    From April 2004, a set of Government policies designed to help lone parents into work have been piloted in various combinations in a number of Jobcentre Plus districts in Great Britain. The five policies are: In Work Credit (IWC), Work Search Premium (WSP), Extended Schools Childcare (ESC) and Childcare Tasters, Quarterly Work Focused Interviews (QWFIs) for lone parents whose youngest child is aged 12 or over in Local Education Authorities (LEAs) in which an ESC pilot is operating (ESQWFI), and New Deal Plus for Lone Parents (ND+fLP), hereafter collectively referred to as 'the lone parent pilots' (LPPs or 'the pilots'). The pilots were rolled out in four Phases, the first three of which are analysed in this report. This report estimates the impact of the LPPs on lone parents who have received Income Support (IS) or Jobseeker's Allowance (JSA) for at least 12 months. It uses a difference-in-differences (DiD) estimator, and makes use of lone parents in districts not operating a pilot as a comparison group. The data covers the first 12 months (Phase 3 districts) to the first 24 months (Phase 1 districts) of the pilots' operation, and so should be seen as giving the early impacts. Impacts were estimated separately for the stock of lone parents who had been on benefit for at least 12 months when the pilots began, and the flow sample of lone parents whose claim of IS/JSA reached 12 months after the pilots began

    Ionized polycyclic aromatic hydrocarbons in space

    The mid-infrared spectrum of a continuously increasing number of stellar objects, planetary and reflection nebulae, H-II regions and extragalactic sources show a distinctive set of broad emission features at 3.3, 3.4, 6.2, 7.7, 8.6, and 11.3 micron known collectively as the unidentified infrared emission bands. A model is summarized in which the bands arise from positively charged polycyclic hydrocarbons (PAH's) on the basis of their low ionization potential and the excellent agreement between the emission bands and laboratory spectra of auto exhaust which contains these types of molecules. The proposed presence of PAHs in such a variety of objects points to their presence in the interstellar medium. Out of a previously published collection of solid state PAH radical cation spectra five were selected on the basis of the unique thermodynamic stability of their carrier and compared directly to the wavelengths of the DIB's. Although the match seems quite favorable, strongly suggesting that PAH radicals are the long sought after carrier of the diffuse interstellar absorption bands, much laboratory work must be done to test this hypothesis

    Objective: To test the safety of the 'negotiated safety' strategy - the strategy of dispensing with condoms within HIV-seronegative concordant regular sexual relationships under certain conditions. Method: Data from a recently recruited cohort of homosexually active men (Sydney Men and Sexual Health cohort, n = 1037) are used to revisit negotiated safety. The men were surveyed using a structured questionnaire and questions addressing their sexual relationships and practice, their own and their regular partner's serostatus, agreements entered into by the men concerning sexual practice within and outside their regular relationship, and contextual and demographic variables. Results: The findings indicate that a significant number of men used negotiated safety as an HIV prevention strategy. In the 6 months prior to interview, of the 181 men in seroconcordant HIV-negative regular relationships, 62% had engaged in unprotected anal intercourse within their relationship, and 91% (165 men) had not engaged in unprotected anal intercourse outside their relationship. Of these 165 men, 82% had negotiated agreements about sex outside their relationship. The safety of negotiation was dependent not only on seroconcordance but also on the presence of an agreement; 82% of the men who had not engaged in unprotected anal intercourse outside their regular relationship had entered into an agreement with their partner, whereas only 56% of those who had engaged in unprotected anal intercourse had an agreement. The safety of negotiation was also related to the nature of the safety agreement reached between the men and on the acceptability of condoms. Agreements between HIV-negative seroconcordant regular partners prohibiting anal intercourse with casual partners or any form of sex with a casual partner were typically complied with, and men who had such negotiated agreements were at low risk of HIV infection. Conclusions: The adoption of the strategy of negotiated safety among men in HIV-seronegative regular relationships may help such men sustain the safety of their sexual practice

    It is commonly assumed that solar hot water systems save energy and reduce greenhouse gas emissions. Very rarely has the life-cycle energy requirements of solar hot water systems been analysed, including their embodied energy. The extent to which solar hot water systems save energy compared to conventional systems in Melbourne, Australia, is shown through a comparative net energy analysis. The solar systems provided a net energy saving compared to the conventional systems after 0.5 to 2 years, for electricity and gas systems respectively.<br /

    Formaldehyde over the central Pacific during PEM-Tropics B

    Formaldehyde, CH2O, mixing ratios are reported for the central Pacific troposphere from a series of 41 flights, which took place in March-April 1999 as part of the NASA Pacific Exploratory Mission (PEM) -Tropics B mission. Ambient CH2O was collected in aqueous media and quantified using an enzyme-derivatization fluorescence technique. Primary calibration was performed using aqueous standards and known flow rates. Occasionally, CH2O gas standard additions to ambient air were performed as a secondary calibration. Analytical blanks were determined by replacing ambient air with pure air. The estimated precision was ±30 pptv and the estimated accuracy was the sum of ±30 parts per trillion by volume (pptv) ±15% of the measured value. Approximately 25% of the observations were less than the instrumental detection limit of 50 pptv, and 85% of these occurred above 6 km. CH2O mixing ratios decreased with altitude; for example, near the equator the median value in the lowest 2 km was 275 pptv, decreased to 150 pptv by 6 km and was below 100 pptv above 8 km. Between 130 and 170 W and below 1km, a small variation of CH2O mixing ratio with latitude was noted as near-surface median mixing ratios decreased near the equator (275 pptv) and were greater on either side (375 pptv). A marked decrease in near-surface CH2O (200 pptv) was noted south of 23° S on two flights. Between 3° and 23° S, median CH2O mixing ratios were lower in the eastern tropical Pacific than in the western or central Pacific; nominal differences were &gt;100 pptv near the surface to ∼100 pptv at midaltitude to ∼50 pptv at high altitude. Off the coast of Central America and Mexico, mixing ratios as high as 1200 pptv were observed in plumes that originated to the east over land. CH2O observations were consistently higher than the results from a point model constrained by other photochemical species and meteorological parameters. Regardless of latitude or longitude, agreement was best at altitudes above 4 km where the difference between measured and modeled CH2O medians was less than 50 pptv.
