The Internet and National Security in Nigeria: A Threat-Import Discourse

    Get PDF
The internet has been an important feature of modernization. Paradoxically, it has also been a veritable threat to security of nations. The implication of the internet as a security threat has been amply demonstrated in the rising incidence of cyber criminality across the world. The apparent virtual un-governability of the cyber space in Nigeria has provided a platform for the perpetration of cyber crimes, such as advanced fee fraud, terrorist recruiting and financing, hate speech, and ideo-religious radicalization, etc. Adopting a threat-import approach, predicated on secondary sources, this paper posits that poor governance of Nigeria’s cyber space has presented an opportunity for high incidence and prevalence of cyber malaise in the country. The paper submits that the prospect of mitigating the challenge rests with the entrenchment of a multi-stakeholder vigilant and resilient cyber security regimen capable of countering the activities of cyber criminals in a pro-active and co-ordinated manner

Alcohol consumption during pregnancy and lactation periods may result to some physical and histopathological changes in offsprings. This study was undertaken to investigate the possible effects of maternal alcohol intake on the testes and accessory sex organs of male pups of albino rats. Three groups of female albino rats; A, B and C were used for this study. Group A was the control group while groups B & C served as test groups. Eight male pups were randomly selected weekly (for five weeks) from each group and were sacrificed. The individual weights of the testes and accessory sex organs were determined and thereafter fixed in formol saline. Histopathological investigation was done and photomicrographs were taken. There was a significant reduction (P<0.05) in the mean weights of the testes in the test groups compared with control in all weeks under study. In contrast a significant reduction (P<0.05) in the mean values of the weights of ventral lobes of prostate and epididymis were only noticed in weeks 5 and 6 while the mean value of weights of the vas deferens showed significant reduction (P<0.05) in week 5 of the test groups compared with control group. The histopathological results revealed that exposure to alcohol caused focal coagulative necrosis of testicular seminiferous tubules in pre-natal alcohol exposed group B and a more diffuse coagulative necrosis of testicular seminiferous tubules in pre-and post- natal alcohol exposed group C. Therefore, there is the need for controlled alcohol consumption during pregnancy and lactation periods

This study set out to investigate the impact of role conflicts among principals and teachers on the administration of secondary schools in Ebonyi State. It was a descriptive survey. The study was guided by two (2) research questions and two (2) hypotheses, all derived from the purpose of the study. The population of the study consists of five thousand and forty seven (5047) teaching staff in the 221 secondary schools in the three education zones of Ebonyi State. A total sample of one thousand four hundred and seventy (1470) teachers and ninety eight (98) principals were sampled and was used for the study. A stratified proportionate random sampling technique was adopted by the researcher to select a sample of 98 principals and fifteen (15) teachers in each of the ninety eight (98) secondary schools from Afikpo, Onueke and Abakaliki respectively; given 1470 teachers for the study. Researcher developed instrument titled Principals Teachers role Conflict Questionnaire (PTRCOQ) was used for data collection The data were analysed using arithmetic mean and z-test statistics. The findings showed that there are no significant differences in the mean opinion scores of principals and teachers on the extent conflict between them arising from the role' performance of a principal in the areas of supervision, finance management, discipline and decision making affect secondary school administration. Based on the findings, appropriate recommendations were made regarding the various strategies to reduce conflict in secondary school administration which include among others; there should be very clear job description for both teachers and principals as this will help to reduce role confusion in secondary school. Principals should also strive to adopt democratic principles in school administration. This will help to promote team work and also enhance teacher's commitment in teaching and learning activities. A survey of the weed flora of the campus sites of the Olabisi Onabanjo University was undertaken. Several visits were made to the disturbed and undisturbed vegetation of the sites for collection of weeds after which the weeds were prepared in accordance with conventional herbarium practice. A total of seventy-three (73) weed species belonging to twenty-seven (27) families were identified and found to be present within the area of study. The family Poaceae seems to have the highest number of weed species (twelve) available within the area followed by Asteraceae with ten (10) species. Amaranthaceae, Cyperaceae and Euphorbiaceae are also in abundance. These weeds have been discovered to be useful, against the mindset of the uninformed that they are useless or ‘vagabond’ plants. Medicinal uses as well as percentage occurrence of each family are presented. From this study it is obvious that the University sites are not only rich in plant biodiversity but that the plants are also very rich in socio-economic values. It is therefore advisable that these plants should be protected from going into extinction so that all would not be lost due to developmental activities

Prevalence and Pattern of Adverse Drug Reactions among HIV Infected Patients on Highly Active Antiretroviral Therapy (HAART) in Imo State, Nigeria: A Hospital Based Survey

Introduction:  It is a proven fact that almost all drugs carry the potential to produce undesirable effects in addition to the desired ones. Aim:  The aim of this study is to determine the prevalence, pattern and socio-demographic determinants of adverse drug reactions among patients on HAART attending clinics in hospitals in Imo State Nigeria. Methodology:  This was a hospital-based cross-sectional study carried out among HIV patients attending clinics in hospitals in Imo State.  The 400 participants were selected using a multistage sampling technique.  Data was collected using an interviewer administered, semi-structured questionnaire and analyzed using EPI Info version 3:2:1. Chi-square and regression analysis was used to test association between variables. P-value was set at ≤ 0.05. Results: The mean age of the participants was 41.7±3.0 years with a male to female ration of 1:2. The adherence level to HIV treatment was 85.0%. The prevalence of ADRs in the last 1 year preceding the study was 13.7% and the common forms of ADR experienced by patients was Hematological symptoms (34%), GIT symptoms (21.8%) and skin manifestation (20.0%). Socio-demographic determinants of the occurrence of ADR among the participants were: age 50 years and above (OR: 9.28), female gender (OR: 2.55) and living in a rural area (OR: 4.47). Conclusion:  Though the prevalence of ADR reported in this study was low, there is need to increase the depth of knowledge among HIV patients in the State, monitor patients closely by care givers and find possible ways to increase adherence to HIV drugs which was not optimal among participants. Comprehensive Perspectives in Bioremediation of Crude Oil Contaminated Environments

    Get PDF
Diverse components of crude oil and petroleum such as polycyclic aromatic hydrocarbons (PAHs) have been found in waterways as a result of pollution from industrial effluents and petrochemical products (Beckles, et al., 1998). Petroleum hydrocarbon pollution of the environment may arise from oil well drilling production operations, transportation and storage in the upstream industry, and refining, transportation, and marketing in the downstream industry. Petroleum hydrocarbon pollution could also be from anthropogenic sources (Oberdorster and Cheek, 2000). Some non combusted hydrocarbons escape into the environment during the process of gas flaring. Until recently, the bulk of the associated gas produced during drilling in Nigeria, was flared. Sources of petroleum and its products in the environment will also include accidental spills and from ruptured oil pipelines. Today the international oil and gas-pipelines span several million kilometers and this is growing yearly due to inter-regional trade in petroleum products. Just like any other technical appliance, pipelines are subject to ââtear and wearââ, thus can fail with time (Beller, et al., 1996). Spilled petroleum hydrocarbons in the environment are usually drawn into the soil due to gravity until an impervious horizon is met, for example bedrock, watertight clay or an aquifer

Measuring and Evaluating Safety Maturity of Construction Contractors: Multicriteria Decision-Making Approach

    Get PDF
Evaluating the safety maturity of construction contractors before awarding the contract is an effective strategy that many owners have started to implement. Given the importance of workplace safety, awarding the contract to safer contractors can enhance project performance outcomes in terms of safety, quality, cost, and schedule. Safety maturity is one quality of a construction organization encompassing interdependent factors that can be used to evaluate expected safety performance. However, there is no formal decision-making framework available in literature that owners can use to evaluate contractor safety maturity. The present study aims to bridge this gap in safety knowledge by proposing a decision-making framework that can be used to evaluate the safety maturity of construction contractors. Development of the decision-making framework included two tasks. First, an integrative literature review to identify influential safety maturity factors and their potential indicators was performed. The result of the review revealed seven factors (safety leading indicators, safety lagging indicators, safety and supervisory personnel, system maturity and resiliency, preconstruction services, technology and innovation, and safety culture) that influence the safety maturity of construction contractors. Second, the identified factors, and their indicators, were integrated into a formal multicriteria decision-making method, referred to as Choosing by Advantages, to evaluate the safety maturity of five construction contractors on a selected case study project. The proposed framework is expected to provide practical and theoretical directions on how to evaluate contractor safety maturity using relevant evaluation factors and sound decision-making methods

Does Multilateralism Crowd Out Intra-Group Trade? Evidence From Some Developing Regions

The literature is ambiguous on the nature of the relationship between multilateral trade negotiations and growth of intra-group trade. However, both the WTO and proponents ofliberalization maintain that the relationship is positive and that the WTO supports regional bodies and intra-group trade. But does evidence support this? It is possible that the WTO supports regional bonding, while its existence discourages growth of actual trade and development of institutions within regions. Our findings seem to support this view, particularly for southern countries as shown by trends in intra-group trade captured in this work
