IMPROVING INTERNSHIP PROGRAM AND INTERN RETENTION AT NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION CONTRACTING OFFICE

    Get PDF
Entry-level employees (ELEs) play a vital role in the Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) Contracting Office, as they enable the office to complete contract requirements for current and future missions. More specifically, ELEs are responsible for procurement planning, preparing documents, conducting negotiations, and ensuring compliance with regulations and policies. NSWC PHD spends between 100,000and100,000 and 250,000 annually to recruit, onboard, and train each ELE with the expectation that ELEs will transition into full-time employees after graduation. With one to three ELEs hired annually, the total annual cost of recruiting, onboarding, and training ELEs ranges from 300,000to300,000 to 750,000. Despite recent improvement in the retention rate of ELEs, only 58.3% of ELEs over the past five years chose to maintain full-time employment with NSWC PHD upon completion of their internships, meaning over 40% of funds spent on the internships fail to produce the desired results. This shortfall translates into reduced numbers of staff devoted to managing contracts. In turn, this shortfall causes delays in contract completion, overworks existing employees, and lowers office morale. This study will gather data on ELEs’ perceptions of the program and how these perceptions inform their decisions whether to seek full-time employment with NSWC PHD. The intention is to provide information and insight to managers charged with overseeing the internship experience.Civilian, Department of the NavyCivilian, Department of the NavyApproved for public release. The aerobraking space transfer vehicle

    Get PDF
With the advent of the Space Station and the proposed Geosynchronous Operation Support Center (GeoShack) in the early 21st century, the need for a cost effective, reusable orbital transport vehicle has arisen. This transport vehicle will be used in conjunction with the Space Shuttle, the Space Station, and GeoShack. The vehicle will transfer mission crew and payloads between low earth and geosynchronous orbits with minimal cost. Recent technological advances in thermal protection systems such as those employed in the Space Shuttle have made it possible to incorporate and aerobrake on the transfer vehicle to further reduce transport costs. The research and final design configuration of the aerospace senior design team from VPISU, working in conjunction with NASA, are presented. The topic of aerobraking and focuses on the evolution of an Aerobraking Space Transfer Vehicle (ASTV), is addressed

The Role of Canids in Ritual and Domestic Contexts: New Ancient DNA Insights from Complex Hunter-Gatherer Sites in Prehistoric Central California

    Get PDF
This study explores the interrelationship between the genus Canis and hunter–gatherers through a case study of prehistoric Native Americans in the San Francisco Bay-Sacramento Delta area. A distinctive aspect of the region\u27s prehistoric record is the interment of canids, variously classified as coyotes, dogs, and wolves. Since these species are difficult to distinguish based solely on morphology, ancient DNA analysis was employed to distinguish species. The DNA study results, the first on canids from archaeological sites in California, are entirely represented by domesticated dogs (including both interments and disarticulated samples from midden deposits). These results, buttressed by stable isotope analyses, provide new insight into the complex interrelationship between humans and canids in both ritual and prosaic contexts, and reveal a more prominent role for dogs than previously envisioned

Aerobic Exercise Training May Not Offset the Pro-inflammatory Effects of a High Fat Feeding. Katie C. Carpenter, Lisa Esposito, Kelley A. Strohacker, Richard J. Simpson, Brian K. McFarlin. University of Houston, Houston, TX Increased adiposity is associated with an increase in systemic inflammation, which is involved in the pathophysiology of various disease states. A current hypothesis in our laboratory suggests that the toll-like receptor 4 (TLR4) pathway may link physical activity and systemic inflammation. PURPOSE: The primary purpose was to determine if 6-weeks of aerobic exercise training (5 days per week, 1 hour per day. 21-22m/min) would limit the increase in systemic inflammation resulting from high-fat (60% of calories from fat) feeding. A secondary purpose was to determine if changes in cell-surface TLR4 expression would account for observed differences in inflammatory status between mice which exercise and those that remain sedentary. METHODS: 36 CD-1 male mice were randomly assigned to one of three groups (N=12/group): HF (remained sedentary and consumed a high-fat chow (60% fat)), HF-EX (consumed the high-fat chow and underwent an aerobic exercise intervention (running 4.56±0.08 h/week for 6 weeks, or LF (sedentary and consumed a low-fat chow (10% fat)). Key outcome measurements were made on weekly saphenous vein blood samples (~40 uL) using 3-color flow cytometry. Blood glucose and cholesterol concentration were analyzed by an enzymatic assay. RESULTS: Absolute and percent body weight gain over 6-weeks was similar between HF and HF-EX, but significantly greater than LF (P\u3c0.001). HF and HF-EX had 66% more leukocytes than LF at weeks 3-5 (P\u3c0.0001). HF and HF-EX had 145% greater CD11b+/14+/TLR4+ cells than LF (P=0.001). There was no difference in the concentration of CD11b+ cells expressing IL-6 or TNF-alpha following LPS-stimulation between HF and HF-EX. No significant difference was found for blood glucose and cholesterol concentrations between groups. CONCLUSIONS: Exercise training did not prevent weight gain during 6-weeks of high fat feeding. Since HF and HF+EX gained a similar amount of weight, they did not differ with regarding to blood monocytes expressing TLR4. Both HF and HF+EX were elevated above LF. More research is needed to determine how changes in the blood relate to changes in peripheral tissue compartments

Constrained phosphine chalcogenide selenoethers supported by peri-substitution

A series of phosphorus and selenium peri-substituted acenaphthene species with the phosphino group oxidized by O, S, and Se has been isolated and fully characterized, including by single-crystal X-ray diffraction. The P(V) and Se(II) systems showed fluxional behavior in solution due to the presence of two major rotamers, as evidenced with solution NMR spectroscopy. Using Variable-Temperature NMR (VT NMR) and supported by DFT (Density Functional Theory) calculations and solid-state NMR, the major rotamers in the solid and in solution were identified. All compounds showed a loss of the through-space JPSe coupling observed in the unoxidized P(III) and Se(II) systems due to the sequestration of the lone pair of the phosphine, which has been previously identified as the major contributor to the coupling pathway.Publisher PDFPeer reviewe

A binuclear tungsten(0) complex with an asymmetric bridging 1,2-diphosphole ligand was prepared by the photolysis of tungsten hexacarbonyl in the presence of 1-isopropyl-2-phenyl-1,2,5,6-tetrahydroacenaphtho [5,6-cd][1,2]diphosphole. The tungsten complex 1 was characterized by high resolution mass spectrometry, multinuclear NMR spectroscopy (1H, 13C, 31P), and elemental microanalysis. The structure of the trans isomer was resolved by single crystal X-ray diffraction, showing a slight elongation of the P−P bond upon coordination to the W(CO)5 groups.Publisher PDFPeer reviewe

The FUV spectrum of TW Hya. I. Observations of H2_2 Fluorescence

    Get PDF
We observed the classical T Tauri star TW Hya with \textit{HST}/STIS using the E140M grating, from 1150--1700 \AA, with the E230M grating, from 2200--2900 \AA, and with \FUSE from 900--1180 \AA. Emission in 143 Lyman-band H2_2 lines representing 19 progressions dominates the spectral region from 1250--1650 \AA. The total H2_2 emission line flux is 1.94×10121.94 \times 10^{-12} erg cm2^{-2} s1^{-1}, which corresponds to 1.90×1041.90\times10^{-4} LL_\odot at TW Hya's distance of 56 pc. A broad stellar \Lya line photoexcites the H2_2 from excited rovibrational levels of the ground electronic state to excited electronic states. The \ion{C}{2} 1335 \AA doublet, \ion{C}{3} 1175 \AA\ multiplet, and \ion{C}{4} 1550 \AA doublet also electronically excite H2_2. The velocity shift of the H2_2 lines is consistent with the photospheric radial velocity of TW Hya, and the emission is not spatially extended beyond the 0\farcs05 resolution of \textit{HST}. The H2_2 lines have an intrinsic FWHM of 11.91±0.1611.91\pm0.16 \kms. One H2_2 line is significantly weaker than predicted by this model because of \ion{C}{2} wind absorption. We also do not observe any H2_2 absorption against the stellar \Lya profile. From these results, we conclude that the H2_2 emission is more consistent with an origin in a disk rather than in an outflow or circumstellar shell. We also analyze the hot accretion-region lines (e.g., \ion{C}{4}, \ion{Si}{4}, \ion{O}{6}) of TW Hya, which are formed at the accretion shock, and discuss some reasons why Si lines appear significantly weaker than other TR region lines.Comment: accepted by ApJ, 42 pages -- 20 text, 11 figure
