Безумовним та неспростовним є те, що демократія для західного світу – краща система управління і що завдяки свободі слова можна піддати сумніву та покласти на терези правосуддя навіть саму демократію. Так само й біоетика, що виникла у сфері біологічних та медичних наук, поширилась за межі гуманітарного знання, а суспільство усвідомило, що ми живемо на невідновлювальній планеті. Однак ми не можемо нехтувати тим, що демократія та біоетика породжені не народом, а елітою, яка уявляє кращий світ відповідно до власних уподобань, а не думок переважної більшості звичайних людей

Productividad científica de Ciencia del Deporte durante el periodo 2010-2014 a través de ISI Web of Science

Se presenta un estudio bibliométrico realizado para evaluar la cantidad de producción científica de la temática Ciencia del Deporte, a través de la Colección Principal de Web of Science durante el periodo 2010-2014, examinándose una muestra de 836 artículos. Valorando las principales revistas de publicación, la concentración de artículos en las revistas, los principales autores, el índice h y la tasa de crecimiento. Los resultados obtenidos reflejan el papel que desempeña la temática de Sport Science

Reflections on democracy and bioethics: new democratic and bioethical fundamentalism

Es indudable e irrefutable que la democracia es el mejor sistema de gobierno que existe en el mundo occidental y que gracias a ella, la libertad de expresión permite incluso cuestionarla y ponerla en la balanza de la justicia. De igual manera, la bioética nacida en el mundo de las ciencias biológicas y de la salud, ha trascendido a las humanidades y la sociedad ha tomado consciencia de que vivimos en un planeta no renovable. Sin embargo, no podemos pasar por alto que tanto la democracia como la bioética no han nacido del populus, sino que de una élite que sueña un mundo mejor de acuerdo a sus sueños y no los de la gran mayoría de las personas comunes y corrientes.It is indubitable and irrefutable that democracy is the best government system that exists in the occidental world and that thanks to it, freedom of expression allows to even question it and put it on the justice balance. Similarly, bioethics born in the world of biological and health sciences, has transcended to the humanities and society has become aware that we live in a nonrenewable planet. However, we cannot overlook that both democracy and bioethics are not born from populus, but from an elite who dreams of a better world according to their dreams and not those of the vast majority of ordinary people

Educación y Calidad: Análisis comparativo del desempeño estudiantil en contextos vulnerables en una Provincia de Chile

El Sistema de Medición de la Calidad Escolar (SIMCE) ha demostrado estadísticamente que la educación impartida en nuestras escuelas conlleva un amplio grado de desigualdad en relación con su dependencia, es decir, si son Privadas (con alguna contribución del Estado), Subvencionadas (con contribuciones del Estado directamente a un propietario privado) o Municipal (con contribuciones del Estado directamente a los Municipios que administran uno o un grupo de escuelas consideradas del Estado). A partir de esta realidad, este trabajo se ha planteado como propósito principal, realizar un estudio comparativo del desempeño en la prueba SIMCE, de los estudiantes de cuarto grado de primaria en el municipio de San Antonio de la Región de Valparaíso, en la zona central de Chile. Para alcanzar las metas trazadas, se procede a realizar un análisis estadístico de los puntajes respectivos correspondientes a los años 2002, 2005, 2006, 2007 y 2008. En general, se corrobora que existe una correlación entre el nivel socioeconómico de la escuela y el respectivo rendimiento estudiantil.The School Quality Measurement System (SIMCE) has statistically demonstrated that education delivered in our schools entails wide degrees of unequity related with their dependence, in other words whether they are Privates (with any contribution from the state), subsidized (with contributions from the State directly to a private owner) or Municipal (with contributions from the State directly to the Municipalities which administrate one or a group of schools considered from the state). From this reality, this work has been proposed as the main purpose, to perform a comparative study of the performance in the SIMCE test, of the students of fourth grade of primary school in the municipality of San Antonio of the Valparaíso Region, in the central zone From Chile. To achieve the goals set, we proceed to perform a statistical analysis of the respective scores for the years 2002, 2005, 2006, 2007 and 2008. In general, it is corroborated that there is a correlation between the socioeconomic level of the school and the respective student performance

Modernidad y espacio de sociabilidad: plazas, paseos públicos y feria en la ciudad de Chillán (1848-1874)

El presente estudio tiene como propósito estudiar en la ciudad de Chillán nuevo entre 1848-1874 los espacios de sociabilidad a partir de los aspectos relacionados con las plazas públicas, paseo y la feria, buscaron favorecer la civilidad y moralidad de la población con el objeto de regular los comportamientos y formar buenos ciudadanos acorde a las necesidades de desarrollo y progreso material, económico y cultural.The present study has as purpose to study in the city of Chillán new between 1848-1874 spaces of sociability from the aspects related to the public squares, walk and the fair, sought to favor the civility and morality of the population with the aim of regulate behaviors and form good citizens according to the needs of development and material, economic and cultural progress

Personas con discapacidad y políticas públicas de inclusión educativa en Chile

Introducción: Chile se ve enfrentado en la actualidad a un cambio de paradigma en materia educacional. La Reforma Educativa, hasta el momento, no hace mención a la educación de Personas con Discapacidad y Necesidades Educativas Especiales, que de plasmarse en ley, dejaría a Chile -entre un reducido número de países no desarrollados-, con una educación inclusiva consagrada constitucionalmente. Objetivo: Identificar las políticas de educación inclusiva que amparan a las personas con discapacidad en Chile. Metodología: Artículo de revisión. Se realizó una búsqueda de la literatura en la biblioteca nacional de Chile y Google Scholar. Resultados: Se abordaron las temáticas: sistema educativo chileno, normativa internacional en materia de educación inclusiva, normativa chilena sobre inclusión y normativa chilena sobre educación e inclusividad. Conclusión: A pesar de la normatividad sobre discapacidad existente en Chile, no ha existido una verdadera inclusión de las personas con discapacidad y necesidades educativas especiales en el sistema educativo

Assessment of the Finlay Journal Scientific Production According to the Web of Science

Foundation: bibliometry allows to analize the scientific production of a country, institution or particular author. The best journals worldwide do bibliometric studies to determine if they are competitive with their pairs in a thematic knowledge area. Objective: to evaluate the scientific production of the Finlay Journal in the period 2015-2017. Method: a bibliometric study was realized in which he production analyzed is done during the years 2015 to 2017, the information was extracted up to January 7th 2018, data base from the Web of Science was used. The 144 articles examined were imported to a data base elaborated, with this purpose, using Excel Microsoft. The variables considered were: year of the publication, author’s production, institutions, countries, topics, languages, average quotes per publication and number of authors per article. In addition indicators h, g and e were used. The results were presented in tables in order to be able to evaluate the scientific production of the journal. Results: topics related with internal medicine predominated, the most productive author was Miguel Serra Valdés, also the most prolific institution was the Gustavo Aldereguía Lima University Hospital, Cuba is the country with the highest contribution of articles. Conclusion: the Finlay Journal has progressively been consolidating its quality and impact in the competitive environment within the Web of Science

Incertidumbre en tiempos de hegemonía en crisis.

Uncertainty is part of the life of the human being and it is present in every act that is carried out. Since its origins, humanity is faced with dilemmas and destinies that the Oracles will try to answer. Delphi's oracle did not abandon us and Pythia today speaks to us from science and everyday technology trying to respond to the uncertainty that will never leave the person, where the scissors of Atropos -the inevitable-, do not have enough edge to cut the thread.La incertidumbre es parte de la vida del ser humano y ella se encuentra presente en cada acto que se lleva a efecto. Desde sus orígenes, la humanidad se ve enfrentada a dilemas y destinos que los Oráculos tratarán de responder.
