speed
To facilitate storage and repetitive reading of short-program coded tape, a cartridge case, containing mechanical drive and readout assemblies, has been fabricated. The drive transports the tape past a conventional pickup device during the reading function
London SynEx Demonstrator Site: Impact Assessment Report
The key ingredients of the SynEx-UCL software components are:
1. A comprehensive and federated electronic healthcare record that can be used to
reference or to store all of the necessary healthcare information acquired from a
diverse range of clinical databases and patient-held devices.
2. A directory service component to provide a core persons demographic database to
search for and authenticate staff users of the system and to anchor patient
identification and connection to their federated healthcare record.
3. A clinical record schema management tool (Object Dictionary Client) that enables
clinicians or engineers to define and export the data sets mapping to individual
feeder systems.
4. An expansible set of clinical management algorithms that provide prompts to the
patient or clinician to assist in the management of patient care.
CHIME has built up over a decade of experience within Europe on the requirements
and information models that are needed to underpin comprehensive multiprofessional
electronic healthcare records. The resulting architecture models have
influenced new European standards in this area, and CHIME has designed and built
prototype EHCR components based on these models. The demonstrator systems
described here utilise a directory service and object-oriented engineering approach,
and support the secure, mobile and distributed access to federated healthcare
records via web-based services.
The design and implementation of these software components has been founded on
a thorough analysis of the clinical, technical and ethico-legal requirements for
comprehensive EHCR systems, published through previous project deliverables and
in future planned papers.
The clinical demonstrator site described in this report has provided the solid basis
from which to establish "proof of concept" verification of the design approach, and a
valuable opportunity to install, test and evaluate the results of the component
engineering undertaken during the EC funded project. Inevitably, a number of
practical implementation and deployment obstacles have been overcome through
this journey, each of those having contributed to the time taken to deliver the
components but also to the richness of the end products.
UCL is fortunate that the Whittington Hospital, and the department of cardiovascular
medicine in particular, is committed to a long-term vision built around this work. That
vision, outlined within this report, is shared by the Camden and Islington Health
Authority and by many other purchaser and provider organisations in the area, and
by a number of industrial parties. They are collectively determined to support the
Demonstrator Site as an ongoing project well beyond the life of the EC SynEx
Project.
This report, although a final report as far as the EC project is concerned, is really a
description of the first phase in establishing a centre of healthcare excellence. New
EC Fifth Framework project funding has already been approved to enable new and
innovative technology solutions to be added to the work already established in north
London
