The aim of this text is to recover the essential features of the academic careerof Mauricio de Almeida Abreu, as professor and researcher, within the changing currents of Geography that faced our generation and the research options he chose. Profound and sagacious lessons are available for both new researchers and old concerning how geographical knowledge is produced, even for those who have no idea about how much effort is expended in this task. The value of research method, the tireless search for sources of information, the organization and analysis of results with a clear view of the intimate relationship between the conceptual basis and the reality evident in the data are highlighted here.Este texto tem como objetivo resgatar traços essenciais da trajetória acadêmicado professor e pesquisador Maurício de Almeida Abreu, tendo em vista os contextos mutantes da Geografia que a nossa geração enfrentou e suas opções como pesquisador. Trata-se de buscar na sua obra lições para os aprendizes de pesquisa e para aqueles que, mesmo não tão novatos, aspiram produzir conhecimento na Geografia, sem suspeitar quanto esforço deve ser investido nesse ofício. Trata-se, sobretudo, de destacar o valor da investigação metódica, da busca incansável pelas fontes de informação, da organização e análise dos resultados com uma visão clara da relação entre a base conceitual e a realidade que se mostra nos dados

Instituições e território. Possibilidades e limites ao exercício da cidadania

In this work we analyze in which way the concrete practice of citizenship is affected by the uneven territorial distribution of institutions which guarantee the access to social rights. We identify the territorial distribution of variables related to part of the institutional apparatus that is available to local societies in Brazil and depend on public agencies and organizations in each municipality. The analysis is divided in three parts. First, we discuss the spatial dimension of the concept of citizenship; secondly, we discuss the importance of the territoriality of institutions; finally, we analyze the distribution of the selected variables, pointing out the conditions for the practice of citizenship in the Brazilian territory

TERRITORIALIDADE E INSTITUCIONALIDADE DAS DESIGUALDADES SOCIAIS NO BRASIL. POTENCIAIS DE RUPTURA E DE CONSERVAÇÃO DA ESCALA POLÍTICA LOCAL

Taking as a central question the problem of the contradiction between the persistence of the social inequality and its simultaneity with “the homogeneous image that Brazilian people have of themselves”, this paper is focused on the political dimension of the territory and its institutions, recovering the municipalities as a political actor and object of analysis. The current context of the ensemble of all Brazilian municipalities, established by the constitution of 1988, was affected by institutional constraints of decentralization and also by the growth of popular participation in the democratic process, and defines an important landmark for reflections about the spatial logic of individual and collective action. The analysis is done in two levels: the conceptu alone, using someconcepts from Giddens’s theory of structuration and also from recent debates on the “new institutionalism”; the empirical one, using selected data about municipal councils and consortia and other institutional resource.Tendo como questão central o problema da contradição entre a persistente desigualdade social e sua convivência “com uma representação homogênea que os brasileiros possuem de si mesmos”, este trabalho enfoca a dimensão política do território e das suas instituições, recuperando o município como sujeito político e objeto de análise. O contexto atual do universo municipal brasileiro, afetado pelas condições institucionais da descentralização e da democracia participativa, estabelecidas na Constituição de 1988, define marcos importantes para uma reflexão sobre as lógicas espaciais da ação individual e coletiva. A análise é feita em dois planos: conceitual, a partir de alguns supostos da teoria da estruturação de Giddens e das discussões recentes do “novo institucionalismo”; empírico, explorando informações selecionadas sobre os Conselhos e os Consórcios municipais e outros recursos institucionais capazes de constituir indicadores das condições de diferenciação do universo municipal brasileiro

The central question of this paper is: does the disorder come as a result of the disobedience towards the order or is it an image of a new order that takes the legal representation as anachronic? Porque é preciso falar de municípios e de geografia política

The problem of spatial delimitation is recurrent in geography and these cuts, like other founding themes of the discipline, never leave the agenda, whatever the new directions and new airs to guide their research and analysis. The objective of this article is to resume and advance the discussion on the municipal area as the life space of society and as the privileged scale of public management and political representation, that is, as the place of voting and the strategies to obtain it. The assumption is that identifying characteristics and differences in the municipal network favors greater knowledge about the links between space, voting and the management of the territory by society. Therefore, at first, we carried out a bibliographic survey in the last seven years of publication of the magazines qualified in geography in stratum A in the Qualis evaluation, with the objective of understanding how the municipality is or is not being discussed as an object of analysis by the geographers. Then, based on secondary data, we reflect on the role of the municipality in the federative structure and in political representation.El problema de los recortes espaciales es recurrente en Geografía y tales recortes, como otros temas fundantes de la asignatura, nunca salen de la agenda, cualesquiera que sean los nuevos caminos y los nuevos enfoquesque guían su investigación y análisis. Este artículo retoma y avanza la discusión sobre el recorte municipal comoespacio de vida de la sociedad y como escala privilegiada de la gestión pública y la representación política, es decir, como lugar del voto y de estrategias para obtenerlo. Se parte del supuesto de que la identificaciónde características y diferencias en la red municipal permite un mayor conocimiento sobre los vínculos entreel espacio, el voto y la gestión del territorio por parte de la sociedad. En primer lugar, hemos realizado unlevantamiento bibliográfico de los últimos siete años de publicación de revistas de Geografía clasificadas en elestrato A del sistema Qualis de la Coordinación de Perfeccionamiento del Personal de Educación Superior de Brasil (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior [CAPES]), para comprender cómo el municipio ha sido o no discutido como objeto de análisis por los geógrafos. Luego de la discusión teórica del proceso de emancipación municipal, reflexionamos, a partir de datos secundarios, sobre el papel del municipio en la estructura federativa y en la representación política.La question des découpages spatiaux est récurrente en Géographie et ces découpages, comme d’autres thèmesfondateurs du sujet, ne quittent jamais l’agenda, quelles que soient les nouvelles voies et les nouvelles approchesqui guident leurs recherches et analyses. Cet article résume et fait avancer la discussion sur le découpagemunicipal comme espace de vie de la société et comme échelle privilégiée de l’administration publique et dela représentation politique, c’est-à-dire comme lieu de vote et de stratégies pour l’obtenir. L’hypothèse est quel’identification des caractéristiques et des différences dans le réseau municipal permet de mieux connaîtreles liens entre l’espace, le vote et la gestion du territoire par la société. O objetivo deste artigo é retomar e avançar a discussão sobre o recorte municipal como o espaço de vida da sociedade e como a escala privilegiada da gestão pública e da representação política, ou seja, como o lugar do voto e das estratégias para obtê-lo. A suposição é que identificar características e diferenças na malha municipal favorece maior conhecimento sobre os nexos entre espaço, voto e gestão do território pela sociedade. Em um primeiro momento, realizamos um levantamento bibliográfico nos últimos sete anos de publicação das revistas qualificadas em geografia no estrato A na avaliação Qualis, com o objetivo de entender de que modo o município está ou não sendo discutido enquanto objeto de análise pelos geógrafos. Depois de uma discussão teórica sobre o processo de emancipação municipal, refletimos, a partir de dados secundários, sobre o papel do município na estrutura federativa e na representação política. &nbsp

O imaginário da pobreza e a implantação industrial no semi-árido nordestino

Il n'est plus possible imaginer la sécheresse comme responsable de la pauvreté dans la Région Nord Est du Brésil. La perspective du rapport entre le climat semi-aride et les problèmes de la région n'est qu'une estratégie politique pour demander recours financiers. Ainsi, l'objectif du texte est d'analyser une échelle de action socio-territorial où les entreprises industriels, malgré le climat et avec les recours disponibles, sont des activitées importantes dans la Région.Resum
