JPL's Real-Time Weather Processor project (RWP) metrics and observations at system completion

As an integral part of the overall upgraded National Airspace System (NAS), the objective of the Real-Time Weather Processor (RWP) project is to improve the quality of weather information and the timeliness of its dissemination to system users. To accomplish this, an RWP will be installed in each of the Center Weather Service Units (CWSUs), located in 21 of the 23 Air Route Traffic Control Centers (ARTCCs). The RWP System is a prototype system. It is planned that the software will be GFE and that production hardware will be acquired via industry competitive procurement. The ARTCC is a facility established to provide air traffic control service to aircraft operating on Instrument Flight Rules (IFR) flight plans within controlled airspace, principally during the en route phase of the flight. Covered here are requirement metrics, Software Problem Failure Reports (SPFRs), and Ada portability metrics and observations

How people should respond when encountering a large carnivore: opinions of wildlife professionals

We conducted telephone surveys of wildlife professionals who work with large carnivores to ask their opinions about how people should respond to avoid being injured when confronted by a black bear (Ursus americana), grizzly bear (Ursus arctos), mountain lion (Puma concolor), or gray wolf (Canis lupus). The respondents agreed that the most appropriate response was to try to increase the distance between a person and the carnivore. In the event of an attack by a black bear, mountain lion, or wolf, most respondents said to fight back. Opinion was divided over the best response for an individual who was being attacked by a grizzly bear, but a slight majority of professionals said to fight back if the attack was predatory and be passive if the attack was defensive; however, respondents also noted that many victims would be unable to identify the bear’s motive. If a black bear came into camp, most respondents said that a person should aggressively encourage the bear to leave and to fight back against a bear that enters a tent at night, regardless of species. Respondents unanimously agreed that bear pepper-spray is effective in defending against an attack. While any encounter with a large carnivore can be fatal to the person involved, we believe that selecting the right course of action increases the odds that the victim can escape without injury

Sharp gene pool transition in a population affected by phenotype-based selective hunting

We use a microscopic model of population dynamics, a modified version of the well known Penna model, to study some aspects of microevolution. This research is motivated by recent reports on the effect of selective hunting on the gene pool of bighorn sheep living in the Ram Mountain region, in Canada. Our model finds a sharp transition in the structure of the gene pool as some threshold for the number of animals hunted is reached.Comment: 5 pages, 4 figure

The Timeliness of Accounting Disclosures in International Security Markets

In this study, we examine financial reporting lags, the incidence of late filing, and the relationship between reporting lags, firm performance and the degree of capital market scrutiny. We use a large sample of firms spanning 22 countries over an eleven-year period. A focal point of our analysis is whether the incidence of late filing, and the relations between reporting days and other variables, differ systematically between common and code law countries. Relative to U.S. firms, we report that the time taken and allowed for filing is usually longer in other countries and that the statutory requirement is more frequently violated. Timely filing is found to be less frequent in code law countries. Poor firm performance and longer reporting lags are more strongly linked in common law countries. We also find that whereas greater capital market scrutiny and more timely filing are related, there is less support for a relationship between the level of debt financing and timely filing in code law countries
