Romania as a project-oriented society
Projects and project management play an increasing role in the global economy. In a context marked by the evolution of project management from a technical function to an organizational methodology that can be embraced successfully by communities, associations, government agencies, big companies, and even by the society as a whole, the concept of “project-oriented society” gains ground. Not only is the concept on the rise, but also research on measuring the maturity level of the project-oriented society. The main assumption underlying this paper is that there is a correlation between the maturity of project orientation and the managerial competitiveness of each society. Project oriented university – an emerging concept
The purpose of this article is to introduce a brand new concept, that of the project-oriented university, as a university that explicitly uses projects and programmes to perform processes of medium to high complexity, thus allowing it to better handle the increasing turbulence and dynamics of its environments. An analytical grid for assessing the maturity of a university in terms of its project orientation is offered, taking into account both hard and soft factors. The National School for Political Sciences and Public Administration from Bucharest is analysed in this perspective, the assessment being the basis for explaining the paradox of having projects, but no project management. The findings are considered representative for the Romanian higher education system as a whole, with due nuances and exceptions.project maturity, competitive advantage, university, organizational strategy.
Register Loading via Linear Programming
We study the following optimization problem. The input is a number k and a directed graph with a specified “start ” vertex, each of whose vertices may have one “memory bank requirement”, an integer. There are k “registers”, labeled 1...k. A valid solution associates to the vertices with no bank requirement one or more “load instructions ” L[b,j], for bank b and register j, such that every directed trail from the start vertex to some vertex with bank requirement c contains a vertex u that has been associated L[c,i] (for some register i ≤ k) and no vertex following u in the trail has been associated an L[b,i], for any other bank b. The objective is to minimize the total number of associated load instructions. We give a k(k +1)-approximation algorithm based on linear programming rounding, with (k+1) being the best possible unless Vertex Cover has approximation 2−ǫ for ǫ> 0. We also present a O(klogn) approximation, with n being the number of vertices in the input directed graph. Based on the same linear program, another rounding method outputs a valid solution with objective at most 2k times the optimum for k registers, using 2k−1 registers. This version of the paper corrects some minor errors that made it in the final Algorithmica paper.
The social and economic phenomenon of tourism development

Доведено, що сучасна соціально-економічна політика призводить до компрометації людських цінностей і мотивує розроблення нової системи соціально-економічних пріоритетів. Досліджено соціально-економічні чинники, що впливають на ефективність розвитку туризму та рекомендовано заходи активізації його діяльності, що дозволить сформувати прогресивний механізм людських цінностей завдяки розширення горизонтів пізнання навколишнього середовища, відкриття нових соціально-економічних феноменів (явищ) у світі, поглиблення процесу самопізнання та формування подальших соціально-економічних зрушень.The tourism is examined at the present time in order to use its vital human functions for the development of the modern economy in this country. Recently, it has been promoted the new directions in the research that show unlimited underlined homogenous in the activity, related to the development of the tourism, in the economic progress. Therefore, the main tasks have been organized for a development of socio-economic components with the determination of main priorities in the national economy for which the modern economy of tourism is oriented on. Also, there is known that a modern socio-economic policy has resulted in compromising of same human values to give priority to the new system of socio-economic which is intended to form a new spirituality and a democratic society. This new economic project will allow to the tourist industry to be able substantially to humanize all the spheres of the Ukrainian society, to open a new road in the construction of democratic society. And these socio-economic factors will influence the efficiency of the development in tourism. For this reason, it will be taken measures for this activity. The new recommended actions will form in this case the progressive mechanism of the human values to provide the expansion of the horizons for cognition in the Управління інноваційним потенціалом регіонального розвитку туризму environment. Like that, it will be opened a new socio-economic phenomena in the world, capable to provide a deep process of human knowledge for better understanding in the socio-economic situation for further socioeconomic changes. Accurate Analysis of Quality Properties of Software with Observation-Based Markov Chain Refinement
We introduce a tool-supported method for the automated refinement of continuous-time Markov chains (CTMCs) used to assess quality properties of component-based software. Existing research focuses on improving the efficiency of CTMC analysis and on identifying new applications for this analysis. As such, ensuring that the analysis is accurate by using CTMCs that closely model the behaviour of the analysed software has received relatively little attention. Our new method addresses this gap by refining the high-level CTMC model of a component-based software system based on observations of the execution times of its components. Our refinement method reduced analysis errors by 77–90.3% for a service-based system implemented using six public web services from three different providers, improving the accuracy of the analysis and significantly reducing the risk of invalid software engineering decisions
