DSTS and Modeling Tools Report
MK16 Fostering Evidence-Based IWRM in the Stung Pursat Catchment (Tonle Sap Great Lake) CambodiaDecision Support Tools (DSTs) have been developed by various organisations (government agencies, international organizations, NGOs, universities, consultancy companies and think tanks) to facilitate decision making around a number of issues, including water governance and management. There are arange of DSTs, distinguished by their function, quality of services (accuracy and precision), ease of use, time of application (project planning, implementation, monitoring, etc.), data requirements, data generated and other factors.
The main objective of this analysis is to assess currently available and relevant decision support tools (DSTs), and to highlight the method of selecting most appropriate tool

Report on Conflict Analysis and Power Relations in Pursat Catchment
MK16: Fostering Evidence-Based IWRM in the Stung Pursat Catchment (Tonle Sap Great Lake) CambodiaThe MK16 report analyses stakeholder roles, relationships, and views on water resources management in Cambodia in general, and Pursat specifically, for developing good IWRM structures that incorporates a shared understanding of the reality and complexity of different stakeholder interests and relationships. The analysis is designed to examine the degree of consistency or disparity between different stakeholders, and between formal stakeholder roles and actual practices.The Conflict/Difference and Power Relation Analysis in Pursat Catchment addresses the following research questions:
1. What are the key stakeholder roles, relationships, and perceptions in existing water governance arrangements, and how consistent are these perceptions among different stakeholders at different levels?

Monetary Compensation for Survivors of Torture: Some Lessons from Nepal
The Nepali Compensation Relating to Torture Act (1996) is one of the earliest pieces of specific anti-torture legislation adopted in the global South. Despite a number of important limitations, scores of Nepalis have successfully litigated for monetary compensation under the Act, on a scale relatively rare on the global human rights scene. Using a qualitative case study approach, this article examines the conditions under which survivors of torture are awarded compensation in Nepal, and asks what lessons does this have for broader struggles to win monetary compensation for torture survivors? We end by suggesting that there can be practical tensions between providing individual financial compensation and addressing wider issues of accountability
Challenges towards renewable energy : an exploratory study from the Arabian Gulf region
Considering the importance of energy for social and economic development, access to clean, affordable and reliable energy has been adopted as one of the United Nations sustainable development goals that all countries aim to achieve by 2030. However, much of the world's energy is still produced from fossil fuels and thus the progress towards clean and renewable energy is slow. This paper explores the key challenges towards renewable energy in Gulf Cooperation Council countries blessed with plenty of oil and gas reserves. The key challenges identified through literature review were ranked using a quantitative approach through the data collected from a selective sample across the six countries. These challenges in order of importance were found to be policies and regulations, manpower experience and competencies, renewable energy education, public awareness, costs and incentives for renewable energy and government commitment. The findings could be helpful to decision makers and government organisations in the region to develop strategies to overcome these identified challenges
Global commitment towards sustainable energy
Energy is crucial to economic and social development and improves quality of life. However, fossil fuel energy produces greenhouse gases (GHGs) and cannot be sustained for a long time. It is essential to tackle these problems by moving towards renewable and sustainable energy. Some countries, including those in the Arabian Gulf region, are still in the appraisal stage of adopting different forms of renewable energy. This paper reviews the business potential and likely GHG reductions associated with adopting renewable energy in Oman. It is revealed that 1·9âMt of annual carbon dioxide emissions could be cut by producing 10% of the countryâs electricity from renewables. The paper further discusses the global sustainable energy commitment under the UN Framework Convention on Climate Change and reviews the 2030 targets of some countries that are high producers of GHGs. It is anticipated that if all these planned targets are achieved, the total sustainable energy contribution could grow by nearly 11â000âTWh by 2030. These plans provide guidance for those countries still preparing to submit their plans to the UN
