    Indigenous knowledge and climate change : insights from Muzarabani, Zimbabwe

    Discourse characterising climate change has largely revolved around aspects within the realm of impact identification, mitigation and adaptation. Apparently, a burgeoning appetite to examine the role of indigenous knowledge (IK) now confronts the fronts of climate science, policy and practice. The surge in attention to localbased knowledge is attributed to growing challenges posed by change and variability in the climate system. This study argues that indigenous-based knowledge is capable of filling knowledge gaps and validating current understanding about climate change particularly at local levels. Essentially, the paucity of knowledge about local climatic events can be circumvented by engaging indigenous ‘scientists’ whose many years of direct contact with the environment have equipped them with the indispensable knowledge, skills and experiences to understand the same. Primarily, the thesis’ objectives were threefold. One, it captured useful indicators of climate change and variability from the understanding of the indigenous people, which can also be used to enhance understanding of climate change impacts.Two, it drew from the knowledge, experiences, skills and practices of the locals in order to inform appropriate community level mitigation and adaptation interventions. And, three, it highlighted the fact that knowledge of the indigenous people can be used to direct research on climate change. The study area (Muzarabani in Zimbabwe) experiences recurrent droughts and floods and its villagers rely predominantly on climate-sensitive livelihoods. As such, it was selected to provide a reliable case on IK practices and experiences of the people witnessing climatic events. The study was framed within an epistemological and methodological configuration of emancipatory pedagogy that looks at the generators of climate knowledge as ‘scientists’ in their own right. A qualitative elicitation interviewing technique involving in-depth discussions with traditional leaders and elderly knowledgeable citizens was conducted. The participants were selected through chain referrals until the level of theoretical saturation. In addition, directed field observations, document analysis and key informant interviews with other respondents selected through theoretical sampling enhanced the robustness of data acquisition methods. Group-based participatory data analysis and reflexive pragmatism also enhanced rigour and quality of research findings intended to balance between the strictures of the scientific audience and the views of the knowledge generators. Three key themes were derived from IK-climate change linkages as: indigenous based indicators of climate change, indigenous-based mitigation and indigenous based adaptation. A range of indigenous-based indicators identified pointed to a progressively drier climate with shorter growing seasons that are also punctuated by mid-season dry spells. A trend towards increased desiccation of water bodies (rivers, ponds and vleis) was further observed. There is also an upsurge in the abundance and pestiferous nature of Macrotermes spp, Quelea quelea and Acanthoplus discoidalis, which are most likely related to climate change. Some of these indicators closely match with those used in mainstream climate science and they also serve to understand climate change impacts at a finer local level of analysis. Indigenous-based mitigation is mainly driven by the notion of sacredness where the locals regard forestry, certain trees and vleis as sacrosanct. Tampering with these is believed to upset the spirits who have powers to influence climate. Opportunities associated with IK deployment in climate mitigation are understood from the viewpoint of enhancing greenhouse gas (GHG) sinks and that of reducing vulnerability to extreme climatic events. Specifically, this can be achieved through enhancing GHG sequestration through forestry and land-use management initiatives; that is, reducing emissions from deforestation and forestry related degradation (REDD+) and Land Use and Land-Use Cover and Forestry (LULUCF). These two are the dominant schemes adopted by the Intergovernmental Panel on Climate Change (IPCC) to govern climate mitigation. Indigenous disaster risk management (DRM) strategies abound in drought, famine, flood and violent storms through various forms such as Zunde raMambo, nhimbe, rain-making ceremonies and community early warning systems (EWS).The locals in Muzarabani are not passive observers of the changing climate system. Increasing environmental risks necessitates them to devise countermeasures for responding to climatic stimuli with the intention of minimising harm and/or enhancing the benefits brought about by the same. Thus, a portfolio of IK-based adaptation strategies best described as an assortment of short-term coping practices and longterm adaptive strategies were identified. These range from exploitation of ecosystem services, agricultural based interventions, riverine farming, traditional phonological knowledge (TPK) to migration. Therefore, it was revealed that community-based adaptation (CBA) can adequately leverage on IK to improve adaptive capacity and build community resilience against climate change. Clearly, the complementary role of indigenous-based knowledge cannot be disputed, given the demonstrated range of applications from identifying several indicators of change and variability in the climate system, examination of climate change impacts, to identification and assessment of mitigation and adaptation options. The study advises that exogenous climate interventions need to be congruent with indigenous based strategies to avoid maladaptation. To the climate research community therefore, it should be realised that IK is useful both as leads and as baseline knowledge for future work on the impacts of climate change, and in the assessment of climate interventions. In this regard, the remaining challenge is to formulate a framework of constructive dialogue between indigenous scientists and conventional scientists so as to make sure that the mutual benefits of the two knowledge forms are adequately harnessed. Handled well, such collaborative effort would ensure enhanced climate change knowledge for successful mitigation and adaptation strategies. Handled poorly, there is a risk that the developmental needs of communities exposed to climatic events would not be addressed

    Deciphering the Climate Change Conundrum in Zimbabwe: An Exposition

    The notion that climate change has created development opportunities largely remains poorly understood despite phenomenal evidence that points toward positive gains across the broad socio-economic spectrum. Current understanding has largely concentrated on the negative effects of climate change, with limited exposition on the benefits associated with climatic responses. This article collates and reviews evidence that interventions to curtail climate change impacts have unlocked several development opportunities and potentially contribute in improving the living standards of many communities in Zimbabwe. It argues that although climate change effects permeate all the socio-economic development sectors of the country, the collective interventions by government, development partners and individuals on mitigation and adaptation actions could lead to a development trajectory that is evident in a number of indicators toward poverty alleviation, particularly through improved food, energy, water, and health access. The article, however, questions the sustainability of these unfolding benefits and advises on the need to enhance mechanisms for climatic programming in the country’s development plans, policies and strategies

    The current tempo of climate change strategies puts the notion of sustainability in question. In this philosophy, mitigation and adaptation strategies ought to be appropriate to the sectors and communities that are targeted. There is a growing realisation that the effectiveness of both strategies hinges on climate governance, which also informs their sustainability. The application of the climate governance concept by the technocratic divide (policymakers and climate practitioners) to communities facing climate change impacts, however, is still a poorly developed field, despite extensive treatment by academia. By drawing heavily from conceptual and analytical review of scholarship on the utility of indigenous knowledge (IK) in climate science, these authors argue that IK can be deployed in the practice of climate governance. It reveals that the merits of such a deployment lie in the understanding that the tenets of IK and climate governance overlap and are complementary. This is exhibited by examining the conceptual, empirical and sustainability strands of the climate governance-IK nexus. In the milieu of climate change problems, it is argued that the basic elements of climate governance, where actions are informed by the principles of decentralisation and autonomy; accountability and transparency; responsiveness and flexibility; and participation and inclusion, can be pragmatic particularly to communities who have been religiously observing changes in their environment. Therefore, it becomes necessary to invigorate the participation of communities, with their IK, in designing climate change interventions, which in this view can be a means to attain the objectives of climate governance

    Ecological and Hydrological Indicators of Climate Change Observed by Dryland Communities of Malipati in Chiredzi, Zimbabwe

    Existing evidence about climate change in Zimbabwe has tended to focus more on elements and events of the climate system, marginalizing changes in the hydrological and ecological system. To contribute to the improved understanding of climate change, this study captured the observations of climate change in Malipati, a remote agrarian dryland area in the Chiredzi District, Zimbabwe. The aim of the study was to gather detailed insights about perceived environmental changes using the evidence drawn from local and indigenous populations who have close interactions with their natural environment. A household questionnaire-based survey with randomly chosen farmers (n = 116) revealed that participants’ observations of changes in hydrological and ecological system were consistent with available evidence of increasing temperatures and little rainfall recorded in the district. Results also showed high sensitivity of the area to climate change that manifest in various indicators: hydrological changes in rivers, streams, swamps, and ground water; and ecological changes through the behaviour of trees, insects, birds, and wild animals. Sex and age of the participants did not influence the way they perceived most of these changes (p > 0.05). However, education and the period of stay in the area were related to the respondents’ perceived changes in river flows and siltation, and the conditions of swamps (p < 0.05). Our study also revealed deeper insights about the human-biodiversity interactions in the face of climate change in unique areas where communities live alongside wildlife. The evidence drawn from local and indigenous populations can be used to inform local-based solutions to the growing problems of climate change and biodiversity loss. Future studies would need to further examine such areas to understand the mitigation and adaptation practices that would promote the sustainable co-existence of humans and wildlife

    Demographic implications of transiting from segregation to integration: a focus on education issues in Buffalo City, South Africa

    The study aims at interrogating the transformation of education in Buffalo City following integration of East London with its black townships. This paper is largely framed from a quantitative paradigm that draws from statistical data in linking population changes with educational patterns in the study area. Census data was used to trace population changes in post-apartheid South Africa, while performance in education was informed by matriculation results. Quantitative data were complemented with key informants’ qualitative opinions. The results indicate that the quality of education in former “white” schools is better than that of “township” schools. There are several pull factors that attract township learners to former white schools, albeit with integration challenges. The study concludes that if these challenges are masked to education planners and policy makers, they militate against the envisioned liberalisation of the democratic education system

    Epistemological and methodological framework for indigenous knowledge in climate science

    The current wave of interest in indigenous knowledge (IK) is mainly due to growing acknowledgement of the limitation on the part of conventional science in addressing environmental issues. Because indigenous people are keen observers of the climate system, from their many years of close interaction with the environment, they undoubtedly hold knowledge, the relevance of which is two-fold: IK helps in understanding climate change (CC); and it offers useful insights in sustainable adaptation strategies that are pragmatic at the level of society. Apparently, there is a plethora of approaches in the study of IK; and no clear framework has yet been proposed for documenting IK in climate science. By reviewing appropriate scholarship on IK and CC, this article outlines a framework of study intended to harness the valuable insights of the local ‘scientists’, whose knowledge has previously been subjected to epistemological injustices. We argue that this neo-indigenismo – the belief that indigenous knowledge has something to offer – faces numerous problems, unless it is framed within a robust epistemological and methodological configuration. The article concludes by analysing five problems associated with a hasty and ad hoc approach in indigenous science inquiry. Such approaches could be viewed as unscientific; and therefore, easily dismissed; the knowledge may remain untapped, and fail to give any practical directions to policy implementation; generators of the knowledge could remain transmogrified and subjugated.     Beyond climatic intervention: The social dimension of a biogas project in Sogwala village, Zimbabwe

    There is now considerable interest to understand how local communities experiencing climatic risks can benefit from climate change responses. As this agenda unfolds, there is need to understand the impact of climate-related interventions from the perspective of local populations targeted by such projects. Existing assessment approaches tend to concentrate on the environmental and economic impacts of projects that minimise greenhouse gas emissions. This study assesses the social aspect of a domestic biogas project that was intended to address the twin challenges of poverty and climate change in Sogwala village, Zimbabwe. A three-tier methodological execution process was adopted, involving field reconnaissance, household survey and key informant interviews. The focus was on measuring the social dimension of the changes brought about by the project, from the experiences of participating households. With a consciousness of assessment challenges associated with community projects, social capital parameters were used to assess the project’s contribution to the social well-being of the villagers. Overall, results show that the biogas project has the potential to facilitate social development through improved trust and social networks. Despite the contested climatic benefits associated with small-scale household biogas digesters, projects of this nature can enhance community relationships and networks, upon which other development interventions can be operationalised

    Locating Harare in the Zimbabwean mantra of economic challenges: Trends, reality and implications in service delivery

    This paper is an expose, a review and explanation of the current situation of Harare, the capital city of Zimbabwe. Harare is characterised by the problem of urban primacy amid stunted economic growth. The paper observes how, generally and notwithstanding a raft of planning and policy interventions targeting unprecedented forces of rapid urbanisation and population growth, Harare continues to defy moiete of technocracy, which is scientific-based town planning practice and expectations. Drawing heavily from various scholarship, census reports and economic growth data, we argue that the current urbanisation trend is unsustainable. This confounds the conventional wisdom in developed countries where urban growth has been appropriately synchronised with economic performance to meet the social and economic expectations of the population. To the contrary, Harare's urban growth is in complete antagonism to the expected norm. We pose that for Harare, this situation has reduced it to nothing but a 'parasitic city', drawing life from sectors it is not fending.Keywords: Harare, economic performance, service delivery, urbanisatio
