    Industrial symbiosis in European policy: overview of recent progress

    The aim of the paper is to explain the cooperation and processes realized within the industrial networks based on the principles of industrial symbiosis in Denmark, Russia and Slovakia. The identified examples can be characterized as best practices in the field of industrial symbiosis that influences importantly the development of regions, where they are localized. Industrial symbiosis as a voluntary cooperation of enterprises with the aim to optimize production costs and improve the environment could influence positively the development of areas where the companies are operating. The paper includes three examples of ‘best practices’ from Denmark, Russia and Slovakia. The examples refer the wide range of benefits that this kind of cooperation brings

    Creativity and Intangibles in the Public Sector: Sources and Socio-Economic Importance in Slovakia and Slovenia

    Development of creative and cultural sector, which is based on internal resources of the territory, can ensure competitive advantage; and several factors of competitive advantage based on resources can be defined. Those factors are human capital, tangible and intangible potential as well as financial resources. The purpose of this paper is to elaborate on the importance of creativity as competitive advantage factor and to assess unique resources (tangible, intangible potential, human capital, financial resources) potentially leading to innovation in two EU member states, Slovenia and Slovakia. The paper presents the case study analysis and comparison of current and potential future situation in creative and cultural industries in Slovakia and Slovenia. The results of the study suggest that the foundations for the development of the creative and culture sectors are quite different in those two countries, and Slovenia tends to exhibit stronger current and potential future position in those industries compared to Slovakia

    Innovations and networking fostering tourist destination development in Slovakia

    The paper focuses on the implementation of innovations and networking in the sector of tourism in two Slovak mountain destinations of international significance. The main objective of the paper is to identify and evaluate how innovations and networking contribute to tourist destination development in Slovakia. The implementation of institutional innovation resulted in the establishment of formal and informal networks. The developed networks consist of representatives of all sectors co-ordinating all relevant stakeholders. Formal and informal networks and the collaboration among stakeholders have launched other types of innovations in the tourism sector. The interactions and intensity of relations among stakeholders are analysed by network analysis. Destinations are compared with the network of the same size and density through quantitative network characteristics. Based on empirical research we investigate the impact of networks and innovations on tourist destination development. Due to the synergy effect of networking and implementation of multiple innovations, tourist destination development is observed

    The Nexus between Creative Actors and Regional Development

    The paper aims to deepen our understanding of the relationship and the impact of creative actors on regional development and investigates the nexus between them. The novelty of the paper lies in constructing an original criteria matrix of creative actors’ indicators which might serve as a basis for further research and policy implications. The original criteria matrix consists of two groups of indicators measuring the creative people and creative capital in the region, their mutual relationships and impact on regional development. We found that creative actors are not distributed equally across the regions in Slovakia. The strong dominance of the region with the capital city (Bratislava) was detected. We also discovered a strong direct positive relationship between representatives of the creative people and a strong direct relationship between the creative people and the emergence of small and medium enterprises (SMEs)

    Sustainable Policy Measures Based on Implementation of Digital Technologies in Corrections: Exploratory Study from Slovakia and Beyond

    Across the world, millions of people are incarcerated every year, while hundreds of thousands of them are released back into their home communities. Despite several alternatives within the criminal justice system, incarceration is still considered as the most natural method of correction. This can lead to different types of unsustainable pathways within a society. Despite the growing importance and increasing use of digital technologies, there are relatively few scientific studies related to the implementation of digital technologies in corrections. Therefore, the present paper aims to assess the sustainable policy measures based on the implementation of digital technologies in corrections, namely electronic monitoring (EM). The originality of our paper is supported by unique primary data gathered during the first national survey on the assessment of sustainability measures of EM in Slovakia. Our research reveals that EM implementation contributes to individual and institutional resilience in a socio-economic context; the requirements for a conditional release of serious offenders with mandatory EM seem to have created sustainable conditions for the use of this form of the EM “back door” scheme. EM programs are aimed at suppressing crime through increased accountability and monitoring, which leads to their sustainability. Maintaining social and family ties, reducing risk of imprisonment and undesirable new ties, and keeping working habits are the main sustainable policy measures of EM that support better social inclusion of offenders. Assessment of the sustainable policy measures based on the implementation of digital technologies in corrections, namely electronic monitoring (EM) uncovered in the present paper, creates space for further research and policy implications. Data protection, automated data processing and artificial intelligence in the implementation of digital technologies in corrections are important topics that deserve much more attention in research

The aim of the paper is to identify the main trends in formation of creative local production systems and to characterise its operating in regions on the base of the description of selected best practices. Second part of the paper contains case good examples of creative local production systems – creative city with focus on Slovak creative city Košice and good examples of creative clusters from abroad.     Nostalgic sentiment and cultural and creative industries in regional development: a Slovak case study

    In Slovakia, there are three unique, historical mining towns, Banská Bystrica, Banská Štiavnica and Kremnica, that have been successfully turned into creative cultural centres. The historical and cultural values of those towns have stood the test of time and become a magnet for a new and creative class of people looking to escape the brutality of high modernity (modern urban centres) and find a source of inspiration based on historical nostalgic sentimentalism — the basis for a new creative and cultural industry for rural areas. The main objective of this paper is to analyse the cultural and creative industries of these three unique historical mining centres with an eye to replicating their knowledge in other communities in economic stress. The paper will first explore concepts relating to cultural and creative industries with an eye towards nostalgic sentimentalism that is an important antithesis to high modernity, and even post-modernity. The second part will analyse the cultural and creative industries of the three centres based on primary data collected from several research projects in this area. The final part will provide some recommendations for the facilitation of creative and cultural enterprises in regional redevelopment. It also contains policy recommendations for the self-government of the region for a more effective and rational exploitation of the existing potential hiding in plain view
