    THE LEGISLATIVE ASPECTS OF THE STATE-PRIVATE PARTNERSHIP IN THE HEALTH CARE SYSTEM OF THE REPUBLIC OF KAZAKHSTAN: PROBLEMS AND PERSPECTIVES OF DEVELOPMENT

    The article focuses on the data about the topicality of the state-private partnership introduction in the health care system of the RK. The SPP mechanism is considered as a topical instrument to provide the necessary financial base and modernization of the social infrastructure objects including medical establishments. Synergy of the state and private business allows increasing quality of the services provided to the population by the optimal ratio «price – quality», providing the infrastructure development, creating additional work [places that in complex has a positive multiplicative effect. The SPP is a mutually beneficial cooperation of the state and private sector in the spheres traditionally referring to the state responsibility on conditions of balanced distribution of risks, profits and costs, rights and duties.Efficient preparation and realization of projects on the basis of SPP mechanisms will allow increasing investments into the system of health care and correspondingly will accelerate the process of achieving the strategic goals of health care system. The article has researched the normative-legislative base acts regulating the SPP in the RK, analyzed trends of SPP development in the health care system of the Republic of Kazakhstan, problems and perspectives of the SPP development have been defined.As the objects to research we chose the informative-legislative system «Әділет» of the Republic center of legal information of the Ministry of Justice of the RK http://adilet.zan.kz with the list of officially accepted normative-legislative acts (NLA), official information sources (the round table material, seminars, internet-sites). In order to increase availability and quality of services on account of competitiveness in conditions of medical insurance it is planned to transform the medical establishments by the principles of corporate management, to expand the guaranteed volume of free medical aid (GVFMA) through private suppliers. We find it prospective to introduce new forms of the SPP for health care system of the RK that implies realization of investment projects with information- communication technologies attracting private partners including pharmaceutical companies.The article focuses on the data about the topicality of the state-private partnership introduction in the health care system of the RK.     Entangled Two-Dimensional Coordination Networks: A General Survey

    Many of the reported species exhibit the intriguing feature of interpenetration or other types of entanglements. The properties of these materials are related not only to their molecular structures but also to the topology of the individual networks as well as to the way in which the individual nets are entangled. Different synthetic procedures have been developed to attain a certain control of entanglement in coordination networks, and recently some reviews have appeared that are focused on factors governing the entanglements, having in mind their potential applications. However, these analyses are mostly devoted to 3D networks thanks to the great wealth of data on interpenetration. Simplification of a network that contains 2-loops can lead to complete disappearance of the entanglement, and therefore such networks were picked out into a separate group

    On interpolation of functions with a boundary layer by parabolic splines

    A subject of the article is parabolic spline-interpolation of functions having high gradient domains. Uniform grids are proved inefficient. As for parabolic spline interpolation, asymptotically exact estimates on a class of functions with an exponential boundary layer are announced in regard with piecewise-uniform grids, concentrated in the boundary layer. There are obtained results showing non-uniform in small parameter estimates and divergence of interpolation processes. The author offered a modified parabolic spline for which uniform in small parameter interpolation error estimations were obtained. In the crystal, mol­ecules are linked by O—H⋯O and N—H⋯O hydrogen-bond bridges, giving a three-dimensional network structure. The strongest hydrogen bonds are formed between adjacent PO3H groups with O⋯O distances of 2.577 (2) Å

    A topological method for the classification of entanglements in crystal networks

    A rigorous method is proposed to describe and classify the topology of entanglements between periodic networks if the links are of the Hopf type. The catenation pattern is unambiguously identified by a net of barycentres of catenating rings with edges corresponding to the Hopf links; this net is called the Hopf ring net. The Hopf ring net approach is compared with other methods of characterizing entanglements; a number of applications of this approach to various kinds of entanglement (interpenetration, polycatenation and self-catenation) both in modelled network arrays and in coordination networks are considered

    How 2-periodic coordination networks are interweaved : entanglement isomerism and polymorphism

    The entanglements of 1319 2-periodic coordination polymers are examined and fully classified using the extended ring nets (ERNs) approach. The ERNs characterize the entanglement to the greatest detail ever achieved: all possible classes/types/modes of entanglements observed and reported in the literature so far result in 216 ERN topologically distinct modes of entanglements with 74% of all the structures falling into only 21 of them. We also introduce the notion of entanglement isomerism to designate the coordination polymers that have the same chemical composition, local and overall topology, but differ by their catenation patterns as mapped into their ERNs

    The title compound, K4Sb2SnF14, is built from anionic layers, with an overall composition of [Sb2SnF14]4− extending parallel to the ac plane, and K+ cations. The layers are made up from vertex-sharing centrosymmetric SnF6 octa­hedra and Sb2F12 dimers. The Sn—F distances are in the range 1.9581 (14)–1.9611 (17) Å. The Sb polyhedra contain three short terminal Sb—F bonds [1.9380 (14)–2.0696 (15) Å], one short bridging bond [2.0609 (17) Å], one bridging bond of medium length [2.7516 (15) Å], and two longer bridging bonds [3.0471 (18) and 3.117 (2) Å]. The K+ ions are coordinated by F atoms with coordination numbers 10 and 8, and K—F bond lengths are in the range 2.6235 (16)–3.122 (2) Å

    γ-Brass Polyhedral Core in Intermetallics: The Nanocluster Model

    Using the TOPOS program package, 26-atom nanoclusters of the \u3b3-brass (Cu5Zn8) type (0@4@22 or 0@8@18) were found in 5918 crystal structures of cubic intermetallics. The nanocluster models were built for all the intermetallics using a recently developed algorithm implemented into TOPOS. The relations of the structures based on the 0@4@22 core are explored as a result of migration of atoms between different shells of the nanoclusters. It is shown that the 0@4@22 nanoclusters frequently occur as building units of intermetallics of different composition and structure type. Regularities in chemical composition of 702 \u3b3-brass-type nanoclusters were found within both the nanoclusters approach (multishell structure) and the nested-polyhedra model. A database containing all topological types of \u3b3-brass nanoclusters is created with which one can search for the corresponding atomic configuration in any intermetallics

    The title compound, [HgCl2(C4H5N3)]n, features a two-dimensional network parallel to (001) that is based on an HgII atom octahedrally coordinated by four μ2-Cl atoms and two μ2-2-amino­pyrimidine (apym) ligands in trans positions, yielding a distorted HgCl4N2 octa­hedron. The coordination network can be described as an uninodal 4-connected net with the sql topology. The HgII ion lies on a site of -1 symmetry and the apym ligand lies on sites of m symmetry with the mirror plane perpendicular to the pyrimidine plane and passing through the NH2 group N atom. This polymeric structure is stabilized by N—H⋯Cl hydrogen bonds and columnar π–π stacking of pyrimidine rings, with a centroid–centroid distance of 3.832 (2) Å
