    Fairness Issues in Negotiation: Structure, Process, Procedures and Outcome

    One of the objectives of IIASA's Project on the Processes of International Negotiation PIN) is to examine how fair and mutually beneficial agreements on transboundary environmental problems can be reached, especially between parties who each wish to satisfy their own interests and their own criteria of fairness and equity which may not coincide. Scientifically reasoned solutions to transboundary problems -- the type that IIASA models often generate -- may represent ideal answers, but are practical only if they satisfy the disputants' principles of justice and fairness. Thus, a critically important dimension of negotiation analysis must be to identify these basic principles and assess the opportunities for convergence in fairness beliefs among disputants. If this can be accomplished, the scientific tools used to explore alternate scenarios and strategies can be more sharply honed to reflect the realities of national interests and acceptability by framing the problem and reasonable solutions in a practical light. This paper reviews the literature and develops a framework for conceptualizing the role played by fairness in international negotiation. It is planned that applications of this framework will be performed concerning transboundary environmental conflicts. A prime candidate for application will be the case of long-range transboundary air pollution in Europe, where PIN Project staff can collaborate with analysts working on IIASA's Regional Acidification Information and Simulation (RAINS) model

    How To Improve MRP Systems To Reduce Cost And Deliver Satisfaction To Customer: A Case Study

    This paper is report of an application integrated in an MRP system and implemented to reduce inventory and its costs. The current system problems were the time needed to develop order packages, abiding by the business rules for order packages, and the animosity the current methods was creating between the supply chain and manufacturing. A package tool was created to help solve these problems. The package tool allows users to select criteria and view exception reports. Implementing this tool resulted in a dramatic increase in meeting customer requested shipping dates and decreased the amount of time spent developing order packages. Use of the tool also resulted in greater compliance with the business rules. Payback occurred in 3.69 months. This experience proves that creative thinking can result in BRP that pays

    The Apparent Madness of Crowds: Irrational collective behavior emerging from interactions among rational agents

    Standard economic theory assumes that agents in markets behave rationally. However, the observation of extremely large fluctuations in the price of financial assets that are not correlated to changes in their fundamental value, as well as the extreme instance of financial bubbles and crashes, imply that markets (at least occasionally) do display irrational behavior.     Negotiating the Acid Rain Problem in Europe: A Fairness Perspective

    A major problem in tackling many environmental issues, transboundary and global in particular, is the fundamental fairness concerns involved. These arise from the wide differences among countries in responsibility for the problems at hand and the degree to which they are affected by them, and the difficulty of distributing fairly the costs and benefits of regulations among parties whose interests in and ability to pay for an agreement vary drastically. The acid rain negotiations in Europe is a prime case demonstrating that substantial emission reduction strategies must, among the core requirements involved, be viewed as fair if they are to be politically feasible and accepted, implemented, and honored in the long run. Research to date, however, has focused almost exclusively on the analysis and generation of options which are effective in economic and, more recently, environmental terms. The study discusses the general fairness issues involved in attempts to control and reduce sulfur and nitrogen dioxide emissions in Europe, through negotiation in particular. The nature and some implications of the diverse principles underlying proposed strategies for managing the transboundary air pollution problem are analyzed. Explored is the potential applicability of certain analytic problem-solving tools in helping to bridge or reconcile, in a negotiation process, opposing positions regarding "fair" emission abatement strategies in Europe

    Psychophysical Evaluation of a Sanshool Derivative (Alkylamide) and the Elucidation of Mechanisms Subserving Tingle

    Previous studies investigated the neural and molecular underpinnings of the tingle sensation evoked by sanshool and other natural or synthetic alkylamides. Currently, we sought to characterize the psychophysical properties associated with administration of these compounds. Like other chemesthetic stimuli, the synthetic tingle analog isobutylalkylamide (IBA) evoked a sensation that was temporally dynamic. Repeated IBA application at short (30 sec) interstimulus intervals (ISI) resulted in a tingle sensation that increased across trials. Application at longer ISIs (∌30 min) resulted in a sensation of decreased intensity consistent with self-desensitization. Prior treatment with the TRPV1 or TRPA1 agonists, capsaicin and mustard oil did not cross-desensitize the tingle sensation evoked by IBA suggesting that neither TRPV1 nor TRPA1 participate in the transduction mechanism sub-serving tingle. When evaluated over 30-min time period, lingual IBA evoked a sensation that was described initially as tingling and pungent but after approximately 15 min, as a cooling sensation. Further, we found that the sensation evoked by lingual IBA was potentiated by simultaneous application of cold (0°C) and cool (21°C) thermal stimuli but was unaffected by warm (33°C) and hot (41°C) temperatures. Finally, to test the hypothesis that the tingling sensation is subserved by the activation of mechanosensitve fibers, we evaluated lingual tactile thresholds in the presence and absence of lingual IBA. The presence of IBA significantly raised lingual tactile thresholds, whereas capsaicin did not, identifying a role for mechanosensitive fibers in conveying the tingle sensation evoked by sanshool-like compounds. Collectively, these results show that lingual alkylamide evokes a complex sensation that is temporally dynamic and consistent with in vitro and in vivo experiments suggesting these compounds activate mechanosensitve neurons via blockade of KCNK two-pore potassium channels to induce the novel tingling sensation
