Speedy Trials: Recent Developments Concerning a Vital Right
Historically, Anglo-American law has jealously guarded the right of an accused to have a speedy trial in a criminal prosecution. It is extended to defendants in federal cases by the sixth amendment to the Constitution. Through incorporation into the fourteenth amendment, the protection is likewise available to defendants in state prosecutions. Notwithstanding constitutional provisions and Supreme Court decisions, the concept of a speedy trial has always been ambiguous. Until recent times it has been considered a matter that could only be defined in the context of the special circumstances of individual cases. The right was said to be “consistent with delays;” thus there has been less than an absolute guarantee that a defendant would be tried within a short time of his arrest of indictment. Society has several vital interests in securing speedy trials in criminal prosecutions. This Note will discuss those interests and examine two plans which represent attempts to give exact definition to the right. One plan was made effective in 1971 by the Judicial Council for the Second Circuit of the United States Court of Appeals. The other, the Speedy Trial Act of 1974, is the product of congressional action. By 1979, after a five year break-in period, this Act must be given full effect in all federal courts
Tunable quantum criticality in multi-component Rydberg arrays
Arrays of Rydberg atoms have appeared as a remarkably rich playground to
study quantum phase transitions in one dimension. One of the biggest puzzles
that was brought forward in this context is a commensurate-incommensurate phase
transitions out of density waves. Experiments report the transitions with
dynamical critical exponent that recent theoretical and numerical
analysis attribute to the appearance of chiral transitions introduced by Huse
and Fisher. However, further experimental exploration of these exotic
transitions is complicated by the narrow parameter window where chiral
transition can be realized. We argue that multi-component Rydberg arrays offer
extra experimentally controllable parameters and provide a mechanism to tune
quantum critical properties of the conformal Ashkin-Teller point that in turns
controls the extent of the chiral transition. Here we consider an effective
blockade model of two component Rydberg atoms - weak and strong components
obeying nearest- and next-nearest-neighbor blockades. When laser detuning is
applied to either strong or weak components the system is in the period-3 or
period-2 phases correspondingly. However, laser detuning used for both
components simultaneously stabilizes the period-4 phase partly surrounded by
the chiral transition. We show that the extent of the chiral transition and
even its appearance can be controlled by the relative ratio of the Rabi
frequencies of the two components.Comment: 9 pages, 10 figure
Critical properties of the Majorana chain with competing interactions
We study critical properties of a Majorana chain in the presence of two
competing interactions of the shortest possible range. The obtained phase
diagram is very rich and contains nine different phases, including three
floating, two Ising, and four gapped phases. In addition we report a wide
variety of quantum phase transitions: the supersymmetric tri-critical Ising
lines; the Lifshitz critical line characterized by the dynamical critical
exponent ; Kosterlitz-Thouless transitions, and an exotic first order
transition between the floating and the gapped phases. However, the most
surprising feature of the obtained phase diagram is the emergence of the
commensurate line at which the floating phases collapses into direct
transition. We provide numerical evidences that the resulting multi-critical
point belongs to the universality class of the eight-vertex model. Implications
in the context of supersymmetric properties of the Majorana chain is briefly

Floating, critical and dimerized phases in a frustrated spin-3/2 chain
We study spontaneous dimerization and emergent criticality in a spin-3/2
chain with antiferromagnetic nearest-neighbor , next-nearest-neighbor
and three-site interactions. In the absence of three-site
interaction , we provide evidence that the model undergoes a remarkable
sequence of three phase transitions as a function of , going
successively through a critical commesurate phase, a partially dimerized gapped
phase, a critical floating phase with quasi-long-range incommensurate order, to
end up in a fully dimerized phase at very large . In the field theory
language, this implies that the coupling constant of the marginal operator
responsible for dimerization changes sign three times. For large enough ,
the fully dimerized phase is stabilized for all , and the phase
transitions between the critical phases and this phase are both
Wess-Zumino-Witten (WZW) SU(2) along part of the boundary and turn first
order at some point due to the presence of a marginal operator in the WZW
SU(2) model. By contrast, the transition between the two dimerized phase is
always first order, and the phase transitions between the partially dimerized
phase and the critical phases are Kosterlitz-Thouless. Finally, we discuss the
intriguing spin-1/2 edge states that emerge in the partially dimerized phase
for even chains. Unlike their counterparts in the spin-1 chain, they are not
confined and disappear upon increasing in favour of a reorganization of
the dimerization pattern.Comment: 14 pages, 23 figure
Experimental studies of the seam openings competence in different methods of protection under pitch and steep coal seams development
Purpose. Investigation of the seam openings competence in different methods of protection in complex mining and geological conditions of pitch and steep coal seams development of Donbas.
Methods. To achieve this purpose, the research uses a complex approach, including analysis and generalization of the openings protection experience, studying the static field of stress distribution in a coal-rock mass on cloudy crystal ball model, a mine experiment to study the haulage gate hardness and the experimental data.
Findings. When studying the wall-rock displacements on the haulage gate contour, it was recorded that in the case of yieldable protective facilities usage for seam openings, the roof and foot convergence of the coal bed mining as the productive workings advance is observed until the complete protective facilities compression, and in the zone of steady rock pressure is damped. In the case of coal pillars usage for roadway protection, after the destruction their hardness varies in a linear fashion, which contributes to a significant deterioration in the haulage gate stability behind the face. The use of a goaf stowing for the seam opening protection, from the point of view of stresses distribution in the coal-rock mass, ensures a gentle deflection of the wall-rocks behind the face by increasing the area of the subside strata actual contact with the filling mass, when compared with the roadway protection with the coal pillars.
Originality. The effectiveness of the applied method for the seam openings protection is proposed to be evaluated according to the change in the stability of the haulage gate, but taking into account the hardness of the protective facilities. The hardness of protective facilities reflects their ability to resist deformation when the delaminated rock strata is displaced and depends on the value of the external force, the time factor, and the geological conditions of the developed coal seam.
Practical implications. The use of a goaf stowing, as a method for controlling the roof or for wide yielding seats located above the roadway, will allow the haulage gates operational condition to be operational and increase the safety of work while maintaining the workings.Мета. Дослідження стійкості пластових підготовчих виробок при різних способах охорони у складних гірничо-геологічних умовах розробки похилих і крутих вугільних пластів Донбасу.
Методика. Для досягнення поставленої мети в дослідженнях використовується комплексний підхід, що включає аналіз і узагальнення досвіду охорони підготовчих виробок, вивчення статичного поля розподілу напружень у вуглепородному масиві на оптичних моделях, шахтний експеримент із вивчення стійкості відкаточних штреків та обробку експериментальних даних.
Результати. При вивченні зсувів бічних порід на контурі відкаточного штреку зафіксовано, що в разі використання для охорони пластових підготовчих виробок піддатливих охоронних споруд, конвергенція покрівлі й підошви вугільного пласта, який розробляється, в міру посування очисного забою спостерігається до повного стиснення охоронної споруди, а в зоні сталого гірського тиску практично згасає. У разі використання для охорони штреків ціликів вугілля після руйнування їх жорсткість змінюється за лінійним законом, що сприяє значному погіршенню стійкості відкаточного штреку позаду очисного вибою. Застосування закладання виробленого простору для охорони пластових підготовчих виробок, з точки зору розподілу напружень у вуглепородному масиві, забезпечує плавний прогин бічних порід позаду очисного вибою за рахунок збільшення площі фактичного притискання товщі, що опускається, до закладного масиву, при порівнянні з охороною штреків ціликами вугілля.
Наукова новизна. Ефективність застосовуваного способу охорони пластових підготовчих виробок пропонується оцінювати за зміною стійкості відкаточного штреку, але з урахуванням жорсткості охоронних споруд. Жорсткість охоронних споруд відображає їх здатність чинити опір деформації при зрушенні розшарованної породної товщі й залежить від значення зовнішньої сили, фактору часу та гірничо-геологічних умов розроблюваного вугільного пласта.
Практична значимість. Застосування закладання виробленого простору, як способу управління покрівлею або широких піддатливих опор, розташованих над штреком, дозволить забезпечити експлуатаційний стан відкаточних штреків і підвищити безпеку робіт при підтриманні підготовчих виробок.Цель. Исследование устойчивости пластовых подготовительных выработок при различных способах охраны в сложных горно-геологических условиях разработки наклонных и крутых угольных пластов Донбасса.
Методика. Для достижения поставленной цели в исследованиях используется комплексный подход, включающий анализ и обобщение опыта охраны подготовительных выработок, изучение статического поля распределения напряжений в углепородном массиве на оптических моделях, шахтный эксперимент по изучению устойчивости откаточных штреков и обработку экспериментальных данных.
Результаты. При изучении смещений боковых пород на контуре откаточного штрека зафиксировано, что в случае использования для охраны пластовых подготовительных выработок податливых охранных сооружений, конвергенция кровли и почвы разрабатываемого угольного пласта по мере подвигания очистного забоя наблюдается до полного сжатия охранного сооружения, а в зоне установившегося горного давления практически затухает. В случае использования для охраны штреков целиков угля после разрушения их жесткость изменяется по линейному закону, что способствует значительному ухудшению устойчивости откаточного штрека позади очистного забоя. Применение закладки выработанного пространства для охраны пластовых подготовительных выработок, с точки зрения распределения напряжений в углепородном массиве, обеспечивает плавный прогиб боковых пород позади очистного забоя за счет увеличения площади фактического касания опускающейся толщи с закладочным массивом, при сравнении с охраной штреков целиками угля.
Научная новизна. Эффективность применяемого способа охраны пластовых подготовительных выработок предлагается оценивать по изменению устойчивости откаточного штрека, но с учетом жесткости охранных сооружений. Жесткость охранных сооружений отражает их способность сопротивляться деформации при сдвижении расслоившейся породной толщи и зависит от значения внешней силы, фактора времени и горно-геологических условий разрабатываемого угольного пласта.
Практическая значимость. Применение закладки выработанного пространства, как способа управления кровлей или широких податливых опор, расположенных над штреком, позволит обеспечить эксплуатационное состояние откаточных штреков и повысить безопасность работ при поддержании подготовительных выработок.The authors are grateful to the staff of the 10th VGSO Minvuhleprom of Ukraine and the technical directorate of SE “Torez-Vuhillia” for their assistance in conducting experimental studies
DMRG investigation of constrained models: from quantum dimer and quantum loop ladders to hard-boson and Fibonacci anyon chains
Motivated by the presence of Ising transitions that take place entirely in
the singlet sector of frustrated spin-1/2 ladders and spin-1 chains, we study
two types of effective dimer models on ladders, a quantum dimer model and a
quantum loop model. Building on the constraints imposed on the dimers, we
develop a Density Matrix Renormalization Group algorithm that takes full
advantage of the relatively small Hilbert space that only grows as Fibonacci
number. We further show that both models can be mapped rigorously onto a
hard-boson model first studied by Fendley, Sengupta and Sachdev [Phys. Rev. B
69, 075106 (2004)], and combining early results with recent results obtained
with the present algorithm on this hard-boson model, we discuss the full phase
diagram of these quantum dimer and quantum loop models, with special emphasis
on the phase transitions. In particular, using conformal field theory, we fully
characterize the Ising transition and the tricritical Ising end point, with a
complete analysis of the boundary-field correspondence for the tricritical
Ising point including partially polarized edges. Finally, we show that the
Fibonacci anyon chain is exactly equivalent to special critical points of these
