    Classification and Seismic Fragility Assessment of Confined Masonry School Buildings

    School buildings being a critical social infrastructure, assessment of their seismic behaviour is of utmost importance in ensuring safe schooling facilities in locations of high seismicity. This study presents two important aspects in analysing any existing building stock for seismic behaviour: the development of an appropriate taxonomy system and an appropriate analytical method to conduct fragility assessment. A detailed desk study of existing schools’ databases and tailored field investigation in Guwahati, Assam, situated in India’s highest seismic zone, reveal that the majority of school buildings can be categorised within the confined masonry (CM) typology. This study discusses first, the addition to the World Bank promoted Global Library of School Infrastructure taxonomy of the specific category relating to CM as to include the buildings under study, which are non-engineered CM buildings with flexible roofs. Identifying the density of confinement and quality of connections as critical parameters for the seismic response of these buildings, varying seismic design levels are defined in relation to these indicators. Secondly, the paper presents an approach for carrying out nonlinear static pushover analysis of these buildings with flexible diaphragms and elaborates on the criteria adopted for determining the performance drift limits in buildings with varying levels of seismic design. Numerical analysis for the capacity assessment of selected index buildings is carried out using a commercial software that enables nonlinear extreme loading analysis. Different failure mechanisms as a function of the level of confinement are identified and the performance range for three damage states for three index buildings is obtained by using the N2 method. The study shows the influence of both choices of performance indicators and intensity measure on the resulting fragility functions. Given the consistency of the educational building stock in Guwahati, the results can be used for investment on retrofit decision making at regional level

    Performance based probabilistic seismic risk assessment for urban heritage. An example in Pla del Remei Area (Valencia)

    The assessment of the seismic behaviour of historic residential buildings and the estimation of their possible losses in the event of an earthquake, is a must for defining strategic mitigation plans to prevent irreplaceable heritage losses. In this study an integrated performance based probabilistic risk assessment methodology is developed. An archival study and a field survey allow to identify architectural and construction characteristics of heritage residential buildings in urban areas and determine realistic structural models. These are analysed by using a limit state approach, coded in the FaMIVE method, considering different construction hypotheses, to produce capacity curves which support the identification of a discrete number of typologies representative of the entire building stock in the area. Their fragility functions are then derived using the modified N2 method. Because of the difficulty in quantifying the expected probable losses in purely economic terms, given the heritage value of these assets, losses are computed in terms of damaged floor surface area and mean damage ratio. These have been obtained through the earthquake loss estimation platform SELENA, considering different possible seismic scenarios. The procedure is applied to masonry residential buildings in Pla del Remei area of Valencia, Spain, built between the end of the 19th Century and the end of the Spanish War (1939). This neighbourhood embodies the cultural values, construction techniques and historic legacy of a new and brief era of modernity, inspired by the new urban theories and architectural styles of Eclecticism and Modernism. Despite Valencia being located in an area of low to moderate seismicity, the results show that the maximum percentage of built damaged area ranges from 5.8 to 11.6% for 475 years return period, increasing to 33.59–51.59% for 975 years return period. The high level of resolution of the study allows mapping and identifying the structures at higher risk and is therefore a valuable tool to support sensitive and targeted retrofitting policies

    A Study of The Impact of Acrylic Based Surface Waterproofing on The Moisture Behaviour of Brick Masonry Through Dynamic Vapour Sorption (DVS) And Water Absorption Tests

    The rate and extent of uptake and release of moisture and liquid water are critical in understanding the behaviour of masonry materials. This study focussed on testing brick masonry to identify the moisture performance difference after treated with acrylic based surface waterproofing – commonly used to lessen water uptake and improve façade durability. Brick and mortar specimens were first tested for water absorption then treated and retested 0, 12 and 24 months later to evaluate the short- and long-term impact of waterproofing on their water absorption capacity. Dynamic Vapour Sorption (DVS) tests were also conducted to quantity the change in their (de)sorptive characteristics. Results from both tests were combined to show the impact and durability of acrylic waterproofing on the moisture behaviour of brick masonry

    A decision-making framework for school infrastructure improvement programs

    School infrastructure affects the quality of education and the performance of children and youth. Natural hazards such as earthquakes, hurricanes, floods, and landslides, threaten critical infrastructure such as school facilities. Additionally, problems related to the functionality of these facilities are common in the region, such as an inadequate number of classrooms, poor lighting, and insufficient ventilation, among others. At a national level, the decision-making process to prioritize schools’ interventions becomes even more challenging due to limited resources and lack of information. Furthermore, there is a lack of a systematic approach to address the need of improving existing infrastructure taking into consideration limited resources. Considering this, a novel decision-making framework is proposed that prioritizes school infrastructure investment with limited budgets, using clustering procedures, a multi-criteria utility function, and an optimization component. This framework allows better public policy decisions and benefits students in terms of buildings quality with a multi-criteria perspective, improving both safety and functional conditions. The framework is illustrated with a case study applied to the public-school infrastructure in the Dominican Republic

    Analytical and numerical seismic assessment of heritage masonry towers

    Abstract The new Italian building code, published in 2018 [MIT in NTC 2018: D.M. del Ministero delle Infrastrutture e dei trasporti del 17/01/2018. Aggiornamento delle Norme Tecniche per le Costruzioni (in Italian), 2018], explicitly refers to the Italian “Guidelines for the assessment and mitigation of the seismic risk of the cultural heritage” [PCM in DPCM 2011: Direttiva del Presidente del Consiglio dei Ministri per valutazione e riduzione del rischio sismico del patrimonio culturale con riferimento alle norme tecniche per le costruzioni, G.U. n. 47 (in Italian), 2011] as a reliable source of guidance that can be employed for the vulnerability assessment of heritage buildings under seismic loads. According to these guidelines, three evaluation levels are introduced to analyse and assess the seismic capacity of historic masonry structures, namely: (1) simplified global static analyses; (2) kinematic analyses based on local collapse mechanisms, (3) detailed global analyses. Because of the complexity and the large variety of existing masonry typologies, which makes it particularly problematic to adopt a unique procedure for all existing structures, the guidelines provide different simplified analysis approaches for different structural configurations, e.g. churches, palaces, towers. Among the existing typologies of masonry structures there considered, this work aims to deepen validity, effectiveness and scope of application of the Italian guidelines with respect to heritage masonry towers. The three evaluation levels proposed by the guidelines are here compared by discussing the seismic risk assessment of a representative masonry tower: the Cugnanesi tower located in San Gimignano (Italy). The results show that global failure modes due to local stress concentrations cannot be identified if only simplified static and kinematic analyses are performed. Detailed global analyses are in fact generally needed for a reliable prediction of the seismic performance of such structures.</jats:p

    Time-Dependent Framework for Analyzing Emergency Intervention Travel Times and Risk Implications due to Earthquakes. Bucharest Case Study

    Earthquakes can generate a significant number of casualties within seconds, as well as high economic losses. The lack of rapid and coordinated emergency intervention can contribute to much greater losses. In this paper we develop a framework taking advantage of the ArcGis Network Analyst extension, able to account for post-earthquake conditions and reflect travel times. By combining 1) network characteristics with 2) direct seismic damage information, 3) models to determine road obstruction potential, 4) traffic information and time-dependent post-earthquake modeling but also 5) emergency intervention facilities (hospitals or fire stations) and considerations regarding their functional limitations, this framework can provide important support for the management of emergency intervention but also for risk reduction planning. Main results consist of maps showing travel times for various scenarios and moments after an earthquake, inaccessible areas, vital roads for access or an identification of important facilities. As case study we chose Bucharest, one of Europe’s most endangered capitals considering the seismic risk level. The city was and could be considerably affected by earthquakes in the Vrancea Seismic Zone, being characterized by a high number of vulnerable buildings and by one of the greatest typical traffic congestion levels in the world. Compared to previous network studies for Bucharest, the new approach is more complex and customable, providing means for real-time integration and time-dependent analysis. Results, for a worst-case scenario, prove that the risks could be even greater than expected, but also what should be done to mitigate them, such as the construction of a new hospital in the western part of the city, ensuring safe delimited routes for emergency vehicles or expanding the treatment capacity of actual hospitals—some of which also need seismic retrofitting. Results of this study will be integrated in the revised version of the National Conception for Post-Earthquake Response—an operational framework which will lead to risk mitigation through the improvement of post-disaster reaction

    Seismic vulnerability and risk assessment of historic masonry buildings

    Seismic risk evaluation of built-up areas involves analysis of the level of earthquake hazard of the region, building vulnerability and exposure. Within this approach that defines seismic risk, building vulnerability assessment assumes great importance, not only because of the obvious physical consequences in the eventual occurrence of a seismic event, but also because it is the one of the few potential aspects in which engineering research can intervene. In fact, rigorous vulnerability assessment of existing buildings and the implementation of appropriate retrofitting solutions can help to reduce the levels of physical damage, loss of life and the economic impact of future seismic events. Vulnerability studies of urban centresshould be developed with the aim of identifying building fragilities and reducing seismic risk. As part of the rehabilitation of the historic city centre of Coimbra, a complete identification and inspection survey of old masonry buildings has been carried out. The main purpose of this research is to discuss vulnerability assessment methodologies, particularly those of the first level, through the proposal and development of a method previously used to determine the level of vulnerability, in the assessment of physical damage and its relationship with seismic intensity

    Rapid earthquake loss updating of spatially distributed systems via sampling-based bayesian inference

    Within moments following an earthquake event, observations collected from the affected area can be used to define a picture of expected losses and to provide emergency services with accurate information. A Bayesian Network framework could be used to update the prior loss estimates based on ground-motion prediction equations and fragility curves, considering various field observations (i.e., evidence). While very appealing in theory, Bayesian Networks pose many challenges when applied to real-world infrastructure systems, especially in terms of scalability. The present study explores the applicability of approximate Bayesian inference, based on Monte-Carlo Markov-Chain sampling algorithms, to a real-world network of roads and built areas where expected loss metrics pertain to the accessibility between damaged areas and hospitals in the region. Observations are gathered either from free-field stations (for updating the ground-motion field) or from structure-mounted stations (for the updating of the damage states of infrastructure components). It is found that the proposed Bayesian approach is able to process a system comprising hundreds of components with reasonable accuracy, time and computation cost. Emergency managers may readily use the updated loss distributions to make informed decisions

    Influence of the Spatial Pressure Distribution of Breaking Wave Loading on the Dynamic Response of Wolf Rock Lighthouse

    The survivability analysis of offshore rock lighthouses requires several assumptions of the pressure distribution due to the breaking wave loading (Raby et al. (2019), Antonini et al. (2019). Due to the peculiar bathymetries and topographies of rock pinnacles, there is no dedicated formula to properly quantify the loads induced by the breaking waves on offshore rock lighthouses. Wienke’s formula (Wienke and Oumeraci (2005) was used in this study to estimate the loads, even though it was not derived for breaking waves on offshore rock lighthouses, but rather for the breaking wave loading on offshore monopiles. However, a thorough sensitivity analysis of the effects of the assumed pressure distribution has never been performed. In this paper, by means of the Wolf Rock lighthouse distinct element model, we quantified the influence of the pressure distributions on the dynamic response of the lighthouse structure. Different pressure distributions were tested, while keeping the initial wave impact area and pressure integrated force unchanged, in order to quantify the effect of different pressure distribution patterns. The pressure distributions considered in this paper showed subtle differences in the overall dynamic structure responses; however, pressure distribution #3, based on published experimental data such as Tanimoto et al. (1986) and Zhou et al. (1991) gave the largest displacements. This scenario has a triangular pressure distribution with a peak at the centroid of the impact area, which then linearly decreases to zero at the top and bottom boundaries of the impact area. The azimuthal horizontal distribution was adopted from Wienke and Oumeraci’s work (2005). The main findings of this study will be of interest not only for the assessment of rock lighthouses but also for all the cylindrical structures built on rock pinnacles or rocky coastlines (with steep foreshore slopes) and exposed to harsh breaking wave loading.</jats:p

    A Multidisciplinary Computational Framework for Topology Optimisation of Offshore Helidecks

    Maintaining offshore steel structures is challenging and not environmentally friendly due to the frequent visits for inspection and repairs. Some offshore lighthouses are equipped with carbon steel helidecks fixed onto their lantern galleries in the 1970s to provide easy and safe access to maintenance staff and inspectors. Even though the helidecks supporting structures have maintained their integrity and are still functional in the offshore harsh environmental conditions, their inspection and maintenance remains a challenge due to the need of frequent visits which requires flying to the location of the lighthouse to bring the maintenance staff and equipment. We have developed a multidisciplinary computational framework to design new generation of aluminium helidecks for offshore lighthouses. We calculated the wind speed at the location of the Bishop Rock lighthouse based on the meteorological data, and the load distribution on the helideck due to such a wind condition, using computational fluid dynamic analysis. Then, we used the calculated wind load with other mechanical loads in the events of normal and emergency landings of a helicopter on this structure to find the best design configuration for this helideck. We generated a design space for different configurations of a beam structure and carried out, static, transient and buckling analysis to assess each case using finite element method. The selection criterion was set to find the structure with the minimum volume fraction and compliance while keeping the stress below the allowable stress. We found the structure with eight vertical and circumferential sections featuring two rows of diagonal bracing with one at the base and the other one at the third section from the base of the helideck was the optimum design for the considered loading in this work. This framework can be adopted for the design and optimisation of other offshore structures by other researchers and designers
