    The Scope and Sequence of English for Specific Purposes – ESP for Political Sciences at South East European University

    This research paper shows the importance of English as a Foreign Language integrated in the curriculum of South East European University. After finishing the Basic English levels, students continue with English for Specific Purposes. The paper emphasizes the design of the course of English for Specific Purposes to students at Political Sciences Department. In order to prepare students begin their professional career path in government, ministries, state and local government agencies, municipalities, public institutions, political parties and non-profit organizations, faculty staff teaching professional subjects and students were conducted for target vocabulary of the course. The students were interviewed on their preference on skills and the results showed that the speaking skills and debates would be more beneficial for their future career. In the scope and sequence of English for Specific Purposes 1 and 2 were included the goals of the course, objectives, topics, assignments, materials and target vocabulary. Based on the topics the materials for the courses were selected and Course Readers were prepared for the students. Most of the materials were found in internet, various English books and English version web sites of Government in the Republic of Macedonia and the Ministries

    The impact of the Covid-19 pandemic on the growth of online businesses in Kosovo is a topic that is treated in this paper. Due to the fall in economic activity brought on by the economy's closure, the COVID-19 pandemic inevitably had a negative impact on the Kosovar economy, just like it has on other nations around the world. The requirement for enterprises to undergo a digital transformation has been considerably expedited by Covid-19, which has had a tremendous impact on businesses, society, and the economy in general. E-commerce is based on the idea of conducting business more effectively and quickly online. Giving clients access to the company's computer system allows them to modify the product and service to their specifications and ensure on-time delivery. These automated tailored services have a significant financial impact on enterprises by boosting earnings and lowering operating expenses. This paper seeks to shed light on the Covid-19 pandemic's effects on Kosovo's internet commerce growth. For this reason, a survey was conducted online, with 251 respondents selecting the appropriate sample using a non-random selection approach. The results show that Covid-19 appears to have had a favorable effect on the growth of online businesses in Kosovo. The Covid pandemic has positively impacted the growth of online enterprises in Kosovo, and the 24/7 accessibility of the online business has positively impacted the increase in sales volume, according to the results of the hypothesis testing. The paper primarily describes how the Covid-19 epidemic affected the growth of online enterprises in Kosovo

    From the very creation of the human beings, history makes us, the human beings, almost never satisfied with each other, thus, instead leaving a ’wonderful’ spiritual and physical inheritance to humanity, which like it or not, mainly can be defined as disastrous, due to the ancient desire to possess more than we deserve. In a magnificent way the author of this novel, Edward Morgen Forster, extremely realistically described the occupation of India by the British Raj-rule- dating from 1858 – 1947. The main idea prevailing throughout the whole book is the tendency of the Indians to show hospitality of their people and country. On the other hand, the British, rather meanly were extremely successful in showing themselves as the owners of everything in and about India. The novel tells the very interesting relations among the protagonists, furthermore the extremely beautiful landscapes of India, by giving the majority of them an appropriate meaning. As far as the main characters are concerned, they are divided, as with a knife in two extremes, the good ones and the bad ones. Consequently, this brilliant novel, achieves its aim by the extremely interesting dialogues among the characters through which the reader understands every single happening and message of the main idea. Having read the book the reader solves any kind of dilemma that might appear

    The right to appeal, respectively the right on complaint as per our legal vocabulary, constitutes the basic trunk of the second phase of court decisions in a certain procedure, in particular the criminal proceedings. The aim of this paper is to emphasize the main notions of appeal, but also in other aspects through the comparative description it aims to bring more clarity in differences and similarities that exist in between the appeal which is used in our criminal proceedings and the appeal which is used in the criminal proceedings that take place in the supranational courts. It is known that in courts which consist of international elements, the appeal is positioned in a more advanced level, due to the fact that there are grounds of suspicion used over every element that could be used in any national criminal proceedings. Overall, in any place of the world, the appeal has the goal to remedy court decisions brought by the court of first instance, while, in the procedural aspect it has more or less differences depending on the regulations of criminal procedures of that state.   Such difference due to the diversity of the legal systems today are also accepted as the universal legal value, since establishment of international tribunals provides the best practice in this field

    Razvoj pravnog okvira kaznenog zakonodavstva za zaštitu okoliša: primjer Kosova

    Criminal legislation on environmental protection has undergone a natural evolution of development, with continuous qualitative changes in order to provide the most advanced approach to protection of the environment. The criminal legal framework for environmental protection in Kosovo has been exposed to these constant changes, which is reflected in all applicable laws in this field since 1977. This paper aims to highlight the manner of such development, respectively to describe the characteristics that have distinguished the legal framework for environmental protection, from the Criminal Law of 1977 to the currently applicable Criminal Code of Kosovo. The paper also sets out to cover the similarities and differences that these laws, namely criminal codes, have had over the years. In this study we used the qualitative method of legal analysis and comparison, and a review of relevant literature. Based on the results of this study, it can be concluded that the criminal legal framework regarding environmental protection has been continuously developed and undergone significant qualitative changes over the years. Initially, the criminal law rules for environmental protection in Kosovo appeared with the Criminal Law of 1977, but due to political circumstances, these rules remained unchanged and without any impact on the objective reality. During the time of international administration, and the issuance of the Provisional Criminal Code of Kosovo, some types and elements of these criminal offenses were inherited from the environment sector, but in general, the criminal legal framework has changed radically, taking as its reference the international standards and legal solutions provided by states with legislation developed in this field. Following Kosovo’s declaration of independence, and even with the adoption of two criminal codes, the chapter on criminal offenses against the environment has been preserved and has not undergone any significant changes other than full recognition of the responsibility of legal entities for all criminal offenses.Kazneno zakonodavstvo za zaštitu okoliša prošlo je svoju prirodnu evoluciju kontinuiranim kvalitativnim izmjenama koje su vodile oblikovanju što naprednijeg pristupa zaštiti okoliša. Kazneno-pravni okvir za zaštitu životne sredine na Kosovu bio je izložen stalnim promjenama, što je vidljivo iz relevantnih zakona iz ovog područja od 1977. godine do danas. Cilj je ovog rada opisati taj razvoj, odnosno opisati sličnosti i razlike pravnih okvira i relevantnih kaznenih zakona za zaštitu okoliša, od Kaznenog zakona iz 1977. godine do Kaznenog zakona Kosova koji je trenutno na snazi. Korištena je kvalitativna metoda komparativne pravne analize kao i analiza postojeće literature. Na temelju rezultata može se zaključiti da se kazneno-pravni okvir u ovom području kontinuirano razvijao, prolazeći značajne kvalitativne promjene kroz godine. U početku su se kazneno-pravna pravila za zaštitu okoliša na Kosovu pojavila s Kaznenim zakonom iz 1977. godine, ali su zbog političkih okolnosti ostala nepromijenjena i bez ikakvog stvarnog utjecaja. U vrijeme međunarodne uprave, donošenjem Privremenog kaznenog zakona Kosova, neke vrste i elementi ovih kaznenih djela preuzeti su iz pravnog područja životne sredine, no kazneno pravni okvir se i radikalno promijenio, prije svega zbog preuzimanja međunarodnih standarda i zakonskih rješenja od država s razvijenim zakonodavstvom u ovom području. Nakon proglašenja neovisnosti, iako su donijeta dva kaznena zakona, poglavlje o kaznenim djelima protiv okoliša je sačuvano i nije doživjelo bitnije promjene osim potpunog priznavanja odgovornosti pravnih osoba za sva kaznena djela

    Brain Drain Phenomenon in Western Balkan Countries with Special Emphasis in Kosovo, Macedonia and Albania

    The main aim of this paper is to investigate the causes and consequences of the brain – drain phenomenon in Western Balkan Countries with special emphasis in Kosovo, Macedonia and Albania. Brain Drain phenomenon has begin  to be overwhelming due to the fears of migration of the young and educated workforce  as the youth do not see prospects in the countries of origin. Due the lack of data we try to represent only the problems that may cause the phenomenon of the “brain – drain”, in the countries that are taking into consideration We go through analysis of some main indicators such us:(i) high unemployment rate for degree holders (ii) skilled mismatch in labor market, (iv) luck of opportunity for career advancement, (v) salaries. Regarding the review of related literature and our statistical analysis we came in conclusion that the ambitious expectations of students for the future necessarily require re-thinking of the current choice. This implies at the same time the demand for the development of quality education and professional training geared to the socio-economic needs of the country.
