Hacia el cibergobierno: evolución de la administración local de la Región de Murcia en Internet

We present an analysis of the development of the WWW information systems in the local administration in the "Comunidad Autónoma de la Región de Murcia" (1997-2002). Firstly, we review the legislation about public administration on Internet. Our main objectives are to register the historical evolution of the use and application of WWW in local administration of the "Región Murciana", and to propose one method of analysis: the study of the first level domains of the electronic addresses of the units involved. Finally, we conclude that an important and homogeneous evolution for all the local administrations has been observed together with an strong influence in places with more than 10.000 inhabitants, with a high use of proper domainsAnálisis del desarrollo de los sistema de información web de las administraciones públicas locales murcianas desde el año 1997 hasta 2002. Revisión de la normativa y disposiciones regionales que regulan, apoyan y desarrollan la inclusión de los servicios de las administraciones públicas en Internet, y en especial en la Sociedad de la Información y del Conocimiento. Los objetivos son estudiar la evolución del uso y aplicación del web en las administraciones locales de la Comunidad Autónoma de la Región de Murcia y proponer un parámetro para medir el interés que tienen los responsables de los ayuntamientos en ofrecer servicios a través de la Red: el tipo de dominio de primer nivel utilizado en la dirección electrónica de los web. Se concluye que ha habido una evolución constante y relativamente homogénea para el total de los ayuntamientos de la Región, y una alta penetración de la aplicación web en todos los ayuntamientos de municipios superiores a los diez mil habitantes, y a la vez se constata un uso muy elevado de dominios propios

Identidad cultural en internet: la difusión del Instituto Cervantes y sus homólogos europeos

To determine the effectiveness of the dissemination of cultural identity over the Internet, we assess some of the most significant electronic resources in various European countries use to promote and teach and disseminate their language and their culture via the Internet. The websites studied are Instituto Cervantes, British Council, Società Dante Alighieri, Instituto Camões and Goethe-Institut. The Instituto Cervantes is the best located and offers the most positive indicators and parameters obtained in the analysis.Con objeto de averiguar la eficacia de la difusión de la identidad cultural a través de la Red, se realiza una evaluación de los recursos electrónicos más significativos de distintos países europeos para la promoción y la enseñanza de su idioma y la difusión de su cultura en Internet. Tipología de recursos astronómicos históricos y fondos documentales en las cartotecas españolas: estado de la cuestión

The state of the art about a type of specialised resource with great historical and scientific value is presented: the astronomical documentation. First of all, the main types of astronomical resources are defined focusing on their historical evolution. Secondly, the result of a survey carried out between April and May 2014 about the astronomical collections in Spanish map libraries and archives is shown taking as a reference the IBERCARTO directory of 2012. Conclusions show that almost half of queried libraries and archives map have these type of documents, but disseminated in different collections. Moreover, around 70% of the institutions have catalogued all of their astronomical documentation and have used the classical encoding (MARC 21) and cataloguing standards (ISBD and ISAD(G)), although recent studies have shown that these standards are not the most suitable ones to describe it. Hence, a satisfactory scientific information retrieval is not achieved.Se presenta el estado de la cuestión de un tipo de recurso especializado de gran valor histórico y científico: la documentación astronómica. Para ello, en primer lugar se definen los principales tipos de recursos astronómicos existentes señalando su evolución histórica. En segundo lugar se presentan los resultados de un estudio, realizado entre abril y mayo de 2014, sobre los fondos astronómicos existentes en cartotecas españolas, tomando como referencia el directorio de IBERCARTO de 2012. Las conclusiones indican que casi la mitad de las cartotecas encuestadas conservan documentos de este tipo, encontrándose dispersos en diferentes colecciones. Además, en torno al 70% de las instituciones tienen catalogada toda su documentación astronómica, descrita con los estándares clásicos de codificación (MARC 21) y catalogación (ISBD e ISAD(G)), aunque recientes estudios han puesto de manifiesto que estos estándares no son los más adecuados para describirla, por lo que actualmente no se consigue una satisfactoria recuperación de información

Dentro de las Humanidades Digitales, la Historia es una de las disciplinas que acumula mayor retraso en su incorporación al mundo de Internet. Ya se han dado pasos muy importantes, como por ejemplo que la mayoría de las revistas tienen ya una versión digital o sólo existen en la Red. Sin embargo, queda todavía mucho por hacer en un objetivo que no es sólo tarea de los historiadores, sino desde otras disciplinas como la Información y Documentación. En este ámbito se analiza la presencia del área de conocimiento de Historia de América en las plataformas digitales, se exponen las fuentes, información y publicaciones localizables según cada una de las etapas del ciclo de la investigación. Google Sky y los estándares de catalogación: un ejemplo de divergencia entre la información astronómica existente y la que se puede describir

A survey has been carried out on the astronomical information supplied by Google Sky and the information which can be described using the standards MARC21, ISBD consolidated edition, and RDA. The main goal of the study is to show that some astronomical and astrophysical information is still not taken into account in describing different astronomical resources as well as cartographic material. This information could eventually be incorporated as description fields of the aforementioned cataloguing rules. Such fields would allow us to carry out a much more complete and adequate description of these astronomical resources. We have focused on celestial objects appearing in astronomical images which can be found in astronomical archives and libraries. First a brief survey of astronomical information supplied by Google Sky and its linked databases, SIMBAD and NED is performed. Subsequently, we show how the existing description fields describe celestial cartographic materials, and finally we present a new proposal consisting of the desirable minimum parameters which could be included in bibliographic records.Se realiza una revisión tanto de la información astronómica que ofrece Google Sky como la que permiten describir MARC21, ISBD consolidada y RDA, para demostrar que no se han contemplado hasta el momento determinados parámetros astronómicos y astrofísicos, susceptibles de convertirse en futuros campos de descripción de estos estándares. Dichos campos permitirán realizar descripciones mucho más completas y adecuadas de diferentes recursos astronómicos como material cartográfico. En concreto, se analizan exclusivamente aquellos objetos celestes contenidos en imágenes astrofotográficas que pueden encontrarse en archivos y bibliotecas astronómicas. Para ello, primero se realiza una síntesis de la información astronómica que ofrecen Google Sky y las bases de datos a las que enlaza, SIMBAD y NED. Posteriormente se indican los campos de descripción de los que disponen estos estándares para describir material cartográfico celeste y, por último, se realiza una propuesta de los parámetros mínimos deseables relevantes que podrían incluirse en un registro

Analysis of the Naval and Maritime Heritage Diffusion on Web 2.0: Tools of the Chair of Naval Heritage and History

The Chair of Naval Heritage and History has developed some resources 2.0 with the aim of bringing to the public the Naval and Maritime Heritage that we have inherited. With the objective of improve the digital bridges layed, we analyze the records of one of those tools, a blog, and the interaction of the entries with another successful tool, Facebook. For it, with a simple of 250 items, we study some aspects like its thematic category and the number of visits received on the blog, as well as likes, shared publications, and comments obtained, both by the blog entries and its replica in the social net. The results show that the topics more consulted, apart of the generic, are: legends and sailors´ myths and Naval Construction History; in the blog we obtain more visits but more disparate, while in the social network get less but more regular; we obtained more amount of likes in Facebook than in the log book, but in both tools they increase progressively; shared publications grow considerably in the last third of the period; comments are more produced in the blog. Finally, we conclude that we have carried out an efficient managemet of the 2.0 communication tools, but to optimized them we have to polish some aspects for the future.Con el objetivo de hacer llegar a todo el público interesado el Patrimonio Naval y Marítimo que nos ha sido transmitido, la Cátedra de Historia y Patrimonio Naval ha desarrollado una serie de recursos 2.0. Con objeto de perfeccionar los puentes digitales tendidos, se analizan las publicaciones en una de las herramientas generadas, un blog, y su interacción con otra de las que más éxito ha alcanzado, Facebook. Para ello, con una muestra de 250 entradas, se estudian aspectos como su categoría temática y el número de visitas recibidas, así como los me gusta, recompartidos y los comentarios recibidos, tanto por las publicaciones de la bitácora como por sus réplicas en la red social. Los resultados muestran que los temas más consultados, aparte de los genéricos, son leyendas y mitos marineros e Historia de la Construcción Naval; en el blog se reciben un mayor número de visitas pero más dispares, mientras que en la red social se obtienen menos pero más regulares; se obtienen más me gusta en Facebook que en la bitácora, pero en ambas herramientas aumentan progresivamente; los recompartidos crecen considerablemente en el último tercio del período; los comentarios, por su parte, se producen en mayor medida en el blog. Finalmente, se concluye que se ha realizado una gestión bastante eficiente de las aplicaciones de comunicación 2.0 analizadas, pero para optimizarlas de cara al futuro se deben pulir algunas cuestiones

Naval and maritime museums of spanish speaking countrie’s Management of facebook and twitter

El desarrollo de Internet, y más concretamente de la Web 2.0, ha proporcionado a las instituciones culturales una auténtica oportunidad para adaptarse a los cambios en el modelo de comunicación que trae consigo la evolución de los social media. Este artículo pretende hacer una aproximación práctica a la gestión que los Museos Navales y Marítimos ubicados en España y Latinoamérica, hacen de sus redes sociales Facebook yTwitter, proponiendo para ello una serie de parámetros con los que analizar un perfil social. En última instancia, se exponen diversos aspectos relativos al community manager, señalando que esta figura es en general desempeñada por un titulado superior, de la rama de Humanidades y con poca formación específica en gestión de comunidades virtuales. Internet development and especially the Web 2.0 have offered cultural institutions an important chance to adapt themselves to the changes in the communication model driven by the evolution of social media. This paper aims to provide a practical approach to the management of Facebook and Twitter amongst Spanish and Latin American Naval and Maritime Museums, proposing a set of parameters in order to analyse a social profile. Different aspects concerning the community manager are also exposed, stressing that this profile is usually hold by a Bachelor in Humanities with limited advanced training in virtual communities management
