На основі системного аналізу літературних джерел з проблеми запропоновано оригінальний підхід до дефініції і побудови структури управлінських здібностей керівників міліції, який базується на комплексному використанні діяльнісно-функціонального і структурно-психологічного критерію. Запропонована структура управлінських здібностей керівників органів внутрішніх справ може бути використана на практиці з метою діагностики і розвитку таких здібностей.The main theoretical approaches to the definition of psychological content and structure of the managing abilities of the heads of internal affairs agencies (hereinafter – IAA) are studied. It is highlighted that the problem of the composition and structure of managing abilities remain not enough studied in legal psychology. In the majority of scientific papers managing abilities are described in terms of professionally important qualities. The article’s objective is the search of productive modern theoretical and psychological approaches to the content and structure of managing abilities that enable the solution of applied issues of psychological selection and training of the heads of IAA. While determining the structure of managing abilities the authors of the research have used a comprehensive approach as the classification basis they have used action and functional and structural and psychological criteria. Characteristics of the psychological structure of managing abilities take into account three main subsystems of psychology – cognitive, regulatory and communicative, and respectively some abilities that are manifested in management are offered to divide into the same classes. Partial and special abilities will form the micro level in this structure, and stated integrated ones will be between them and form meso level. The authors have provided the definition of managing abilities of the heads of IAA as a system quality of a head of IAA, which is a synthesis of general and special abilities; three main categories of managing abilities are distinguished: managing characteristics, general and organizational abilities, general and special abilities. A similar approach in studying the structure of managing abilities enables the search of optimum system of personnel selection of the management profile; it allows the psychologists to determine effective methods for diagnosis and development of managing abilities of the heads of IAA.Рассмотрены основные подходы к определению психологического содержания и структуры управленческих способностей руководителей органов внутренних дел, связанных со спецификой деятельности милиции и содержанием профессиональной роли сотрудников. На основе системного анализа литературных источников по проблеме предложен оригинальный подход к дефиниции и построению структуры управленческих способностей руководителей милиции, который базируется на комплексном использовании деятельностно-функционального и структурно-психологического критерия.     This paper demonstrates that a free electron gas model accurately simulates the spectral dependence of optical extinction spectra for carbon spiroids under the assumption that free electrons are confined in an homogeneous spherical particle owing to the delocalisation of . π electrons that occurs in the actual spectral range. This effect can occur in the spiroid, rather than a spheroid (onion) due to the variable radii of the spiral turns as a function of distance from the centre, which are smaller than typical values for the spheroid

    Active control of mid-wavelength infrared non-linearity in silicon photonic crystal slab

    Natural materials’ inherently weak nonlinear response demands the design of artificial substitutes to avoid optically large samples and complex phase-matching techniques. Silicon photonic crystals are promising artificial materials for this quest. Their nonlinear properties can be modulated optically, paving the way for applications ranging from ultrafast information processing to quantum technologies. A two-dimensional 15-μm-thick silicon photonic structure, comprising a hexagonal array of air holes traversing the slab’s thickness, has been designed to support a guided resonance for the light with a wavelength of 4-μm. At the resonance conditions, a transverse mode of the light is strongly confined between the holes in the "veins" of the silicon component. Owing to the confinement, the structure exhibits a ratio of nonlinear to linear absorption coefficients threefold higher than the uniform silicon slab of the same thickness. A customised time-resolved Z-scan method with provisions to accommodate ultrafast pump-probe measurements was used to investigate and quantify the non-linear response. We show that optically pumping free charge carriers into the structure decouples the incoming light from the resonance and reduces the non-linear response. The time-resolved measurements suggest that the decoupling is a relatively long-lived effect on the scale comparable to the non-radiative recombination in the bulk material. Moreover, we demonstrate that the excited free carriers are not the source of the nonlinearity, as this property is determined by the structure design

    Relative luminosity measurement of the LHC with the ATLAS forward calorimeter

    In this paper it is shown that a measurement of the relative luminosity changes at the LHC may be obtained by analysing the currents drawn from the high voltage power supplies of the electromagnetic section of the forward calorimeter of the ATLAS detector. The method was verified with a reproduction of a small section of the ATLAS forward calorimeter using proton beams of known beam energies and variable intensities at the U-70 accelerator at IHEP in Protvino, Russia. The experimental setup and the data taking during a test beam run in April 2008 are described in detail. A comparison of the measured high voltage currents with reference measurements from beam intensity monitors shows a linear dependence on the beam intensity. The non-linearities are measured to be less than 0.5 % combining statistical and systematic uncertainties.Comment: 16 page

    A dinuclear ruthenium(II) phototherapeutic that targets duplex and quadruplex DNA

    With the aim of developing a sensitizer for photodynamic therapy, a previously reported luminescent dinuclear complex that functions as a DNA probe in live cells was modified to produce a new isostructural derivative containing RuII(TAP)2 fragments (TAP = 1,4,5,8- tetraazaphenanthrene). The structure of the new complex has been confirmed by a variety of techniques including single crystal X-ray analysis. Unlike its parent, the new complex displays RuL-based 3MLCT emission in both MeCN and water. Results from electrochemical studies and emission quenching experiments involving guanosine monophosphate are consistent with an excited state located on a TAP moiety. This hypothesis is further supported by detailed DFT calculations, which take into account solvent effects on excited state dynamics. Cell-free steady-state and time-resolved optical studies on the interaction of the new complex with duplex and quadruplex DNA show that the complex binds with high affinity to both structures and indicate that its photoexcited state is also quenched by DNA, a process that is accompanied by the generation of the guanine radical cation sites as photo-oxidization products. Like the parent complex, this new compound is taken up by live cells where it primarily localizes within the nucleus and displays low cytotoxicity in the absence of light. However, in complete contrast to [{RuII(phen)2}2(tpphz)]4+, the new complex is therapeutically activated by light to become highly phototoxic toward malignant human melanoma cell line showing that it is a promising lead for the treatment of this recalcitrant cancer.EPSRC grant EP/M015572/1 Unviersity of Sheffield/EPSRC Doctoral Fellowship Prize EPSRC Capital Equipment Award ERASMUS

    Limits on WWgamma and WWZ Couplings from W Boson Pair Production

    The results of a search for W boson pair production in pbar-p collisions at sqrt{s}=1.8 TeV with subsequent decay to emu, ee, and mumu channels are presented. Five candidate events are observed with an expected background of 3.1+-0.4 events for an integrated luminosity of approximately 97 pb^{-1}. Limits on the anomalous couplings are obtained from a maximum likelihood fit of the E_T spectra of the leptons in the candidate events. Assuming identical WWgamma and WWZ couplings, the 95 % C.L. limits are -0.62<Delta_kappa<0.77 (lambda = 0) and -0.53<lambda<0.56 (Delta_kappa = 0) for a form factor scale Lambda = 1.5 TeV.Comment: 10 pages, 1 figure, submitted to Physical Review

    We present results of a search for R-parity-violating decay of the neutralino chi_1^0, taken to be the Lightest Supersymmetric Particle. It is assumed that this decay proceeds through one of the lepton-number violating couplings lambda-prime_2jk (j=1,2; k=1,2,3). This search is based on 77.5 pb-1 of data, collected by the D0 experiment at the Fermilab Tevatron in ppbar collisions at a center of mass energy of 1.8 TeV in 1992-1995.Comment: 10 pages, 3 figure

    A Quasi-Model-Independent Search for New Physics at Large Transverse Momentum

    We apply a quasi-model-independent strategy ("Sleuth") to search for new high p_T physics in approximately 100 pb^-1 of ppbar collisions at sqrt(s) = 1.8 TeV collected by the DZero experiment during 1992-1996 at the Fermilab Tevatron. Over thirty-two e mu X, W+jets-like, Z+jets-like, and 3(lepton/photon)X exclusive final states are systematically analyzed for hints of physics beyond the standard model. Simultaneous sensitivity to a variety of models predicting new phenomena at the electroweak scale is demonstrated by testing the method on a particular signature in each set of final states. No evidence of new high p_T physics is observed in the course of this search, and we find that 89% of an ensemble of hypothetical similar experimental runs would have produced a final state with a candidate signal more interesting than the most interesting observed in these data.Comment: 28 pages, 17 figures.     Search for New Physics Using Quaero: A General Interface to D0 Event Data

    We describe Quaero, a method that i) enables the automatic optimization of searches for physics beyond the standard model, and ii) provides a mechanism for making high energy collider data generally available. We apply Quaero to searches for standard model WW, ZZ, and ttbar production, and to searches for these objects produced through a new heavy resonance.
