    Scene signatures: localised and point-less features for localisation

    This paper is about localising across extreme lighting and weather conditions. We depart from the traditional point-feature-based approach as matching under dramatic appearance changes is a brittle and hard thing. Point feature detectors are fixed and rigid procedures which pass over an image examining small, low-level structure such as corners or blobs. They apply the same criteria applied all images of all places. This paper takes a contrary view and asks what is possible if instead we learn a bespoke detector for every place. Our localisation task then turns into curating a large bank of spatially indexed detectors and we show that this yields vastly superior performance in terms of robustness in exchange for a reduced but tolerable metric precision. We present an unsupervised system that produces broad-region detectors for distinctive visual elements, called scene signatures, which can be associated across almost all appearance changes. We show, using 21km of data collected over a period of 3 months, that our system is capable of producing metric localisation estimates from night-to-day or summer-to-winter conditions

    Australian children's accounts of the closure of a car factory: global restructuring and local impacts

    This paper presents children’s accounts from Adelaide, South Australia, about parental job losses from automotive manufacturing: an industry that is being restructured globally. The research is informed by the “new sociology of childhood” and nests within a longitudinal, mixed-method study of 372 displaced workers. We interviewed 35 boys and girls aged 4 to 19 from 16 families. Findings support calls for children’s voices to be heard. Many children did not see the job loss as a major problem, some felt they now had a better life, and many valued not moving for new work. While some reported social, health and financial impacts, others were shielded by parents. Parents consented to their children’s involvement in 23% of in-scope families and those who had moved interstate were not included. Nevertheless, the children’s accounts contribute a better understanding of adult domains, including the value of family-friendly work patterns; they also highlight the benefits of including children’s perspectives on social and economic change. Economic and policy contexts that may have limited the job loss impact include the welfare state, trade unions, a low unemployment rate and government intervention to manage job loss

    Overlaps and disjunctures : a cultural case study of a British Indian young woman’s experiences of Bulimia Nervosa

    Eating disorder diagnoses are characterised by a pattern of disordered eating behaviour alongside symptoms such as body dissatisfaction and preoccupation with food, weight or shape (APA in Diagnostic and statistical manual of mental disorders, DSM-5, APA, Washington, DC, 2013). Incidence rates for eating disorders have increased during the last 50 years. However, epidemiological studies have suggested that such trends may not be a true representation of the occurrence of these illnesses in the general population, with figures underestimated due to reduced help seeking and poor access to care, particularly amongst ethnic minorities. This case study explores the experiences of a young British Indian woman with bulimia nervosa. Arising from an in-depth semi-structured interview, analysed with interpretative phenomenological analysis, her narrative offers a critical lens onto how diverse fragments of cultural practices and meanings come together to produce the clinical category of ‘bulimia.’ It thereby offers an alternative portrait of relationships between eating disorders and ‘culture,’ one that goes beyond a framing of these illnesses as culture inscribed on the body. Interrogating relationships between culture and the development, expression and maintenance of bulimia is suggested to be key to forging culturally-sensitive understandings of this illness; this paper begins to provide the evidence base for the design and development of appropriate support services, thereby aiming to contribute to a reduction in health inequalities and barriers to treatment

    “Never mind the logic, give me the numbers”: Former Australian health ministers’ perspectives on the social determinants of health

    The articulation of strong evidence and moral arguments about the importance of social determinants of health (SDH) and health equity has not led to commensurate action to address them. Policy windows open when, simultaneously, an issue is recognised as a problem, policy formulation and refinement happens and the political will for action is present. We report on qualitative interviews with 20 former Australian Federal, State or Territory health ministers conducted between September 2011 and January 2012 concerning their views about how and why the windows of policy opportunity on the SDH did or did not open during their tenure. Almost all ex-health ministers were aware of the existence of health inequalities and SDH but their complexity meant that this awareness rarely crystalised into a clear problem other than as a focus on high needs groups, especially Aboriginal people. Formulation of policies about SDH was assisted by cross-portfolio structures, policy entrepreneurs, and evidence from reviews and reports. It was hindered by the complexity of SDH policy, the dominance of medical power and paradigms and the weakness of the policy community advocating for SDH. The political stream was enabling when the general ideological climate was supportive of redistributive policies, the health care sector was not perceived to be in crisis, there was support for action from the head of government and cabinet colleagues, and no opposition from powerful lobby groups. There have been instances of Australian health policy which addressed the SDH over the past twenty five years but they are rare and the windows of opportunity that made them possible did not stay open for long

    Low-Carbon Sustainable Precincts: An Australian Perspective

    Australia’s urban built environment contributes significantly to the nation’s greenhouse gas emissions; therefore, encouraging urban development to pursue low-carbon outcomes will aid in reducing carbon in the overall economy. Cities and urban areas are configured in precincts, which have been identified as an ideal scale for low-carbon technologies that address energy, water and waste. Even though new governance models and systems are being created to enable low-carbon precincts to operate with a degree of independence within a broader centralised utility structure, greater effort is required to refocus governance on this smaller scale of delivery. Furthermore, at this time, no consistent carbon accounting framework is in place to measure emissions or emission reductions at this scale, thereby limiting the ability to acknowledge or reward progressive, sustainable low-carbon developments. To respond to this situation, a framework is proposed that could form both the basis of a carbon certification scheme for the built environment and provide a platform for generating carbon credits from urban development

    To what extent do Australian child and youth health policies address the social determinants of health and health equity?: a document analysis study

In order to tackle health inequities Australian governments are being called upon to take action in this area at a policy level. Recent research suggests that the health and well-being of children and youth in Australia is ‘middle of the road’ when compared to other OECD countries. To date, there have been no systematic analyses of Australian child/youth health policies with a social determinants and health equity focus and this study aimed to contribute to addressing this gap. Methods Document analysis of seventeen strategic level child/youth health policies across Australia used an a priori coding framework specifically developed to assess the extent to which health departments address the social determinants of child/youth health and health equity. Policies were selected from a review of all federal and state/territory strategic health department policies dated between 2008 and 2013. They were included if the title of the policy addressed children, youth, paediatric health or families directly. We also included whole of government policies that addressed child/youth health issues and linked to the health department, and health promotion policies with a chapter or extensive section dedicated to children. Results Australian child/youth health policies address health inequities to some extent, with the best examples in Aboriginal or child protection policies, and whole of government policies. However, action on the social determinants of child/youth health was limited. Whilst all policies acknowledge the SDH, strategies were predominantly about improving health services delivery or access to health services. With some exceptions, the policies that appeared to address important SDH, such as early childhood development and healthy settings, often took a narrow view of the evidence and drifted back to focus on the individual. Conclusions This research highlights that policy action on the social determinants of child/youth health in Australia is limited and that a more balanced approach to reducing health inequities is needed, moving away from a dominant medical or behavioural approach, to address the structural determinants of child/youth health

    A Review of Automatic Classification of Drones Using Radar:Key Considerations, Performance Evaluation and Prospects

    Automatic target classification or recognition is a critical capability in non-cooperative surveillance with radar in several defence and civilian applications. It is a well-established research field and numerous techniques exist for recognising targets, including miniature unmanned air systems or drones (i.e., small, mini, micro and nano platforms), from their radar signatures. These algorithms have notably benefited from advances in machine learning (e.g., deep neural networks) and are increasingly able to achieve remarkably high accuracies. Such classification results are often captured by standard, generic, object recognition metrics and originate from testing on simulated or real radar measurements of drones under high signal to noise ratios. Hence, it is difficult to assess and benchmark the performance of different classifiers under realistic operational conditions. In this paper, we first review the key challenges and considerations associated with the automatic classification of miniature drones from radar data. We then present a set of important performance measures, from an end-user perspective. These are relevant to typical drone surveillance system requirements and constraints. Selected examples from real radar observations are shown for illustration. We also outline here various emerging approaches and future directions that can produce more robust drone classifiers for radar

    Zonal winds at high latitudes on Venus: An improved application of cyclostrophic balance to Venus Express observations

    Recent retrievals of zonal thermal winds obtained in a cyclostrophic regime on Venus are generally consistent with cloud tracking measurements at mid-latitudes, but become unphysical in polar regions where the values obtained above the clouds are often less than or close to zero. Using a global atmospheric model, we show that the main source of errors that appear in the polar regions when retrieving the zonal thermal winds is most likely due to uncertainties in the zonal wind intensity in the choice of the lower boundary condition. Here we suggest a new and robust method to better estimate the lower boundary condition for high latitudes, thereby improving the retrieved zonal thermal winds throughout the high latitudes middle atmosphere. This new method is applied to temperature fields derived from Visible and Infrared Thermal Imaging Spectrometer (VIRTIS) data on board the Venus Express spacecraft. We obtain a zonal thermal wind field that is in better agreement with other, more direct methods based on either retrieving the zonal winds from cloud tracking or from direct measurements of the meridional slope of pressure surfaces

    Predictors of patient satisfaction with anaesthesia and surgery care: a cohort study using the Postoperative Quality of Recovery Scale

    Context Previous research has shown that most patients are satisfied with their anaesthetic care. For those who are not the causes may be multifactorial including dissatisfaction with surgical outcomes. Objectives We aimed to identify whether quality of recovery after anaesthesia and surgery measured in multiple domains affects patient satisfaction. Design Sub-group analysis of previously published observational cohort study of quality of recovery after surgery (using the Postoperative Quality of Recovery Scale) was used to identify predictors of incomplete satisfaction 3 days after surgery. Setting Multicentre perioperative surgery. Patients Patients !6 years old, undergoing a variety of operation types and all receiving general anaesthesia. Observations Of 701 patients, 573 completed the satisfaction question on day 3. Satisfaction was rated by a single fivepoint rating question. Patients were divided into two groups: 477 (83%) were completely satisfied and 96 (17%) were not completely satisfied. Multivariable logistic regression analysis was performed on preoperative and patient characteristics and recovery in five domains as follows: physiological, nociceptive (pain and nausea), emotive (anxiety and depression), activities of daily living and cognition. Recovery was defined as return to baseline values or better for all questions within each domain. Results Incomplete satisfaction was predicted by persistent pain or nausea at day 3 [OR 8.2 (95% CI 2.5 to 27), P < 0.01] and incomplete satisfaction at day 1 [OR 28 (95% CI 10 to 77), P < 0.01]. Paradoxically, incomplete satisfaction was less likely to occur if pain or nausea was present 15 min after surgery [OR 0.34 (95% CI 0.11 to 0.99), P < 0.05] or at day 1 [OR 0.30 (95% CI 0.10 to 0.91), P Π0.03]. Incomplete recovery in the other domains did not influence satisfaction. Conclusion Of the recovery domains measured using the Postoperative Quality of Recovery Scale, only nociception (pain or nausea) contributed to incomplete satisfaction.
