Measuring the Public Value of e-Government: Trust in Measurement Processes or Processes of Building Trust?
In the recent past several authors have addressed the issue of the 'e\u2010Government paradox' which is exemplified by the contrast between the level of investments made on deploying ICT\u2010enabled services and the little impact produced and/or demonstrated so far. To this regard, in most maturing countries, main barriers hindering the adoption of e\u2010 Government services are those related to the lack of both a structured policy measurement process and an effective stakeholders' engagement. In particular, critical success factor for e\u2010Government adoption seems to be a transparent and trustworthy policy decision\u2010making process and its key prerequisite is the definition and implementation of a well organized and fully participatory measurement framework, enhancing stakeholder trust in policy decision. Starting from these findings, the paper explores the existing relationship between measurement and trust on e\u2010Government decision\u2010 making processes, discussing which could be the possible trade\u2010off between high quality measurement of public e\u2010services and the high level of trust in policy decisions for their adoption and long term sustainability. The methodological approach underpinning the analysis is based upon a critical review of main e\u2010Government measurement frameworks, selected according to their effective capability to support policy decision\u2010making in implementing e\u2010Government strategies as well as their expected value to reinforce 'trust' with citizens and stakeholders.. As a result of the analysis a new measurement model capable of measuring the public value of e\u2010Government services is proposed. The model has been tested in a real context of usage for the measurement of the Telematics and Informatics Policies Implementation Plan (PiTER) of the Emilia\u2010Romagna Region in Italy in the period 2011\u20102013. The paper therefore discusses the main findings emerged from the concrete application of the proposed model in light of the feedback received from the public administration and the stakeholders participating to the measurement process. It then outlines its conditions of applicability in other policy contexts as well as new possible research directions
The effect of frequency of feeding and suplementation with sucrose on ruminal fermentation of alfalfa silage given ad libitum or restricted to sheep.
Eight ruminally cannulated wethers were used in a factorial trial to examine the effect of frequency of feeding alfalfa silage and sucrose supplementation on voluntary intake, digestibility, rumen fermentation and rate and extent of digestion in and passage from the rumen. When diets were fed ad libitum, frequency of feeding had no effect on voluntary intake, apparent digestibility or the postfeeding concentrations of rumen ammonia N, volatile fatty acids (VFA) and pH. Similarly, VFA ratios and fluid kinetics in the rumen were unaffected. Supplementation with sucrose reduced ruminal concentrations of ammonia N at the higher level of feeding but failed to influence any other measured parameters. When intake was restricted (18 g DM kg-T body weight), increased feeding frequency reduced the post-feeding ruminal ammonia peak and reduced the post-feeding decline in pH; however, sucrose supplementation had no effect. Kinetics of the liquid phase in the rumen, particulate rate of passage and rate of digestion were not affected by feeding frequency or sucrose supplementation. It was concluded that effects observed at a restricted feeding level may not be apparent when feed is available ad libitum and vice versa

Programming bugs: microbiota and the developmental origins of brain health and disease
It has been nearly 30 years since Dr. David Barker first highlighted the importance of prenatal factors in contributing to the developmental origins of adult disease. This concept was later broadened to include postnatal events. It is clear that the interaction between genetic predisposition and early life environmental exposures is key in this regard. However, recent research has also identified another important factor in the microbiota—the trillions of microorganisms that inhabit key body niches, including the vagina and gastrointestinal tract. Because the composition of these maternal microbiome sites has been linked to maternal metabolism and is also vertically transmitted to offspring, changes in the maternal microbiota are poised to significantly affect the newborn. In fact, several lines of evidence show that the gut microbiota interacts with diet, drugs, and stress both prenatally and postnatally and that these exogenous factors could also affect the dynamic changes in the microbiota composition occurring during pregnancy. Animal models have shown great utility in illuminating how these disruptions result in behavioral and brain morphological phenotypes reminiscent of psychiatric disorders (anxiety, depression, schizophrenia, and autism spectrum disorders). Increasing evidence points to critical interactions among the microbiota, host genetics, and both the prenatal and postnatal environments to temporally program susceptibility to psychiatric disorders later in life. Developing an Analytical Framework for Analyzing and Comparing National E-Government Strategies
Part 1: E-Government FoundationsInternational audienceAcross the world, e-government strategies are developed for the effective digitalization of the public sector. They offer governments a framework for dealing with challenges such as technical and legal interoperability and collaboration between public and private sector stakeholders, and for promoting a future vision for a digital public sector. Since e-government strategies are policy document and, thus, likely to convey biased perspectives, analyses of these strategies can yield insights into these biases and different perspectives on public sector digitalization. Until now, there has been no widely recognized framework for systematically analyzing e-government strategies. Based on literature and by applying our findings to the Danish and German e-government strategies, we have developed a novel analytical framework for comprehensively analyzing and comparing national e-government strategies. The framework focuses on the strategies’ role, their function, and their specific content, such as strategic goals and measures to implement e-government. Analyzing and comparing both countries as a proof of concept shows fundamental differences in the level of digitalization and the implementation of e-government. This article contributes to both research and practice by presenting a comprehensive framework for analyzing national e-government strategies and by discussing their context-sensitivity

Este artigo procura explorar e explicar quais são os efeitos constitutivos que as práticas sistemáticas de 'medição' e de estandardização têm na intensificação da convergência entre a Direção-Geral de Educação e Cultura da CE e a OCDE, a qual, por meio do PISA e de outros testes internacionais, tornou-se um ator influente na política educativa em uma escala global. The microbiota-gut-brain axis
The importance of the gut-brain axis in maintaining homeostasis has long been appreciated. However, the past 15 yr have seen the emergence of the microbiota (the trillions of microorganisms within and on our bodies) as one of the key regulators of gut-brain function and has led to the appreciation of the importance of a distinct microbiota-gut-brain axis. This axis is gaining ever more traction in fields investigating the biological and physiological basis of psychiatric, neurodevelopmental, age-related, and neurodegenerative disorders. The microbiota and the brain communicate with each other via various routes including the immune system, tryptophan metabolism, the vagus nerve and the enteric nervous system, involving microbial metabolites such as short-chain fatty acids, branched chain amino acids, and peptidoglycans. Many factors can influence microbiota composition in early life, including infection, mode of birth delivery, use of antibiotic medications, the nature of nutritional provision, environmental stressors, and host genetics. At the other extreme of life, microbial diversity diminishes with aging. Stress, in particular, can significantly impact the microbiota-gut-brain axis at all stages of life. Much recent work has implicated the gut microbiota in many conditions including autism, anxiety, obesity, schizophrenia, Parkinson's disease, and Alzheimer's disease. Animal models have been paramount in linking the regulation of fundamental neural processes, such as neurogenesis and myelination, to microbiome activation of microglia. Moreover, translational human studies are ongoing and will greatly enhance the field. Future studies will focus on understanding the mechanisms underlying the microbiota-gut-brain axis and attempt to elucidate microbial-based intervention and therapeutic strategies for neuropsychiatric disorders
Racial differences in systemic sclerosis disease presentation: a European Scleroderma Trials and Research group study
Objectives. Racial factors play a significant role in SSc. We evaluated differences in SSc presentations between white patients (WP), Asian patients (AP) and black patients (BP) and analysed the effects of geographical locations.Methods. SSc characteristics of patients from the EUSTAR cohort were cross-sectionally compared across racial groups using survival and multiple logistic regression analyses.Results. The study included 9162 WP, 341 AP and 181 BP. AP developed the first non-RP feature faster than WP but slower than BP. AP were less frequently anti-centromere (ACA; odds ratio (OR) = 0.4, P < 0.001) and more frequently anti-topoisomerase-I autoantibodies (ATA) positive (OR = 1.2, P = 0.068), while BP were less likely to be ACA and ATA positive than were WP [OR(ACA) = 0.3, P < 0.001; OR(ATA) = 0.5, P = 0.020]. AP had less often (OR = 0.7, P = 0.06) and BP more often (OR = 2.7, P < 0.001) diffuse skin involvement than had WP.AP and BP were more likely to have pulmonary hypertension [OR(AP) = 2.6, P < 0.001; OR(BP) = 2.7, P = 0.03 vs WP] and a reduced forced vital capacity [OR(AP) = 2.5, P < 0.001; OR(BP) = 2.4, P < 0.004] than were WP. AP more often had an impaired diffusing capacity of the lung than had BP and WP [OR(AP vs BP) = 1.9, P = 0.038; OR(AP vs WP) = 2.4, P < 0.001]. After RP onset, AP and BP had a higher hazard to die than had WP [hazard ratio (HR) (AP) = 1.6, P = 0.011; HR(BP) = 2.1, P < 0.001].Conclusion. Compared with WP, and mostly independent of geographical location, AP have a faster and earlier disease onset with high prevalences of ATA, pulmonary hypertension and forced vital capacity impairment and higher mortality. BP had the fastest disease onset, a high prevalence of diffuse skin involvement and nominally the highest mortality
