    Effective risk management planning for those convicted of sexual offending

    Purpose – The purpose of this paper is to examine the extent to which risk is addressed in the risk management planning process of those convicted of sexual offending. Design/methodology/approach – Data were collected from a risk assessment and management system called the Offender Assessment System (OASys), used by the National Offender Management Service, in England and Wales. The records of 216 clients were accessed and each risk management plan analysed. The study aimed to understand if first, general and sexual risk factors identified by assessors were recorded and detailed in subsequent plans; second, if specialist sexual offending risk assessment tools were used to inform risk management strategies; and third, if both a balance of control and support mechanisms were in place to tackle identified risk and needs of clients. Findings – Inconsistencies were found in relation to practitioners transposing risks identified, into the subsequent risk management plans. Strategies were therefore deemed, inadequate as there was a significant omission of the use of specialist sexual risk assessment tools to inform and ensure risk assessment to be robust. In addition risk management plans were often overbearing in nature, as assessors tended to utilise control strategies to assist the reintegration process, in contrast to a combination of both control and support. Research limitations/implications – This sample was taken from only one probation trust in England and Wales. The findings might therefore be unique to this organisation rather than be representative of national practice. This study should therefore, be replicated in a number of other probation areas. In addition, it is important to note that this study only reviewed one electronic tool used by practitioners. Therefore, while it might appear for example that the RM2000 tool was not routinely completed; this cannot be assumed as practitioners might have adopted local custom and practice, recording RM2000 scores elsewhere. Practical implications – These findings highlight the need for some understanding as to why there is a lack of consistency throughout the risk management planning process. Practitioners should receive ongoing risk management training, development and supportive supervision. In particular, practitioners require supervision that supports and develops their skills when applying RM2000 classifications to their clients’ risk management plans. Likewise initiatives which develop practitioner’s awareness and application of strengths based approaches such as the Good Lives Model should be encouraged. These will help practitioners develop plans that address both the risks while supporting their development of the strengths a client presents. Originality/value – To the authors’ knowledge, this is the first study of its kind, which examines the risk management plans of those convicted of sexual offending, completed by practitioners in England and Wales using the OASys tool

    Loschmidt echo and fidelity decay near an exceptional point

    Non-Hermitian classical and open quantum systems near an exceptional point (EP) are known to undergo strong deviations in their dynamical behavior under small perturbations or slow cycling of parameters as compared to Hermitian systems. Such a strong sensitivity is at the heart of many interesting phenomena and applications, such as the asymmetric breakdown of the adiabatic theorem, enhanced sensing, non-Hermitian dynamical quantum phase transitions and photonic catastrophe. Like for Hermitian systems, the sensitivity to perturbations on the dynamical evolution can be captured by Loschmidt echo and fidelity after imperfect time reversal or quench dynamics. Here we disclose a rather counterintuitive phenomenon in certain non-Hermitian systems near an EP, namely the deceleration (rather than acceleration) of the fidelity decay and improved Loschmidt echo as compared to their Hermitian counterparts, despite large (non-perturbative) deformation of the energy spectrum introduced by the perturbations. This behavior is illustrated by considering the fidelity decay and Loschmidt echo for the single-particle hopping dynamics on a tight-binding lattice under an imaginary gauge field.Comment: 11 pages, 6 figures, to appear in Annalen der Physi

    The impact of transport infrastructure projects on sustainable development within a major logistics gateway in North West England

    In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders

    Predators reduce extinction risk in noisy metapopulations

    Background Spatial structure across fragmented landscapes can enhance regional population persistence by promoting local “rescue effects.” In small, vulnerable populations, where chance or random events between individuals may have disproportionately large effects on species interactions, such local processes are particularly important. However, existing theory often only describes the dynamics of metapopulations at regional scales, neglecting the role of multispecies population dynamics within habitat patches. Findings By coupling analysis across spatial scales we quantified the interaction between local scale population regulation, regional dispersal and noise processes in the dynamics of experimental host-parasitoid metapopulations. We find that increasing community complexity increases negative correlation between local population dynamics. A potential mechanism underpinning this finding was explored using a simple population dynamic model. Conclusions Our results suggest a paradox: parasitism, whilst clearly damaging to hosts at the individual level, reduces extinction risk at the population level

    The Attractiveness of Ports in West Africa: Some Lessons from Shipping Lines' Port Selection

    This paper investigates the attractiveness of ports in West Africa through the development of a container shipping lines' port choice methodology. Although many multi-criteria decision-making methods have been developed and applied to facilitate a rational port choice process, few have investigated the criteria used by shipping lines when selecting ports in West Africa. With the rapid economic development of West Africa, the task of establishing a rational model to guide shipping lines to choose their favourite ports in the region becomes urgent. In this work, 16 criteria are identified to assist shipping lines in port choice from four perspectives including adequate infrastructure, port location, port charge, and port administration/port efficiency. In order to quantitatively evaluate these criteria, an analytical hierarchy process approach is used to make use of subjective judgements to compensate the incompleteness of objective data. One of the important findings from this study is that port infrastructure is the most crucial criterion in terms of the port attractiveness in West Africa. It is followed by port draught, political stability, market size/cargo volume, and international networks. The research outcomes also indicate that the port of Abidjan is the most attractive container port in West Africa, followed by Dakar when all the identified important criteria are taken into account

    Overcoming the barriers to implementing urban road user charging schemes

    Urban road user charging offers the potential to achieve significant improvements in urban transport, but is notoriously difficult to implement. Cities need guidance on the range of factors to be considered in planning and implementing such schemes. This paper summarises the results of a 3 year programme which has collated evidence on the issues of most concern to cities. A state of the art report has provided evidence on 14 themes, ranging from objectives and design to implementation and evaluation. A set of 16 case studies has reviewed experience in design and implementation across Europe. The paper summarises their findings, provides references to more detailed information, presents the resulting policy recommendations to European, national and local government, and outlines the areas in which further research is needed

    Coupled phonon-ripplon modes in a single wire of electrons on the liquid-helium surface

    The coupled phonon-ripplon modes of the quasi-one-dimensional electron chain on the liquid helium sutface are studied. It is shown that the electron-ripplon coupling leads to the splitting of the collective modes of the wire with the appearance of low-frequency modes and high-frequency optical modes starting from threshold frequencies. The effective masses of an electron plus the associated dimple for low frequency modes are estimated and the values of the threshold frequencies are calculated. The results obtained can be used in experimental attempts to observe the phase transition of the electron wire into a quasi-ordered phase.Comment: 5 pages, 1 figure, Physical Review (in press

    The application of AHP in the development of a taxonomy of merchant marine deck officers’ non-technical skills (NTS)

    The importance of NTS has been realised in many safety critical industries. Recently the maritime domain has also embraced the idea and implemented an NTS training course for both merchant marine deck and engineering officers. NTS encompass both interpersonal and cognitive skills such as situational awareness, teamwork, decision making, leadership, managerial skills, communication and language skills. Well-developed NTS training allow ship’s officers to recognise quickly when a problem is developing and manage the situation safely and efficiently with the available team members. As a result, the evaluation and grading of deck officers’ NTS is necessary to assure safety at sea, reduce the effects of human error on-board ships, and allow ship board operations to be performed safely. This paper identifies the skills necessary for deck officers to effectively perform their duties on the bridge of a ship. To achieve this, initially, a taxonomy of deck officers’ NTS is developed through a review of relevant literature and the conducting of semi-structured interviews with experienced seafarers. Subsequently, NTS weighting data is collected from experienced seafarers to allow the weight of each element of the taxonomy to be established by the use of the Analytical Hierarchy Process (AHP)

    Crystallization of a classical two-dimensional electron system: Positional and orientational orders

    Crystallization of a classical two-dimensional one-component plasma (electrons interacting with the Coulomb repulsion in a uniform neutralizing positive background) is investigated with a molecular dynamics simulation. The positional and the orientational correlation functions are calculated for the first time. We have found an indication that the solid phase has a quasi-long-range (power-law) positional order along with a long-range orientational order. This indicates that, although the long-range Coulomb interaction is outside the scope of Mermin's theorem, the absence of ordinary crystalline order at finite temperatures applies to the electron system as well. The `hexatic' phase, which is predicted between the liquid and the solid phases by the Kosterlitz-Thouless-Halperin-Nelson-Young theory, is also discussed.Comment: 3 pages, 4 figures; Corrected typos; Double columne
