    The Washington State Supreme Court has previously balanced the interests of privacy and effective judicial administration against those of free speech and public access in the context of judicial proceedings, and the court missed a significant opportunity to expand and apply this balancing test in Rhinehart. The United States Supreme Court similarly declined to create a balancing test to ensure the full protection of First Amendment interests during pretrial discovery. A need remains for a general standard to ensure that First Amendment interests in disseminating discovery information are identified and protected when a protective order is requested

Hy staan as omstrede outeur en teoretikus in die brand- punt van die literatuurstryd wat sedert die sestigerjare ontbrand het en steeds voortduur. Vir die student is die besondere tema, die romanmatige weergawe van die reaiiteit as ontwykende en be- treklike gegewe, eweneens ’n goeie keuse, want geen ander aspek van Brink se emstige prosa is tiperender daarvan of vollediger ontgin nie.     Coping with dating errors in causality estimation

    We consider the problem of estimating causal influences between observed processes from time series possibly corrupted by errors in the time variable (dating errors) which are typical in palaeoclimatology, planetary science and astrophysics. "Causality ratio" based on the Wiener-Granger causality is proposed and studied for a paradigmatic class of model systems to reveal conditions under which it correctly indicates directionality of unidirectional coupling. It is argued that in the case of a priori known directionality, the causality ratio allows a characterization of dating errors and observational noise. Finally, we apply the developed approach to palaeoclimatic data and quantify the influence of solar activity on tropical Atlantic climate dynamics over the last two millennia. A stronger solar influence in the first millennium A.D. is inferred. The results also suggest a dating error of about 20 years in the solar proxy time series over the same period

    Broadband detection of squeezed vacuum: A spectrum of quantum states

    We demonstrate the simultaneous quantum state reconstruction of the spectral modes of the light field emitted by a continuous wave degenerate optical parametric amplifier. The scheme is based on broadband measurement of the quantum fluctuations of the electric field quadratures and subsequent Fourier decomposition into spectral intervals. Applying the standard reconstruction algorithms to each bandwidth-limited quantum trajectory, a "spectrum" of density matrices and Wigner functions is obtained. The recorded states show a smooth transition from the squeezed vacuum to a vacuum state. In the time domain we evaluated the first order correlation function of the squeezed output field, showing good agreement with the theory.Comment: 11 pages, 5 figure

    The development of the Cape Colony during the 'forties and early 'fifties last century is, indeed, a fascinating study. And as one aspect of it, a critical study analysis of the public career of John Montagu, while he was Colonial Secretary at the Cape, is of particular interest. For, by tracing the influence of his office in relation to the changing political, social and economic structures of the colony, it is hoped some contribution will be made to the knowledge of the period. Thus, the present thesis is, in part, an examination of the duties and responsibilities of the Colonial Office; but more particularly, it is an examination of how Montagu, who virtually dominated the Cape scene for almost a decade interpreted these duties and responsibilities. By concentrating, then, on his role in the civil administration and political management of colonial affairs, other aspects are revealed. The authority of the Colonial Office, which had through the years become a sort of government 'archives', was developed to such an extent, that every memorandum issued by it seems to set the tone for government policy. More. The very fact that Montagu was, time and again, left in charge of civil affairs at the Cape, while it reveals the dominant native problem and the vital question of defence, accounts also for the patenalism in government. The most important primary sources for this study have been the British Parliamentary Papers on Cape Affairs, the Cape of Good Hope Blue Books, Government House Records and the relevant minutes of the Executive and Legislative Councils. The Annual Almanacs of the Cape proved to be invaluable; they contain a wealth of information on the institutions of government, central and local, as well as the most indispensable returns for all the many services at the Cape

    Measuring quantum optical Hamiltonians

    We show how recent state-reconstruction techniques can be used to determine the Hamiltonian of an optical device that evolves the quantum state of radiation. A simple experimental setup is proposed for measuring the Liouvillian of phase-insensitive devices. The feasibility of the method with current technology is demonstrated on the basis of Monte Carlo simulated experiments.Comment: Accepted for publication on Phys. Rev.     Coupled Mg/Ca and clumped isotope analyses of foraminifera provide consistent water temperatures

    The reliable determination of past seawater temperature is fundamental to paleoclimate studies. We test the robustness of two paleotemperature proxies by combining Mg/Ca and clumped isotopes (Δ47) on the same specimens of core top planktonic foraminifera. The strength of this approach is that Mg/Ca and Δ47 are measured on the same specimens of foraminifera, thereby providing two independent estimates of temperature. This replication constitutes a rigorous test of individual methods with the advantage that the same approach can be applied to fossil specimens. Aliquots for Mg/Ca and clumped analyses are treated in the same manner following a modified cleaning procedure of foraminifera for trace element and isotopic analyses. We analysed eight species of planktonic foraminifera from coretop samples over a wide range of temperatures from 2 to 29°C. We provide a new clumped isotope temperature calibrations using subaqueous cave carbonates, which is consistent with recent studies. Tandem Mg/Ca–Δ47 results follow an exponential curve as predicted by temperature calibration equations. Observed deviations from the predicted Mg/Ca-Δ47 relationship are attributed to the effects of Fe-Mn oxide coatings, contamination, or dissolution of foraminiferal tests. This coupled approach provides a high degree of confidence in temperature estimates when Mg/Ca and Δ47 yield concordant results, and can be used to infer the past δ18O of seawater (δ18Osw) for paleoclimate studies
