    Formed in 1995, the Laotian Organizing Project builds trust and leadership among Laotian refugees in Richmond, California. Richmond is home to a growing number of Laotian refugees from tribal groups that do not have a history of interacting and for whom getting involved is both new and scary. But, faced with over 350 industrial facilities and issues such as a lack of affordable housing or living-wage jobs, community members are speaking out and challenging traditional tribal conflicts and beliefs.     Parental care and the development of the parent offspring conflict in discus fish (Symphysodon spp.)

    Parental care has evolved across the animal kingdom to increase the probability of offspring surviving in an environment fraught with danger. While parental care is common among mammals and birds, it is relatively rare in fish with the vast majority of fish showing no form of parental care at all, whilst those that do, often just provide parental care to developing eggs pre-hatch. The provision of parental care in discus fish (Symphysodon spp.) is, therefore, interesting in that parents provide mucus to offspring as a source of nutrition during the first few weeks of care. In mammals this post-birth provision of parental care can lead to the development of the parent offspring conflict. It is, however, possible that this conflict is also present in discus fish. This thesis examines both the interesting parental care strategy of discus fish along with the potential for the parent offspring conflict to develop. To examine the dynamics of parental care in discus fish, a range of behavioural and mucus composition studies were carried out. The analysis of mucus revealed that similar to mammals, parents provided offspring with an initial high quantity of nutritional and non-nutritional factors including antibodies (IgM), essential ions and hormones. Behavioural studies also revealed that initially parents were highly diligent in providing care to offspring but that after two weeks of care, the behaviour of parents changed making it harder for offspring to obtain mucus. At this point a weaning period was initiated where offspring began spending less time with parents and more time foraging for external food sources. The initiation of this weaning period suggests the presence of the parent offspring conflict and indicates that a point is reached where the energetic demands of offspring are too great and that energy is better invested in to future offspring. Research into the bite size and feeding rate of fry suggest that during the weaning period fry could demand excessive amounts of mucus, which may be energetically unsustainable leading to the observed offspring avoiding behaviour of parents. As parental care behaviour is known to be intimately associated with mate choice, mate choice behaviour was also assessed in discus fish with the hypothesis that the ability to provide mucus would be selected for by prospective mates. While my dietary experiment did not influence mucus quality, the mate choice experiment did reveal the importance of hierarchies in discus fish, indicating that dominant individuals were significantly more likely to pair than subordinates. This is similar to that observed in closely related cichlids where the ability to be dominant and protect a territory was indicative of the ability to successfully raise offspring. In conclusion, the parental care behaviour of discus fish appears to share more similarities with that seen in mammals than that observed in fish. The implications of these findings indicate that parental care in discus fish could be a new model of parent offspring conflict hitherto unseen in fish which could ultimately help our understanding of the evolution of parental care in fish.Leverhulme trus

    Protecting mobile money customer funds in civil law jurisdictions

    The provision of financial services through mobile phones is a powerful tool to foster financial inclusion, and thus economic growth, in developing countries. However, it raises important regulatory issues. Given the vulnerability of most potential customers of these services, the protection of customer funds is important. In common law countries, trust accounts are an effective response to these concerns. In civil law jurisdictions however, in the absence of trusts, protection of customer funds is more difficult. This paper identifies the theoretical and practical problems that regulators in civil law jurisdictions might face when trying to protect customer funds and explores how fiduciary contracts, mandate contracts and direct regulation might be used to achieve this goal. It offers a series of practical recommendations for policymakers in developing countries that provide a range of regulatory options that combine private law and regulation

    Stereoelectronic effects on the binding of neutral Lewis bases to CdSe nanocrystals

    Using P-31 nuclear magnetic resonance (NMR) spectroscopy, we monitor the competition between tri-nbutylphosphine (Bu3P) and various amine and phosphine ligands for the surface of chloride terminated CdSe nanocrystals. Distinct P-31 NMR signals for free and bound phosphine ligands allow the surface ligand coverage to be measured in phosphine solution. Ligands with a small steric profile achieve higher surface coverages (Bu3P = 0.5 nm(-2), Me2P-n-octyl = 2.0 nm(-2), NH2Bu = >3 nm(-2)) and have greater relative binding affinity for the nanocrystal (binding affinity: Me3P > Me2P -n-octyl similar to Me2P -n-octadecyl > Et3P > Bu3P). Among phosphines, only Bu 3 P and Me2P-n-octyl support a colloidal dispersion, allowing a relative surface binding affinity (K-rel) to be estimated in that case (K-rel = 3.1). The affinity of the amine ligands is measured by the extent to which they displace Bu3P from the nanocrystals (K-rel: H2NBu similar to N-n-butylimidazole > 4-ethylpyridine > Bu3P similar to HNBu2 > Me2NBu > Bu3N). The affinity for the CdSe surface is greatest among soft, basic donors and depends on the number of each ligand that bind. Sterically unencumbered ligands such as imidazole, pyridine, and n-alkylamines can therefore outcompete stronger donors such as alkylphosphines. The influence of repulsive interactions between ligands on the binding affinity is a consequence of the high atom density of binary semiconductor surfaces. The observed behavior is distinct from the self-assembly of straight-chain surfactants on gold and silver where the ligands are commensurate with the underlying lattice and attractive interactions between aliphatic chains strengthen the binding

    Epidemiological evidence indicates an inverse association between nut consumption and obesity, inflammation, hyperlipidaemia and glucose intolerance. We investigated effects of high oleic peanut consumption vs. a nut free diet on adiposity and cardio-metabolic risk markers. In a randomised cross-over design, 61 healthy subjects (65 ± 7 years, body mass index (BMI) 31 ± 4 kg/m2) alternated either high oleic peanuts (15%–20% of energy) or a nut free diet for 12 weeks. Body composition and mass, waist circumference, C-reactive protein (CRP), lipids, glucose and insulin were assessed at baseline and after each phase. Repeated measures analysis of variance (ANOVA) compared the two diets. Consistent with other nut studies, there were no differences in lipids, CRP, glucose and insulin with peanut consumption. In contrast, some reports have demonstrated benefits, likely due to differences in the study cohort. Energy intake was 10% higher (853 kJ, p < 0.05), following peanut consumption vs. control, attributed to a 30% increase in fat intake (p < 0.001), predominantly monounsaturated (increase 22 g, p < 0.05). Despite greater energy intake during the peanut phase, there were no differences in body composition, and less than predicted increase (0.5 kg) in body weight for this additional energy intake, possibly due to incomplete nutrient absorption and energy utilisatio

    Is there any Evidence for Regional Atmospheric 14C Offsets in the Southern Hemisphere?

    Center for Accelerator Mass Spectrometry (CAMS) Tasmanian huon pine (Lagarostrobos franklinii) decadal measurements for the interval AD 745–855 suggest a mean interhemispheric radiocarbon offset (20 ± 5 yr), which is considerably lower than the previously reported mean interhemispheric offset for the last 2 millennia (44 ± 17 yr). However, comparable University of Waikato (Wk) New Zealand kauri (Agathis australis) measurements show significantly higher values (56 ± 6 yr), suggesting the possibility of a temporary geographic (intrahemispheric) offset between Tasmania, Australia, and Northland, New Zealand, during at least 1 common time interval. Here, we report 9 new Wk Tasmanian huon pine measurements from the decades showing the largest huon/kauri difference. We show statistically indistinguishable Wk huon and Wk kauri 14C ages, thus dispelling the suggestion of a 14C geographic offset between Tasmania and Northland

    Dynamic Evolution of Toll-Like Receptor Multigene Families in Echinoderms

    The genome sequence of the purple sea urchin, Strongylocentrotus purpuratus, a large and long-lived invertebrate, provides a new perspective on animal immunity. Analysis of this genome uncovered a highly complex immune system in which the gene families that encode homologs of the pattern recognition receptors that form the core of vertebrate innate immunity are encoded in large multigene families. The sea urchin genome contains 253 Toll-like receptor (TLR) sequences, more than 200 Nod-like receptors and 1095 scavenger receptor cysteine-rich domains, a 10-fold expansion relative to vertebrates. Given their stereotypic protein structure and simple intron-exon architecture, the TLRs are the most tractable of these families for more detailed analysis. A role for these receptors in immune defense is suggested by their similarity to TLRs in other organisms, sequence diversity, and expression in immunologically active tissues, including phagocytes. The complexity of the sea urchin TLR multigene families is largely derived from expansions independent of those in vertebrates and protostomes, although a small family of TLRs with structure similar to that of Drosophila Toll can be traced to an ancient eumetazoan ancestor. Several other echinoderm sequences are now available, including Lytechinus variegatus, as well as partial sequences from two other sea urchin species. Here, we present an analysis of the invertebrate deuterostome TLRs with emphasis on the echinoderms. Representatives of most of the S. purpuratus TLR subfamilies and homologs of the mccTLR sequences are found in L. variegatus, although the L. variegatus TLR gene family is notably smaller (68 TLR sequences). The phylogeny of these genes within sea urchins highlights lineage-specific expansions at higher resolution than is evident at the phylum level. These analyses identify quickly evolving TLR subfamilies that are likely to have novel immune recognition functions and other, more stable, subfamilies that may function more similarly to those of vertebrates

    AUTONOMOUS MANEUVERING: A DEFENSE ADVANTAGE FOR AFSOC AIRCRAFT

    The U.S. military continues to operate in increasingly complex security environments and can no longer expect uncontested or dominant superiority in every domain. Aircraft operated by special operations forces (SOF) need improved defensive capabilities to support missions in non-permissive environments. Integrating automation and human-machine teaming into existing defensive capabilities may reduce threat reaction time and increase the effectiveness of defensive maneuvers in manned and unmanned aircraft configurations. This thesis examines the value of aircraft maneuvering as part of a threat reaction to identify situations where human intervention negatively affects timing and accuracy. It also considers opportunities to replicate Merlin Labs' approach to flight automation and incorporate a machine-trained system capable of performing defensive maneuvers into existing aircraft. The analysis indicates aircraft maneuvering is critical to an effective threat reaction, and automating select operator actions can increase survivability against certain surface-to-air threats. This thesis recommends a renewed focus on defensive capabilities for SOF aircraft and endorses integrating onboard autonomous systems into traditionally manned platforms to improve defensive threat reactions.     The Regulation of Mobile Money in Malawi

    Mobile money describes the use of mobile phones to pay bills, remit funds, deposit cash, and make withdrawals using e-money issued by banks and non-bank providers such as telecommunication companies. This service currently exists in over 80 developing countries and is growing rapidly, particularly in Africa. It is enabling many people without access to financial services—known as the unbanked—to access an increasing range of financial services, from payments, to savings and loans. Regulatory frameworks need to respond to mobile money in two particular ways. First, regulators need to take an ‘enabling approach’, which involves a variety of activities that aim to help mobile money to grow safely. Second, regulators need to adopt a ‘proportionate approach’ when designing regulation. This means the costs of regulation to the regulator, market participants, and consumers should be proportionate to the benefits and risks of mobile money. This Article explores the challenges of translating an enabling proportionate regulatory approach into actual regulatory practices and substantive rules, using Malawi as a case study. In doing so, the Article aims to enrich our understanding of how we can design effective regulatory frameworks for mobile money
