    Building Disaster Resilience: Steps toward Sustainability

    Disaster losses continue to escalate globally and in many regions human losses (death, injury, permanent displacement) often exceed the economic toll. Current disaster policies are reactive with a short-term focus―respond and rebuild as quickly as possible and in the same way after the event. Such policies ignore the longer-term approach of building disaster-resilient communities, in which investments made now show financial and social returns later by reducing the impact of disasters. This article provides a vision for resilient nations in 2030 based on three recent policy reports. It highlights the necessary steps to wards achieving sustainability using the lens of disaster resilience as the pathway towards strengthening communities' ability to prepare and plan for, absorb, respond to, and recover from present and future disasters

    Spatial patterns of natural hazards mortality in the United States

    <p>Abstract</p> <p>Background</p> <p>Studies on natural hazard mortality are most often hazard-specific (e.g. floods, earthquakes, heat), event specific (e.g. Hurricane Katrina), or lack adequate temporal or geographic coverage. This makes it difficult to assess mortality from natural hazards in any systematic way. This paper examines the spatial patterns of natural hazard mortality at the county-level for the U.S. from 1970–2004 using a combination of geographical and epidemiological methods.</p> <p>Results</p> <p>Chronic everyday hazards such as severe weather (summer and winter) and heat account for the majority of natural hazard fatalities. The regions most prone to deaths from natural hazards are the South and intermountain west, but sub-regional county-level mortality patterns show more variability. There is a distinct urban/rural component to the county patterns as well as a coastal trend. Significant clusters of high mortality are in the lower Mississippi Valley, upper Great Plains, and Mountain West, with additional areas in west Texas, and the panhandle of Florida, Significant clusters of low mortality are in the Midwest and urbanized Northeast.</p> <p>Conclusion</p> <p>There is no consistent source of hazard mortality data, yet improvements in existing databases can produce quality data that can be incorporated into spatial epidemiological studies as demonstrated in this paper. It is important to view natural hazard mortality through a geographic lens so as to better inform the public living in such hazard prone areas, but more importantly to inform local emergency practitioners who must plan for and respond to disasters in their community.</p

    Disaster education as an effort to improve students' flood mitigation preparedness

    Reducing disaster risk is an important thing that needs to be done at all levels of society, including students. This study aims to determine students' level of preparedness for flood disasters and the efforts made by schools in dealing with flood disasters. This study used a descriptive quantitative method conducted at SMA Negeri 1 Jeneponto. The population in this study was 95 students, with a total sample of 49 students determined using the Slovin formula with a ten percent margin of error. The data collection techniques used questionnaires, interviews, and documentation. The research results were analyzed using descriptive statistics. The results of the study showed that knowledge of attitudes, emergency response plans, disaster warning systems, and students' disaster preparedness when a flood disaster occurs are included in the "very prepared" category. This research has implications for school practice in terms of developing a school curriculum that includes material on natural disasters and risk reduction, as well as training teachers and educators to teach and communicate about natural disasters to provide appropriate information to students

    Comparing index-based vulnerability assessments in the Mississippi Delta: Implications of contrasting theories, indicators, and aggregation methodologies

    There are many index-based approaches for assessing vulnerability to socio-natural hazards with differences in underlying theory, indicator selection and aggregation methodology. Spatially explicit output scores depend on these characteristics and contrasting approaches can therefore lead to very different policy implications. These discrepancies call for more critical reflection on index design and utility, a discussion that has not kept pace with the impetus for vulnerability assessments and respective index creation and application following the Hyogo Framework for Action 2005–2015. Comparing index outputs is an effective approach in this regard. Here, the Social Vulnerability Index (SoVI®) and the vulnerability component of the Global Delta Risk Index (GDRI) are applied at census tract level in the Mississippi Delta and visually and quantitatively compared. While the SoVI® is grounded in the hazard/risk research paradigm with primarily socio-economic indicators and an inductive principal component methodology, the GDRI incorporates advancements from sustainability science with ecosystem-based indicators and a modular hierarchical design. Maps, class rank changes, and correlations are used to assess the convergence and divergence of these indexes across the delta. Results show that while very different theoretical frameworks influence scores through indicator selection, methodology of index calculation has an even greater effect on output. Within aggregative methodology, the treatment of inter-indicator correlation is decisive. Implications include the need for an increased focus on index methodology and validation of results, transparency, and critical reflection regarding assessment limitations, as our results imply that contradictory risk reduction policies could be considered depending on the assessment methodology used

    Spatial Disparities of COVID-19 Cases and Fatalities in United States Counties

    This paper examines the spatial and temporal trends in county-level COVID-19 cases and fatalities in the United States during the first year of the pandemic (January 2020–January 2021). Statistical and geospatial analyses highlight greater impacts in the Great Plains, Southwestern and Southern regions based on cases and fatalities per 100,000 population. Significant case and fatality spatial clusters were most prevalent between November 2020 and January 2021. Distinct urban–rural differences in COVID-19 experiences uncovered higher rural cases and fatalities per 100,000 population and fewer government mitigation actions enacted in rural counties. High levels of social vulnerability and the absence of mitigation policies were significantly associated with higher fatalities, while existing community resilience had more influential spatial explanatory power. Using differences in percentage unemployment changes between 2019 and 2020 as a proxy for pre-emergent recovery revealed urban counties were hit harder in the early months of the pandemic, corresponding with imposed government mitigation policies. This longitudinal, place-based study confirms some early urban–rural patterns initially observed in the pandemic, as well as the disparate COVID-19 experiences among socially vulnerable populations. The results are critical in identifying geographic disparities in COVID-19 exposures and outcomes and providing the evidentiary basis for targeting pandemic recovery

    Promoting healthy eating, active play and sustainability consciousness in early childhood curricula, addressing the Ben10™ problem: a randomised control trial

    Background: This paper details the research protocol for a study funded by the Australian Research Council. An integrated approach towards helping young children respond to the significant pressures of &lsquo;360 degree marketing&rsquo; on their food choices, levels of active play, and sustainability consciousness via the early childhood curriculum is lacking. The overall goal of this study is to evaluate the efficacy of curriculum interventions that educators design when using a pedagogical communication strategy on children&rsquo;s knowledge about healthy eating, active play and the sustainability consequences of their toy food and toy selections. Methods/Design: This cluster-randomised trial will be conducted with 300, 4 to 5 year-old children attending pre-school. Early childhood educators will develop a curriculum intervention using a pedagogical communication strategy that integrates content knowledge about healthy eating, active play and sustainability consciousness and deliver this to their pre-school class. Children will be interviewed about their knowledge of healthy eating, active play and the sustainability consequences of their food and toy selections. Parents will complete an Eating and Physical Activity Questionnaire rating their children&rsquo;s food preferences, digital media viewing and physical activity habits. All measures will be administered at baseline, the end of the intervention and 6 months post intervention. Informed consent will be obtained from all parents and the pre-school classes will be allocated randomly to the intervention or wait-list control group. Discussion: This study is the first to utilise an integrated pedagogical communication strategy developed specifically for early childhood educators focusing on children&rsquo;s healthy eating, active play, and sustainability consciousness. The significance of the early childhood period, for young children&rsquo;s learning about healthy eating, active play and sustainability, is now unquestioned. The specific teaching and learning practices used by early childhood educators, as part of the intervention program, will incorporate a sociocultural perspective on learning; this perspective emphasises building on the play interests of children, that are experienced within the family and home context, as a basis for curriculum provision.     Disaster Risks Research and Assessment to Promote Risk Reduction and Management

    Natural hazard events lead to disasters when the events interact with exposed and vulnerable physical and social systems. Despite significant progress in scientific understanding of physical phenomena leading to natural hazards as well as of vulnerability and exposure, disaster losses due to natural events do not show a tendency to decrease. This tendency is associated with many factors including increase in populations and assets at risk as well as in frequency and/or magnitude of natural events, especially those related to hydro-meteorological and climatic hazards. But essentially disaster losses increase because some of the elements of the multidimensional dynamic disaster risk system are not accounted for risk assessments. A comprehensive integrated system analysis and periodic assessment of disaster risks at any scale, from local to global, based on knowledge and data/information accumulated so far, are essential scientific tools that can assist in recognition and reduction of disaster risks. This paper reviews and synthesizes the knowledge of natural hazards, vulnerabilities, and disaster risks and aims to highlight potential contributions of science to disaster risk reduction (DRR) in order to provide policy-makers with the knowledge necessary to assist disaster risk mitigation and disaster risk management (DRM)

    United States contributions to the Second International Indian Ocean Expedition (US IIOE-2)

    From the Preface: The purpose of this document is to motivate and coordinate U.S. participation in the Second International Indian Ocean Expedition (IIOE-2) by outlining a core set of research priorities that will accelerate our understanding of geologic, oceanic, and atmospheric processes and their interactions in the Indian Ocean. These research priorities have been developed by the U.S. IIOE-2 Steering Committee based on the outcomes of an interdisciplinary Indian Ocean science workshop held at the Scripps Institution of Oceanography on September 11-13, 2017. The workshop was attended by 70 scientists with expertise spanning climate, atmospheric sciences, and multiple sub-disciplines of oceanography. Workshop participants were largely drawn from U.S. academic institutions and government agencies, with a few experts invited from India, China, and France to provide a broader perspective on international programs and activities and opportunities for collaboration. These research priorities also build upon the previously developed International IIOE-2 Science Plan and Implementation Strategy. Outcomes from the workshop are condensed into five scientific themes: Upwelling, inter-ocean exchanges, monsoon dynamics, inter-basin contrasts, marine geology and the deep ocean. Each theme is identified with priority questions that the U.S. research community would like to address and the measurements that need to be made in the Indian Ocean to address them.We thank the following organizations and programs for financial contributions, support and endorsement: the U.S. National Oceanic and Atmospheric Administration; the U.S. Ocean Carbon and Biogeochemistry program funded by the National Science Foundation and the National Aeronautics and Space Administration; the NASA Physical Oceanography Program; Scripps Institution of Oceanography; and the Indo-US Science and Technology Forum
