Leadership Challenges in Implementing a Balanced Literacy Model in Elementary Schools
The purposes of this study were to conduct a formative evaluation in the third year of one district\u27s implementation of a balanced literacy model to determine the degree of fidelity of implementation as well as to identify successes and challenges experienced by instructional staff. The evaluation model was designed from the constructivist paradigm using Scriven\u27s (1991) goal-free evaluation as a framework. In conducting the evaluation, lesson plans were analyzed, classroom observations were conducted and interviews and focus groups were facilitated. The resulting qualitative data and descriptive statistics revealed implementation gaps and needs in the areas of writing and word study instruction as well as in the use of some resources. Participants identified the materials, release time for planning and increased collaboration as successes, and identified lack of time to plan and to teach, the scope and sequence of the curricula, writing and word study instruction, assessment and professional development as challenges. Leadership behaviors emerged from the evaluation as an important consideration when implementing initiatives; in the end, the literacy model\u27s implementation evaluation served as the context from which leadership challenges at the school and district level emerged

Genus Topology of the Cosmic Microwave Background from the WMAP 3-Year Data
We have independently measured the genus topology of the temperature
fluctuations in the cosmic microwave background seen in the Wilkinson Microwave
Anisotropy Probe (WMAP) 3-year data. A genus analysis of the WMAP data
indicates consistency with Gaussian random-phase initial conditions, as
predicted by standard inflation. We set 95% confidence limits on
non-linearities of -101 < f_{nl} < 107. We also find that the observed low l (l
<= 8) modes show a slight anti-correlation with the Galactic foreground, but
not exceeding 95% confidence, and that the topology defined by these modes is
consistent with that of a Gaussian random-phase distribution (within 95%

Augmentor emissions reduction technology program
Technology to reduce pollutant emissions from duct-burner-type augmentors for use on advanced supersonic cruise aircraft was investigated. Test configurations, representing variations of two duct-burner design concepts, were tested in a rectangular sector rig at inlet temperature and pressure conditions corresponding to takeoff, transonic climb, and supersonic cruise flight conditions. Both design concepts used piloted flameholders to stabilize combustion of lean, premixed fuel/air mixtures. The concepts differed in the flameholder type used. High combustion efficiency (97%) and low levels of emissions (1.19 g/kg fuel) were achieved. The detailed measurements suggested the direction that future development efforts should take to obtain further reductions in emission levels and associated improvements in combustion efficiency over an increased range of temperature rise conditions

Oxidative stress dependent microRNA-34a activation via PI3Kα reduces the expression of sirtuin-1 and sirtuin-6 in epithelial cells
Sirtuin-1 (SIRT1) and SIRT6, NAD(+)-dependent Class III protein deacetylases, are putative anti-aging enzymes, down-regulated in patients with chronic obstructive pulmonary disease (COPD), which is characterized by the accelerated ageing of the lung and associated with increased oxidative stress. Here, we show that oxidative stress (hydrogen peroxide) selectively elevates microRNA-34a (miR-34a) but not the related miR-34b/c, with concomitant reduction of SIRT1/-6 in bronchial epithelial cells (BEAS2B), which was also observed in peripheral lung samples from patients with COPD. Over-expression of a miR-34a mimic caused a significant reduction in both mRNA and protein of SIRT1/-6, whereas inhibition of miR-34a (antagomir) increased these sirtuins. Induction of miR-34a expression with H2O2 was phosphoinositide-3-kinase (PI3K) dependent as it was associated with PI3Kα activation as well as phosphatase and tensin homolog (PTEN) reduction. Importantly, miR-34a antagomirs increased SIRT1/-6 mRNA levels, whilst decreasing markers of cellular senescence in airway epithelial cells from COPD patients, suggesting that this process is reversible. Other sirtuin isoforms were not affected by miR-34a. Our data indicate that miR-34a is induced by oxidative stress via PI3K signaling, and orchestrates ageing responses under oxidative stress, therefore highlighting miR-34a as a new therapeutic target and biomarker in COPD and other oxidative stress-driven aging diseases
Formality and informality in the summative assessment of motor vehicle apprentices: a case study
This article explores the interaction of formal and informal attributes of competenceâbased assessment. Specifically, it presents evidence from a small qualitative case study of summative assessment practices for competenceâbased qualifications within apprenticeships in the motor industry in England. The data are analysed through applying an adaptation of a framework for exploring the interplay of formality and informality in learning. This analysis reveals informal mentoring as a significant element which influences not only the process of assessment, but also its outcomes. We offer different possible interpretations of the data and their analysis, and conclude that, whichever interpretation is adopted, there appears to be a need for greater capacityâbuilding for assessors at a local level. This could acknowledge a more holistic role for assessors; recognise the importance of assessorsâ informal practices in the formal retention and achievement of apprentices; and enhance awareness of inequalities that may be reinforced by both informal and formal attributes of assessment practices
Towards Locating the Brightest Microlensing Events on the Sky
It is estimated that a star brighter than visual magnitude 17 is undergoing a
detectable gravitational microlensing event, somewhere on the sky, at any given
time. It is assumed that both lenses and sources are normal stars drawn from a
standard Bahcall-Soneira model of our Galaxy. Furthermore, over the time scale
of a year, a star 15th magnitude or brighter should undergo a detectable
gravitational lens amplification. Detecting and studying the microlensing event
rate among the brightest 10 stars could yield a better understanding of
Galactic stellar and dark matter distributions. Diligent tracking of bright
microlensing events with even small telescopes might detect planets orbiting

School-to-work transition services: marginalising âdisposableâ youth in a state of exception?
Disadvantaged young people often inhabit a dangerous space: excluded from education, training and employment markets; constructed as disposable; and cast out as âhuman wasteâ (Bauman, 2004). There are many macro-level analyses of this catastrophic trend, but this paper provides insights into some of the everyday educational micro-practices which contribute to such marginalisation. It presents findings from a study of a national school-to-work transition service in England, in a context not only of neo-liberal policies but also of severe austerity measures. The data reveal processes of triage, surveillance and control â driven by governmental and institutional targets â which denied many young people access to the service, including some of the most vulnerable. Beneath a rhetoric of social inclusion, the service in fact acted as a conduit into a dangerous space of exclusion. Drawing on the work of Butler and of Agamben, the article argues innovatively that such practices may represent an encroaching state of exception, in which more or less subtle forms of governmentality are gradually being supplanted by the more overt exercise of sovereign power
