    Abstract: The presence of the special autonomy law in Papua has had an impact on institutions. This can be seen with the formation of the Papua People's Assembly (MRP). This study aims to determine the effectiveness of making specific regional regulations in the province of Papua. This study uses a "triangulation" method that combines qualitative and quantitative methods with data collection techniques, namely interviews, documentation, and questionnaires. The results showed that the Papuan People's Assembly (MRP) in making special regional regulations (Perdasus) was already quite effective, which can be seen from the involvement of the MRP which scored 1,35 (moderate), MRP commitment 2,05 (high), the role of MRP 2,0 (high), and the implementation of the MRP mechanism 2,1 (high)

    The existence of bureaucracy is a logical consequence of the main task of the state (government) to organize social welfare. The state is required to be involved in producing goods and services needed by its people (public goods and services), either directly or indirectly. This study aims to determine the effectiveness of the related bureaucracy in public services in the Biak Numfor district government. This study uses the "triangulation" method, which combines qualitative and quantitative methods with data collection techniques by means of interviews, documentation, and questionnaires. This research shows that the local government, in this case the Department of Population and Civil Registry, in the service of making electronic identity cards has been effective. This can be seen from Actors, Interdependency and Frame getting a score of 2.05 (high), Interaction and Complexity getting a score of 1.35 (moderate), Institutional Features getting a score of 1.55 (moderate), and Network Management getting a score of 2.3 (high). Whereas the Regional Revenue Agency in making NPWPD services and tax payments which are divided into two types of services namely offline and online have been very effective where Actors, Interdependency and Frame get a score of 2.1 (high), Interaction and Complexity get a score of 2.3 (high) Institutional Features scored 2.05 (high), and Network Management scored 2.5 (high)

    Effectiveness Network Governance In Making of Special Regional Regulations In Papua Province

    Abstract-Since the implementation of Special Autonomy law, the system of governance of Papua province experiencing changes in terms namely institutional establishment of the Papuan People's Assembly (MRP). The presence of MRP institutions greatly affect the implementation of the Provincial Government of Papua, especially in the manufacture of specific local regulations. The purpose of this study was to determine the effectiveness of the network between local governance institutions in the manufacture of specific local regulations (Perdasus) in Papua province. This study uses "triangulation" that combines qualitative and quantitative methods. The use of this method to produce a general overview of the phenomenon to be studied. In this study suggest that the making of specific local regulations (Perdasus) involving the three institutions namely the provincial government, the DPRP and MRP have done quite effectively. It is characterized by involvement, commitment, roles, and the implementation of mechanisms of each institution towards making Perdasus based authority. The study recommends that the need for institutional capacity development, especially against the MRP as a representative institution of the Papuan people

    Tujuan dari penelitian ini adalah untuk menganalisis peran dari LLK UKM di dalam menangani kemiskinan di era-milenial di kabupaten Biak Numfor. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan studi kasus. Penelitian ini dilaksanakan di kabupaten Biak Numfor, dengan fokus pada peran pendidikan non-formal, data yang dipergunakan adalah data primer dan skunder. Metode penelitian dalam penelitian ini dimulai dari survey awal selanjutnya pengumpulan data dengan menggunakan observasi, wawancara dan dokumentasi. Sedangkan analisis data menggunakan reduksi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan bahwa LLK UKM Kabupaten Biak Numfor yang tergolong dalam Pendidikan nonformal memiliki adil dalam menagani kemiskinan di kabupaten Biak Numfor terlebih di era milenila sekarang ini melalui penurunan tingkat pengangguran. Upaya LLK UKM dalam menurunkan tingkat pengangguran di Kabupaten Biak Numfor melalui beberapa strategi skaligus perannya sebagai Lembaga Pelatihan yaitu Peningkatan Skill Kerja, Peningkatan Kreativitas, Membentuk Karakter kerja, Legalitas keterampilan berupa sertifikat

    PEMBINAAN METODE BELAJAR DARI RUMAH BAGI WALI MURID SD YAPIS 2 BIAK PADA MASA PANDEMIK COVID-19

    ABSTRAKPengabdian kepada Masyarakat ini bertujuan untuk meberikan pembinaan terhadap wali murid SD YAPIS 2 Biak dalam membimbing anak-anaknya untuk belajar di rumah agar pembelajaran di rumah epektif sesuai harapan bersama. Metode pelaksanaan menggunakan survei dan bimbingan metode belajar bagi wali/orangtua murid secara offline namun mengikuti protokol Kesehatan yang telah diatur pemerintah. Peserta pembinaan terdiri dari enam kelompok yaitu kelompok wali murid kelas I sampai dengan kelas VI, masing-masing kelompok terdiri dari 10 peserta. Hasil pengabdian kepada masyarakat diperoleh sebagai yaitu wali murid; a) memahami cara membimbing anak berdasarkan tugas yang diberikan oleh guru, b) mengetahui cara memahami materi dan cara menjawab soal dari buku yang telah diberikan dari sekolah untuk membimbing anaknya, c) mengetahui cara mengatur waktu untuk membimbing anak dalam mengerjakan tugas dan belajar membaca, menulis bagi siswa kelas I. Kata kunci: pembinaan; metode belajar dari rumah; wali murid; masa pandemi covid-19. ABSTRACTThis community service aims to provide guidance to the guardians of SD YAPIS 2 Biak students in guiding their children to study at home so that learning at home is effective according to common expectations. The implementation method uses surveys and learning method guidance for parents/ guardians of students offline but follows the Health protocol that has been regulated by the government. The coaching participants consist of six groups, namely the guardian group of grade I to class VI students, each group consisting of 10 participants. The results of community service are obtained as guardians of students; a) understand how to guide children based on assignments given by the teacher, b) know how to understand the material and how to answer questions from books that have been given from school to guide their children, c) know how to manage time to guide children in doing assignments and learning to read, writing for grade I students. Keywords: coaching; home learning method; student guardian; the covid-19 pandemic period
