    World radiocommunication conference 12 : implications for the spectrum eco-system

    Spectrum allocation is once more a key issue facing the global telecommunications industry. Largely overlooked in current debates, however, is the World Radiocommunication Conference (WRC). Decisions taken by WRC shape the future roadmap of the telecommunications industry, not least because it has the ability to shape the global spectrum allocation framework. In the debates of WRC-12 it is possible to identify three main issues: enhancement of the international spectrum regulatory framework, regulatory measures required to introduce Cognitive Radio Systems (CRS) technologies; and, additional spectrum allocation to mobile service. WRC-12 eventually decided not to change the current international radio regulations with regard to the first two issues and agreed to the third issue. The main implications of WRC-12 on the spectrum ecosystem are that most of actors are not in support of the concept of spectrum flexibility associated with trading and that the concept of spectrum open access is not under consideration. This is explained by the observation that spectrum trading and spectrum commons weaken state control over spectrum and challenge the main principles and norms of the international spectrum management regime. In addition, the mobile allocation issue has shown the lack of conformity with the main rules of the regime: regional spectrum allocation in the International Telecommunication Union (ITU) three regions, and the resistance to the slow decision making procedures. In conclusion, while the rules and decision-making procedures of the international spectrum management regime were challenged in the WRC-12, the main principles and norms are still accepted by the majority of countries

    Disequilibrium, adaptation and the Norse settlement of Greenland

    This research was supported by the University of Edinburgh ExEDE Doctoral Training Studentship and NSF grant numbers 1202692 and 1140106.There is increasing evidence to suggest that arctic cultures and ecosystems have followed non-linear responses to climate change. Norse Scandinavian farmers introduced agriculture to sub-arctic Greenland in the late tenth century, creating synanthropic landscapes and utilising seasonally abundant marine and terrestrial resources. Using a niche-construction framework and data from recent survey work, studies of diet, and regional-scale climate proxies we examine the potential mismatch between this imported agricultural niche and the constraints of the environment from the tenth to the fifteenth centuries. We argue that landscape modification conformed the Norse to a Scandinavian style of agriculture throughout settlement, structuring and limiting the efficacy of seasonal hunting strategies. Recent climate data provide evidence of sustained cooling from the mid thirteenth century and climate variation from the early fifteenth century. Archaeological evidence suggests that the Norse made incremental adjustments to the changing sub-arctic environment, but were limited by cultural adaptations made in past environments.Publisher PDFPeer reviewe

    Inter-personal violence (whether intra- or inter-group) is a pervasive yet highly variable human behavior. Evolutionary anthropologists suggest that the abundance and distribution of resources play an important role in influencing differences in rates of violence, with implications for how resource conditions structure adaptive payoffs. Here, we assess whether differences in large-scale ecological conditions explain variability in levels of inter-personal human violence. Model results reveal a significant relationship between resource conditions and violence that is mediated by subsistence economy. Specifically, we find that interpersonal violence is highest: (1) among foragers and mixed forager/farmers (horticulturalists) in productive, homogeneous environments, and (2) among agriculturalists in unproductive, heterogeneous environments. We argue that the trend reversal between foragers and agriculturalists represents differing competitive pathways to enhanced reproductive success. These alternative pathways may be driven by features of subsistence (i.e., surplus, storage, mobility, privatization), in which foragers use violence to directly acquire fitness-linked social payoffs (i.e., status, mating opportunities, alliances), and agriculturalists use violence to acquire material resources that can be transformed into social payoffs. We suggest that as societies transition from immediate return economies (e.g., foragers) to delayed return economies (e.g., agriculturalists) material resources become an increasingly important adaptive payoff for inter-personal, especially inter-group, violence

    ObjectivesThe study goals were to (a) characterize the cultural model of fatherhood among the BaYaka, a community of egalitarian foragers in the Republic of the Congo; (b) test if BaYaka fathers' quality in relation to the cultural model predicts their children's energetic status; and (c) compare the variance in BaYaka children's energetic status to that of children of neighboring Bondongo fisher-farmers, among whom there is less cooperative caregiving, less resource sharing, and greater social inequality.MethodsWe used informal interviews to establish the cultural model of fatherhood, which we used to build a peer ranking task to quantify father quality. Children's energetic status was assessed by measuring height, weight, and triceps skinfold thickness. We then tested for associations between father quality scores derived from the ranking task and children's energetic status using ordinary least squares regression. Equality of variance tests were used to compare BaYaka and Bondongo children's energetic statuses.ResultsThe BaYaka described fathers as responsible for acquiring resources and maintaining marital harmony, welcoming others to the community and sharing well with them, and teaching their children about the forest. Agreement on men's quality in these domains was high, but father quality did not significantly predict children's energetic status. BaYaka children had lower variance in energetic status overall compared to Bondongo children.ConclusionsWe suggest that the core BaYaka values and practices that maintain egalitarian social relations and distribution of resources help buffer children's health and well-being from variation in their fathers' qualities in culturally valued domains
