    Theoretical aspects of local government and community action

    A study on community development and governance in the rural areas of the then Rhodesia.The present study is an attempt to relate community action and local government as two phases of the policy community development in Rhodesia, to international thinking in this field. The outline is confined to the African rural areas since it was in this section that the policy originated, and where the problems of underdevelopment were most pressing.1 These areas in 1969, comprised some 44,95 million acres or forty-seven percentage of the whole country.2 They housed 3 118 500 or sixty-five percentage of the African and sixty-two percentage of the total population.3 The natural rate of increase among Africans in Rhodesia in 1969 was 3,4 percentage, representing four times the natural rate of growth among other sections. In the same year, the African rural areas produced about thirty-seven percentage of the agricultural output of the country.4 The organisation which prevailed in the African rural areas at the beginning of 1970, was predominantly tribal. There was steady contact, however, with western civilized standards in the towns and cities. Studies had shown that between forty-seven and sixty-five percentage of adult males might be away at any one time on migrant labour.5 Seventy percentage of the African adult population were functionally illiterate.6 By 1970 about eighty percentage of African children were receiving education.7 European- style clothing, brick built homes, transistor radios, tractors and African- owned stores, bore evidence to the changes taking place in the peasant system. The productivity of the tribal lands, however, remained at a subsistence level. The Secretary for Agriculture in his report for 1968 commented that the African rural areas were "not yielding anything like their potential”. The problem was "to change the outlook from a subsistence one to something more progressive”.8 The policy of community development was one of several approaches from which the problem of improving conditions in the African rural areas was being tackled. Other strategies concerned the primary development of underdeveloped districts, the construction of large and small-scale irrigation schemes, and the promotion of industry in these areas

    Burnout In Radiation Therapy: Examining The Six Leading Influences

    Recent studies are highlighting the dangers of burnout amongst healthcare workers, including radiation therapists. Since burnout is associated with an increase in medical errors (Sanchez-Reilly, 2013), it affects both the well-being of the patient and patient satisfaction scores, which are important to a hospital’s reputation. Burnout has a positive correlation with job dissatisfaction and increased employee turnover, making it both a financial and quality issue. Organizations acknowledge that burnout leads to unhappy employees, and unhappy employees are less likely to be engaged in their work, thereby not producing the best “products” (Sehlen, 2009). By examining which components seem to be the most influential on pronounced expressions of burnout, leadership can focus on reducing the major influences effect on their employees. The purpose of my mixed methods study was to discover which of the six influences were most powerful in impacting burnout in radiation therapists, and how oncology leadership could manipulate workplace factors to provide a better work environment for radiation therapists. The study involved the use of two validated survey tools, the Maslach Burnout Inventory (MBI-HSS) and the Areas of Work-life scale to determine what level of burnout was evident in the radiation therapists (RTs) at Sharp Healthcare, and which work-life factors seem to be most influential in causing burnout. Demographic information was also gathered with the MBI survey. Qualitative data was also collected though structured interviews with the radiation oncology leadership, by examining the group results of the surveys and offering suggestions on organizational changes for improvement. The results of the burnout survey (MBI-HSS) showed a moderate score for Emotional Exhaustion (EE), a low score for Depersonalization (DP) and a high score for Personal Accomplishment (PA). The MBI scores for the RTs at Sharp scored more favorable than the national norms in all sections. The results for the AWL indicated that the Sharp RTs show a positive job-person fit, scoring above the value of 3 in all six areas of work-life. Chi squared tests showed strong significance of the demographic information collected, such as age, education, employment status, gender and years of experience, and therefore the null hypothesis was rejected. One-way ANOVA showed linear correlations with all demographic determinants except for age. Qualitative data collected through structured interviews examined the group results for both surveys with the oncology leaders for insight on the results, and for suggestions on organizational change to reduce burnout. The leader’s common suggestions indicated that a greater involvement of the RTs in department decisions could help reduce expression of burnout due to the influence of control in the workplace. A greater focus on workload and department staffing was also suggested by the leader majority to account for overtime and accommodate unpredictable cases, which adds to the workload burden of regular staff RTs

    Supercritical Conversion Of The 3rd Blue Phase To The Isotropic-Phase In A Highly Chiral Liquid-Crystal

    The results of two independent experiments in the vicinity of the “transition” from the third blue phase ( BPIII) to isotropic phase ( I) are reported for a highly chiral liquid crystal. Heat capacity measurements using a high-resolution calorimeter and dynamic light-scattering measurements using circularly polarized light have been performed. The data show a continuous evolution of BPIII into I with no critical fluctuations. This is strong evidence that the BPIII-I transition in this compound is supercritical, indicating that the BPIII and I phases possess the same macroscopic symmetry

    Forgiveness and interpersonal skills in same-sexed friendships

    Although forgiveness is a largely interpersonal process, little research has examined the relationship between forgiveness and the interpersonal skills that may be important in forgiving another for an offence. The current study addressed this issue by investigating the relationship between forgiveness and interpersonal skills in same-sexed friendships among a community sample of 210 people (mean age 38.32 years). Each participant completed the Heartland Forgiveness Scale (Thompson et al., 2005), which assesses forgiveness of self, others, and situations; and the same-sex friend version of the Interpersonal Competence Questionnaire (Buhrmester, Furman, Wittenberg, & Reis, 1988) which assesses skills in initiation, negative assertion, self-disclosure, emotional support, and conflict management. Positive correlations were found between all five interpersonal skills and the three types of forgiveness, with only the relationship between forgiveness of others and negative assertion failing to reach significance. Separate hierarchical regressions were conducted to predict each type of forgiveness, with age and gender entered at Step 1 and the interpersonal skills variables entered at Step 2. Age, initiation skills, and conflict management skills each contributed uniquely to the prediction of all three types of forgiveness.     Understanding 3D mid-air hand gestures with interactive surfaces and displays: a systematic literature review

    3D gesture based systems are becoming ubiquitous and there are many mid-air hand gestures that exist for interacting with digital surfaces and displays. There is no well defined gesture set for 3D mid-air hand gestures which makes it difficult to develop applications that have consistent gestures. To understand what gestures exist we conducted the first comprehensive systematic literature review on mid-air hand gestures following existing research methods. The results of the review identified 65 papers where the mid-air hand gestures supported tasks for selection, navigation, and manipulation. We also classified the gestures according to a gesture classification scheme and identified how these gestures have been empirically evaluated. The results of the review provide a richer understanding of what mid-air hand gestures have been designed, implemented, and evaluated in the literature which can help developers design better user experiences for digital interactive surfaces and displays

    How analysts think: navigating uncertainty – aspirations, considerations and strategies

    While there has been considerable research in understanding the process of sense making in criminal intelligence analysis as well as the formulation of arguments in the domain of law, there remain gaps in our understanding of how to move seamlessly from the fluidity of the sense making activities to the rigour of argumentation construction. This matter is complicated further with high uncertainty which accompanies sense making and which propagates through to the rigour that accompanies argumentation. This paper attempts to understand how Criminal Intelligence Analysts navigate uncertainty from fluidity to rigour constructs and outlines some of the considerations and strategies deployed by the Criminal Intelligence Analyst to reach, or increase, certainty at a given point in time during the analysis process. This paper concludes by proposing preliminary suggestions with the aim to narrow the gaps in this journey from fluidity to rigour, at least, marginall

    Supporting the externalisation of thinking in criminal intelligence analysis

    At the end of the criminal intelligence analysis process there are relatively well established and understood approaches to explicit externalisation and representation of thought that include theories of argumentation, narrative and hybrid approaches that include both of these. However the focus of this paper is on the little understood area of how to support users in the process of arriving at such representations from an initial starting point where little is given. The work is based on theoretical considerations and some initial studies with end users. In focusing on process we discuss the requirements of fluidity and rigor and how to gain traction in investigations, the processes of thinking involved including abductive, deductive and inductive reasoning, how users may use thematic sorting in early stages of investigation and how tactile reasoning may be used to externalize and facilitate reasoning in a productive way. In the conclusion section we discuss the issues raised in this work and directions for future work
