Nature and the international: towards a materialist understanding of societal multiplicity
The global environmental crisis requires a grasp of how human society interacts with nature, but also, simultaneously, how the world is divided into multiple societies. International Relations has a weak grasp of nature treating it as external to the international – an ‘environment’ to be managed – while environmentalism has a planetary epistemology that occludes the significance of the international. How to break this impasse? While neither Geopolitics nor ‘new materialism’ capture the complex conjuncture of socio-natural and inter-societal dynamics, I argue that Justin Rosenberg’s theorization of the international as ‘the consequences of societal multiplicity’ provides a theoretical opening. If a materialist notion of societal is adopted, ‘societal multiplicity’ allows human-natural and international dynamics to be grasped together. Thus, climate change is not a problem arising exogenously to the international, but something emerging through international dynamics, reciprocally affecting the units, structure and processes of the international system itself

Scaling in Complex Systems: Analytical Theory of Charged Pores
In this paper we find an analytical solution of the equilibrium ion
distribution for a toroidal model of a ionic channel, using the Perfect
Screening Theorem (PST). The ions are charged hard spheres, and are treated
using a variational Mean Spherical Approximation (VMSA) .
Understanding ion channels is still a very open problem, because of the many
exquisite tuning details of real life channels. It is clear that the electric
field plays a major role in the channel behaviour, and for that reason there
has been a lot of work on simple models that are able to provide workable
theories. Recently a number of interesting papers have appeared that discuss
models in which the effect of the geometry, excluded volume and non-linear
behaviour is considered.
We present here a 3D model of ionic channels which consists of a charged,
deformable torus with a circular or elliptical cross section, which can be flat
or vertical (close to a cylinder). Extensive comparisons to MC simulations were
performed.
The new solution opens new possibilities, such as studying flexible pores,
and water phase transformations inside the pores using an approach similar to
that used on flat crystal surfaces
A Hydrophobic Gate in an Ion Channel: The Closed State of the Nicotinic Acetylcholine Receptor
The nicotinic acetylcholine receptor (nAChR) is the prototypic member of the
`Cys-loop' superfamily of ligand-gated ion channels which mediate synaptic
neurotransmission, and whose other members include receptors for glycine,
gamma-aminobutyric acid, and serotonin. Cryo-electron microscopy has yielded a
three dimensional structure of the nAChR in its closed state. However, the
exact nature and location of the channel gate remains uncertain. Although the
transmembrane pore is constricted close to its center, it is not completely
occluded. Rather, the pore has a central hydrophobic zone of radius about 3 A.
Model calculations suggest that such a constriction may form a hydrophobic
gate, preventing movement of ions through a channel. We present a detailed and
quantitative simulation study of the hydrophobic gating model of the nicotinic
receptor, in order to fully evaluate this hypothesis. We demonstrate that the
hydrophobic constriction of the nAChR pore indeed forms a closed gate.
Potential of mean force (PMF) calculations reveal that the constriction
presents a barrier of height ca. 10 kT to the permeation of sodium ions,
placing an upper bound on the closed channel conductance of 0.3 pS. Thus, a 3 A
radius hydrophobic pore can form a functional barrier to the permeation of a 1
A radius Na+ ion. Using a united atom force field for the protein instead of an
all atom one retains the qualitative features but results in differing
conductances, showing that the PMF is sensitive to the detailed molecular

Vibrational Spectra of a Mechanosensitive Channel
We report the simulated vibrational spectra of a mechanosensitive membrane channel in different gating states. Our results show that while linear absorption is insensitive to structural differences, linear dichroism and sum-frequency generation spectroscopies are sensitive to the orientation of the transmembrane helices, which is changing during the opening process. Linear dichroism cannot distinguish an intermediate structure from the closed structure, but sum-frequency generation can. In addition, we find that two-dimensional infrared spectroscopy can be used to distinguish all three investigated gating states of the mechanosensitive membrane channel.
Public administration in an age of austerity:the future of the discipline
Reflecting changes in the nature of governance, some have questioned whether Public Administration is now an historical anachronism. While a legitimate debate exists between sceptics and optimists, this special issue demonstrates grounds for optimism by indicating the continuing diversity and adaptability of the field of Public Administration. In this introduction, we first sketch the variety of intellectual traditions which comprise the field of modern Public Administration. We then consider institutional challenges facing the subject given considerable pressures towards disciplinary fragmentation, and ideological challenges arising from a new distrust of public provision in the UK. Despite these challenges, Public Administration continues to provide a framework to analyse the practice of government and governance, governing institutions and traditions, and their wider sociological context. It can also directly inform policy reform - even if this endeavour can have its own pitfalls and pratfalls for the 'engaged' academic. We further suggest that, rather than lacking theoretical rigour, new approaches are developing that recognise the structural and political nature of the determinants of public administration. Finally, we highlight the richness of modern comparative work in Public Administration. Researchers can usefully look beyond the Atlantic relationship for theoretical enhancement and also consider more seriously the recursive and complex nature of international pressures on public administration
National Security Risks? Uncertainty, Austerity and Other Logics of Risk in the UK government’s National Security Strategy
Risk scholars within Security studies have argued that the concept of security has gone through a fundamental transformation away from a threat-based conceptualisation of defence, urgency and exceptionality to one of preparedness, precautions and prevention of future risks, some of which are calculable, others of which are not. This article explores whether and how the concept of security is changing due to this ‘rise of risk’, through a hermeneutically grounded conceptual and discourse analysis of the United Kingdom government’s national security strategy (NSS) from 1998 to 2011. We ask how risk-security language is employed in the NSS; what factors motivate such discursive shifts; and what, if any, consequences of these shifts can be discerned in UK national security practices. Our aim is twofold: to better understand shifts in the security understandings and policies of UK authorities; and to contribute to the conceptual debate on the significance of the rise of risk as a component of the concept of security
