    The Power to Resist: Mobilization and the Logic of Terrorist Attacks in Civil War

    Existing research has argued that terrorism is common in civil war because it is "effective." Surprisingly, however, only some groups use terrorism during civil wars, while many refrain altogether. We also see considerable variation in the use of terrorism over time. This article presents a theory of terrorism as a mobilization strategy in civil war, taking into account benefits, costs, and temporal dynamics. We argue that the choice and the timing of terrorism arise from the interaction between conditions for effective mobilization and battlefield dynamics. Terrorism can mobilize support when it provokes indiscriminate government repression or when it radicalizes rebels' constituency by antagonizing specific societal groups. The timing of attacks, however, is in uenced by battlefield losses, which increase rebels' need to rally civilian support. The analyses of new disaggregated data on rebels' terrorist attacks during con icts (1989-2009) and of ISIS tactics in Iraq and Syria support our theoretical argument

    What explains ethnic organizational violence? Evidence from Eastern Europe and Russia

    Why do some ethnopolitical organizations use violence? Research on substate violence often uses the state level of analysis, or only analyzes groups that are already violent. Using a resource mobilization framework drawn from a broad literature, we test hypotheses with new data on hundreds of violent and non-violent ethnopolitical organizations in Eastern Europe and Russia. Our study finds interorganizational competition, state repression and strong group leadership associated with organizational violence. Lack of popularity and holding territory are also associated with violence. We do not find social service provision positively related to violence, which contrasts with research on the Middle East

    Auxiliary Armed Forces and Innovations in Security Governance in Mozambique’s Civil War

    Who rules during the civil war? This article argues that the concept of armed group governance must be expanded to include auxiliary armed forces linked to rebels or the government. Comparing the organization of rebel and government auxiliaries, the article demonstrates that security governance during war is never static, but evolves over time. Evidence from the civil war in Mozambique (1976–1992) shows that the auxiliary’s origin shapes its initial level of autonomy. Second, auxiliary contribution to battlefield success of one side may induce innovations adopted by auxiliaries on the other.     Non-State Authoritarianism and Diaspora Politics

    Diaspora politics has been celebrated as a form of transnationalism that can potentially challenge authoritarian regimes. Arguably, opposition groups and political activists can mobilize beyond the territorial limits of the state, thus bypassing some of the constraints to political organization found in authoritarian states. The literature on transnational and extraterritorial repression complicates this model, for it shows that states can use strategies of ‘long‐distance authoritarianism’ to monitor, intimidate and harass diasporic populations abroad. Yet, non‐state actors in the diaspora also sometimes use such repressive strategies to mobilize internally, gain hegemony within the diaspora, and marginalize or eliminate internal rivals. This raises the question of whether such activities can be understood as non‐state forms of authoritarianism. Cases of diasporic politics pertaining to Turkey and Sri Lanka are briefly explored with a view to examining how state and non‐state forms of transnational repression can, under some conditions, result in the dynamics of competitive authoritarianism within a diaspora. In such cases, ‘ordinary’ members of the diaspora may become caught between multiple forms of transnational repression in addition to potentially experiencing marginalization and securitization in their new home

    The qualitative transparency deliberations: insights and implications

    In recent years, a variety of efforts have been made in political science to enable, encourage, or require scholars to be more open and explicit about the bases of their empirical claims and, in turn, make those claims more readily evaluable by others. While qualitative scholars have long taken an interest in making their research open, reflexive, and systematic, the recent push for overarching transparency norms and requirements has provoked serious concern within qualitative research communities and raised fundamental questions about the meaning, value, costs, and intellectual relevance of transparency for qualitative inquiry. In this Perspectives Reflection, we crystallize the central findings of a three-year deliberative process—the Qualitative Transparency Deliberations (QTD)—involving hundreds of political scientists in a broad discussion of these issues. Following an overview of the process and the key insights that emerged, we present summaries of the QTD Working Groups’ final reports. Drawing on a series of public, online conversations that unfolded at www.qualtd.net, the reports unpack transparency’s promise, practicalities, risks, and limitations in relation to different qualitative methodologies, forms of evidence, and research contexts. Taken as a whole, these reports—the full versions of which can be found in the Supplementary Materials—offer practical guidance to scholars designing and implementing qualitative research, and to editors, reviewers, and funders seeking to develop criteria of evaluation that are appropriate—as understood by relevant research communities—to the forms of inquiry being assessed.
