    Fundamental (In)Justice: The Deportation of Long-Term Residents from Canada

    Under the Immigration Act, permanent residents and illegal immigrants may, for a number of reasons, be deported from Canada for life. Even after residing in this country for many years, immigrants without the formality of citizenship enjoy only a limited right to remain. The author argues that deportation violates an immigrant\u27s right to life, liberty and security of the person under section 7 of the Charter. And where that person has established fundamental connections with Canada, through family relations, education, employment, culture, etc., deportation, moreover, is not in accordance with the principles of fundamental justice. In determining the principles of fundamental justice as they apply to the deportation of immigrants, the common law alone must not be determinative; one must look to a multitude of sources. These would include other provisions of the Charter, the jurisprudence of free and democratic societies, and customary and conventional international law. All of these sources, when considered together, point to an enhanced recognition of a right to remain for long-term residents

    Study of the April 20, 2007 CME-Comet Interaction Event with an MHD Model

    This study examines the tail disconnection event on April 20, 2007 on comet 2P/Encke, caused by a coronal mass ejection (CME) at a heliocentric distance of 0.34 AU. During their interaction, both the CME and the comet are visible with high temporal and spatial resolution by the STEREO-A spacecraft. Previously, only current sheets or shocks have been accepted as possible reasons for comet tail disconnections, so it is puzzling that the CME caused this event. The MHD simulation presented in this work reproduces the interaction process and demonstrates how the CME triggered a tail disconnection in the April 20 event. It is found that the CME disturbs the comet with a combination of a 180∘180^\circ sudden rotation of the interplanetary magnetic field (IMF), followed by a 90∘90^\circ gradual rotation. Such an interpretation applies our understanding of solar wind-comet interactions to determine the \textit{in situ} IMF orientation of the CME encountering Encke.Comment: 13 pages, 3 figures, accepted by the ApJ Letter

    The aminosalicylates (5-ASA; also referred to as mesalamine-based agents) are considered as first-line in the maintenance of remission of mild to moderate ulcerative colitis (UC). Traditionally these agents have required a large pill burden and multiple daily dosing regimens which may account for the low adherence rates, especially in patients in remission. Extended-release mesalamine is the first once daily mesalamine product approved by the Food and Drug Administration for the maintenance of UC remission. This review will examine the pharmacokinetics, dosing, efficacy, and safety data of extended-release mesalamine, and discuss the potential role of improving medication compliance and decreasing costs in UC maintenance

    Galaxy Formation In The Reionization Epoch As Hinted By Wide Field Camera 3 Observations Of The Hubble Ultra Deep Field

    We present a large sample of candidate galaxies at z~7--10, selected in the HUDF using the new observations made by the HST/WFC3. Our sample is composed of 20 z-dropouts, 15 Y-dropouts, and 20 J-dropouts. The surface densities of the z-dropouts are close to what predicted by earlier studies, however, those of the Y- and J-dropouts are quite unexpected. While no Y- or J-dropouts have been found at AB < 28.0 mag, their surface densities seem to increase sharply at fainter levels. While some of these candidates seem to be close to foreground galaxies and thus could possibly be gravitationally lensed, the overall surface densities after excluding such cases are still much higher than what would be expected if the luminosity function does not evolve from z~7 to 10. Motivated by such steep increases, we tentatively propose a set of Schechter function parameters to describe the LFs at z~8 and 10. As compared to their counterpart at z~7, here L* decreases by ~ 6.5x and Phi* increases by 17--90x. Although such parameters are not yet demanded by the existing observations, they are allowed and seem to agree with the data better than other alternatives. If these LFs are still valid beyond our current detection limit, this would imply a sudden emergence of a large number of low-luminosity galaxies when looking back in time to z~10, which, while seemingly exotic, would naturally fit in the picture of the cosmic hydrogen reionization. These early galaxies could easily account for the ionizing photon budget required by the reionization, and they would imply that the global star formation rate density might start from a very high value at z~10, rapidly reach the minimum at z~7, and start to rise again towards z~6. In this scenario, the majority of the stellar mass that the universe assembled through the reionization epoch seems still undetected by current observations at z~6.     An evaluation of the relative efficacy of an open airway, an oxygen reservoir and continuous positive airway pressure 5 cmH2O on the non-ventilated lung

    Publisher's copy made available with the permission of the publisher © Australian Society of AnaesthetistsThe aim of this study, during one-lung ventilation, was to evaluate if oxygenation could be improved by use of a simple oxygen reservoir or application of 5 cmH2O continuous positive airway pressure (CPAP) to the non-ventilated lung compared with an open airway. Twenty-three patients with lung malignancy, undergoing thoracotomy requiring at least 60 minutes of one-lung ventilation before lung lobe excision, were studied. After routine induction and establishment of one-lung ventilation, the three treatments were applied in turn to the same patient in a sequence selected randomly. The first treatment was repeated as a fourth treatment and these results of the repeated treatment averaged to minimize the effect of slow changes. Arterial oxygenation was measured by an arterial blood gas 15 minutes after the application of each treatment. Twenty patients completed the study. Mean PaO2 (in mmHg) was 210.3 (SD 105.5) in the 'OPEN' treatment, 186.0 (SD 109.2) in the 'RESERVOIR' treatment, and 240.5 (SD 116.0) in the 'CPAP' treatment. This overall difference was not quite significant (P=0.058, paired ANOVA), but comparison of the pairs showed that there was a significant better oxygenation only with the CPAP compared to the reservoir treatments (t=2.52, P=0.021). While the effect on the surgical field was not apparent in most patients, in one patient surgery was impeded during CPAP. Our results show that the use of a reservoir does not give oxygenation better than an open tube, and is less effective than the use of CPAP 5 cmH2O on the non-ventilated lung during one-lung ventilation.J.     An atlas of selected calibrated stellar spectra

    Five hundred and fifty six stars in the IRAS PSC-2 that are suitable for stellar radiometric standards and are brighter than 1 Jy at 25 microns were identified. In addition, 123 stars that meet all of our criteria for calibration standards, but which lack a luminosity class were identified. An approach to absolute stellar calibration of broadband infrared filters based upon new models of Vega and Sirius due to Kurucz (1992) is presented. A general technique used to assemble continuous wide-band calibrated infrared spectra is described and an absolutely calibrated 1-35 micron spectrum of alpha(Tau) is constructed and the method using new and carefully designed observations is independently validated. The absolute calibration of the IRAS Low Resolution Spectrometer (LRS) database is investigated by comparing the observed spectrum of alpha(Tau) with that assumed in the original LRS calibration scheme. Neglect of the SiO fundamental band in alpha(Tau) has led to the presence of a specious 'emission' feature in all LRS spectra near 8.5 microns, and to an incorrect spectral slope between 8 and 12 microns. Finally, some of the properties of asteroids that effect their utility as calibration objects for the middle and far infrared region are examined. A technique to determine, from IRAS multiwaveband observations, the basic physical parameters needed by various asteroid thermal models that minimize the number of assumptions required is developed

By providing some additional structure we are able to extend this model to give a state sum formula for the twisted Alexander polynomial of a knot depending on a representation of the knot group

    A semi-classical, many-body atomic model incorporating a momentum-dependent Heisenberg core to stabilize atomic electrons is used to study antiproton capture on Helium. Details of the antiproton collisions leading to eventual capture are presented, including the energy and angular momentum states of incident antiprotons which result in capture via single or double electron ionization, i.e. into [He++ pˉ^{++}\,\bar p or He+ pˉ^{+}\,\bar p], and the distribution of energy and angular momentum states following the Auger cascade.     The eukaryotic cell cycle is controlled by a network of interacting regulatory proteins. We used an interaction mating two-hybrid assay to identify connections within the cell cycle regulatory network in Drosophila. We tested interactions between Drosophila cyclins and a panel of hundreds of previously identified proteins. One of the connections we identified was the interaction between cyclin E and a novel Drosophila protein, Cdi4. Because Cdi4 was originally identified by its ability to interact with a Drosophila cyclin-dependent kinase, the finding that it interacts with cyclin E strengthened the notion that it functions in cell cycle regulation. We show that Cdi4 can inhibit cyclin E function both in a yeast assay and in vitro. In light of these results, our sequence analysis revealed that Cdi4 is a unique member of the p21/p27/p57 family of Cdk inhibitors. Our results demonstrate that interaction mating assays using large informative panels of proteins can aid the analysis of regulatory networks by generating and constraining hypotheses that guide further work
