    Gender equality in climate policy and practice hindered by assumptions

    Gender has a powerful influence on people’s experience of, and resilience to, climate change. Global climate change policy is committed to tackling gender inequalities in mitigation and adaptation. However, progress is hindered by numerous challenges, including an enduring set of gender assumptions: women are caring and connected to the environment, women are a homogenous and vulnerable group, gender equality is a women’s issue and gender equality is a numbers game. We provide an overview of how these assumptions essentialize women’s and men’s characteristics, narrowly diagnose the causes of gender inequality, and thereby propel strategies that have unintended and even counterproductive consequences. We offer four suggestions for a more informed pursuit of gender equality in climate change policy and practice

    Tinker, tailor or transform: gender equality amidst social-ecological change

    Global visions of environmental change consider gender equality to be a foundation of sustainable social-ecological systems. Similarly, social-ecological systems frameworks position gender equality as both a precursor to, and a product of, system sustainability. Yet, the degree to which gender equality is being advanced through social-ecological systems change is uncertain. We use the case of small-scale fisheries in the Pacific Islands region to explore the proposition that different social-ecological narratives: (1) ecological, (2) social-ecological, and (3) social, shape the gender equality priorities, intentions and impacts of implementing organizations. We conducted interviews with regional and national fisheries experts (n = 71) and analyzed gender commitments made within policies (n = 29) that influence small-scale fisheries. To explore these data, we developed a 'Tinker-Tailor-Transform' gender assessment typology. We find that implementing organizations aligned with the social-ecological and social narratives considered social (i.e., human-centric) goals to be equally or more important than ecological (i.e., eco-centric) goals. Yet in action, gender equality was pursued instrumentally to achieve ecological goals and/or shallow project performance targets. These results highlight that although commitments to gender equality were common, when operationalized commitments become diluted and reoriented. Across all three narratives, organizations mostly 'Tinkered' with gender equality in impact, for example, including more women in spaces that otherwise tended to be dominated by men. Impacts predominately focused on the individual (i.e., changing women) rather than driving communal-to-societal level change. We discuss three interrelated opportunities for organizations in applying the 'Tinker-Tailor-Transform' assessment typology, including its utility to assist organizations to orient toward intrinsic goals; challenge or reconfigure system attributes that perpetuate gender inequalities; and consciously interrogate discursive positions and beliefs to unsettle habituated policies, initiatives and theories of change

    A good practice guide for ethical and inclusive communications involving small-scale fisheries

    Today, small-scale fisheries are experiencing substantial climate, economic, and political changes. The power of communications can greatly influence how fisherfolk and small-scale fisheries are central or marginal, enabled or disenabled among these changes. Messages and discourse can shape perspectives on, and images of, small-scale fisheries, leading actors (including those who have power) to hold certain ideas and views on how they should be governed, thereby influencing outcomes. This guide provides practical and simple guidance on how to communicate about small-scale f isheries in an inclusive, responsible and ethical way that respects and recognizes the 120 million women, men and youth employed and engaged in the sector

    Ten years of dynamic co-management of a multi-species reef fishery

    Co-management, a governance process whereby management responsibility is shared between resource users and other collaborators, is a mainstream approach for governing social and ecological aspects of small-scale fisheries. While many assessments of co-management are available for single time periods, assessments across longer time-scales are rare–meaning the dynamic nature, and long-term outcomes, of co-management are insufficiently understood. In this study we analyse ten-years of catch and effort data from a co-managed, multi-species reef fishery in Solomon Islands. To further understand social, ecological and management dynamics we also draw on interviews with fishers and managers that had been conducted throughout the same decade. We aimed to answer (1) what are the temporal trends in fishing effort, harvesting efficiency, and catch composition within and beyond a periodically-harvested closure (i.e. a principal and preferred management tool in Pacific island reef fisheries), and, (2) what are the internal and external drivers that acted upon the fishery, and its management. Despite high fishing effort within the periodically-harvested closure, catch per unit effort remained stable throughout the ten years. Yet the taxonomic composition of catch changed substantially as species targeted early in the decade became locally depleted. These observations indicate that both the frequency of harvesting and the volumes harvested may have outpaced the turnover rates of target species. We argue that this reflects a form of hyperstability whereby declining abundance is not apparent through catch per unit effort since it is masked by a shift to alternate species. While the community sustained and adapted their management arrangements over the decade as a response to internal pressures and some signs of resource changes, some external social and ecological drivers were beyond their capabilities to govern. We argue the collaborative, knowledge exchange, and learning aspects of adaptive co-management may need even more attention to deal with this complexity, particularly as local and distal pressures on multi-species fisheries and community governance intensify

Much of the analysis and exploration we present here are of very recent data from global, national, and local initiatives. This discussion paper has a particular focus on Sustainable Development Goals 2, and other goals and targets related to human nutrition, food security, and sustainable food production and supplies

    Hidden benefits and risks of partial protection for coral reef fisheries

    Partially protected areas are now the dominant global form of spatial management aimed at preserving ecosystem integrity and managing human use. However, most evaluations of their efficacy use only a narrow set of conservation indicators that reflect a fraction of ways in which protection can succeed or fail. In this paper, we examine three case studies of partially protected coral reef fishery systems to evaluate benefits and risks of their use as a management tool. We use data from community-based management arrangements in three Pacific Island countries to demonstrate three vignettes of how partial protection can boost fisheries production, enhance the ease with which fishers catch their prey, and alter the composition of fisheries yields. These changes in fisheries productivity, catchability, and vulnerability under partial protection carry substantial benefits for fishers. However, they also carry significant risks for ecosystems and fisheries livelihoods unless adaptively managed so as to confer the short to medium term benefits in resource performance without risking longer term sustainability

    Fish acquisition and consumption in the African Great Lakes Region through a food environment lens: A scoping review

    Effective actions for the fishery and aquaculture sectors to contribute toward improving nutrition rely on an understanding of the factors influencing fish intake, particularly amongst vulnerable populations. This scoping review synthesises evidence from 33 studies in the African Great Lakes Region to examine the influence of food environments on fish acquisition and consumption. We identified only two studies that explicitly applied a food environment framework and none that linked policy conditions with the contribution of fish to diets. Economic access to fish was represented in the largest number of included studies (21 studies), followed by preferences, acceptability and desirability of fish (17 studies) and availability and physical access (14 studies). Positive perceptions of taste and low cost, relative to other animal-source foods, were drivers of fish purchases in many settings; however, limited physical and economic access were frequently identified as preventing optimal intake. In lakeside communities, fish were increasingly directed toward external markets which reduced the availability and affordability of fish for local households. Few studies considered intra-household variations in fish access according to age, gender or physiological status, which represents an important knowledge gap. There is also scope for future research on seasonal influences on fish access and the design and rigorous evaluation of programmes and policies that address one or more constraints of availability, cost, convenience and preferences

    COVID-19 impacts on food systems in fisheries-dependent island communities

    Policies designed to contain the COVID-19 pandemic have impacted food systems worldwide. How impacts played out in local food systems, and how these affected the lived experiences of different people is only just coming to light. We conducted a structured analysis of the impacts of COVID-19 containment policies on the food systems of small-scale fishing communities in Kenya, Papua New Guinea, and Saint Lucia, based on interviews with men and women fishers, fish traders, and community leaders. Participants reported that containment policies lead indirectly to reduced volumes of food, lower dietary diversity, increased consumption of traditional foods, and reduced access to fish for food and income. Although the initiating policy and food and nutrition security outcomes often appeared similar, we found that the underlying pathways and feedbacks causing these impacts were different based on local context. Incorporating knowledge of how context-specific factors shape food system outcomes may be key to tailoring strategies to mitigate the ongoing impacts of COVID-19 and designing timely, strategic interventions for future systemic shocks

    Single nucleus and spatial transcriptomic profiling of healthy human hamstring tendon

    The molecular and cellular basis of health in human tendons remains poorly understood. Among human tendons, hamstring tendon has markedly low pathology and can provide a prototypic healthy tendon reference. The aim of this study was to determine the transcriptomes and location of all cell types in healthy hamstring tendon. Using single nucleus RNA sequencing, we profiled the transcriptomes of 10 533 nuclei from four healthy donors and identified 12 distinct cell types. We confirmed the presence of two fibroblast cell types, endothelial cells, mural cells, and immune cells, and identified cell types previously unreported in tendons, including different skeletal muscle cell types, satellite cells, adipocytes, and undefined nervous system cells. The location of these cell types within tendon was defined using spatial transcriptomics and imaging, and potential transcriptional networks and cell–cell interactions were analyzed. We demonstrate that fibroblasts have the highest number of potential cell–cell interactions in our dataset, are present throughout the tendon, and play an important role in the production and organization of extracellular matrix, thus confirming their role as key regulators of hamstring tendon homeostasis. Overall, our findings underscore the complexity of the cellular networks that underpin healthy human tendon function and the central role of fibroblasts as key regulators of hamstring tendon tissue homeostasis

    Portable prehospital methods to treat near-hypothermic shivering cold casualties

    Objectives To compare the effectiveness of a single-layered polyethylene survival bag (P), a single-layered polyethylene survival bag with a hot drink (P+HD), a multi-layered metalized plastic sheeting survival bag (MPS: Blizzard Survival), and a multi-layered MPS survival bag with four large chemical-heat pads (MPS+HP: Blizzard Heat) to treat cold casualties. Methods Portable cold casualty treatment methods were compared by examining core and skin temperature, metabolic heat production and thermal comfort during a 3-h, 0°C cold-air exposure in seven shivering, near-hypothermic men (35.4°C). The hot drink (70°C, ~400ml, ~28kJ) was consumed at 0, 1 and 2 h during the cold-air exposure. Results During the cold-air exposure, core-rewarming and thermal comfort were similar on all trials (P = 0.45 and P = 0.36, respectively). However, skin temperature was higher (10-13%, P 2.7) and metabolic heat production lower (15-39%, P 0.9) on MPS and MPS+HP than P and P+HD. The addition of heat pads further lowered metabolic heat production by 15% (MPS+HP vs. MPS, P = 0.05, large effect size d = 0.9). The addition of the hot drink to polyethylene survival bag did not increase skin temperature or lower metabolic heat production. Conclusions Near-hypothermic cold casualties are rewarmed with less peripheral cold stress and shivering thermogenesis using a multi-layered MPS survival bag compared with a polyethylene survival bag. Prehospital rewarming is further aided by large chemical heat pads but not by hot drinks
