Propulsion in a viscoelastic fluid
Flagella beating in complex fluids are significantly influenced by
viscoelastic stresses. Relevant examples include the ciliary transport of
respiratory airway mucus and the motion of spermatozoa in the mucus-filled
female reproductive tract. We consider the simplest model of such propulsion
and transport in a complex fluid, a waving sheet of small amplitude free to
move in a polymeric fluid with a single relaxation time. We show that, compared
to self-propulsion in a Newtonian fluid occurring at a velocity U_N, the sheet
swims (or transports fluid) with velocity U / U_N = [1+De^2 (eta_s)/(eta)
]/[1+De^2], where eta_s is the viscosity of the Newtonian solvent, eta is the
zero-shear-rate viscosity of the polymeric fluid, and De is the Deborah number
for the wave motion, product of the wave frequency by the fluid relaxation
time. Similar expressions are derived for the rate of work of the sheet and the
mechanical efficiency of the motion. These results are shown to be independent
of the particular nonlinear constitutive equations chosen for the fluid, and
are valid for both waves of tangential and normal motion. The generalization to
more than one relaxation time is also provided. In stark contrast with the
Newtonian case, these calculations suggest that transport and locomotion in a
non-Newtonian fluid can be conveniently tuned without having to modify the
waving gait of the sheet but instead by passively modulating the material

Taxing the Informal Economy: The Current State of Knowledge and Agendas for Future Research
This paper reviews the literature on taxation of the informal economy, taking stock of key debates
and drawing attention to recent innovations. Conventionally, the debate on whether to tax has frequently focused
on the limited revenue potential, high cost of collection, and potentially adverse impact on small firms. Recent
arguments have increasingly emphasised the more indirect benefits of informal taxation in relation to economic
growth, broader tax compliance, and governance. More research is needed, we argue, into the relevant costs and
benefits for all, including quasi-voluntary compliance, political and administrative incentives for reform, and
citizen-state bargaining over taxation
Comparison of Perioperative Outcomes Between Holmium Laser Enucleation of the Prostate and Robot-Assisted Simple Prostatectomy
Objectives: To compare perioperative outcomes for patients undergoing holmium laser enucleation of the prostate (HoLEP) and robotic-assisted simple prostatectomy (RSP) for benign prostatic hypertrophy (BPH).Methods: Patient demographics and perioperative outcomes were compared between 600 patients undergoing HoLEP and 32 patients undergoing RSP at two separate academic institutions between 2008 and 2015.Results: Patients undergoing HoLEP and RSP had comparable ages (71 vs 71, p = 0.96) and baseline American Urological Association Symptom Scores (20 vs 24, p = 0.21). There was no difference in mean specimen weight (96 g vs 110 g, p = 0.15). Mean operative time was reduced in the HoLEP cohort (103 minutes vs 274 minutes, p < 0.001). Patients undergoing HoLEP had lesser decreases in hemoglobin, decreased transfusions rates, shorter hospital stays, and decreased mean duration of catheterization. There was no difference in the rate of complications Clavien grade 3 or greater (p = 0.33).Conclusions: HoLEP and RSP are both efficacious treatments for large gland BPH. In expert hands, HoLEP appears to have a favorable perioperative profile. Further studies are necessary to compare long-term efficacy, cost, and learning curve influences, especially as minimally invasive approaches become more widespread
Lorentz invariance violation in top-down scenarios of ultrahigh energy cosmic ray creation
The violation of Lorentz invariance (LI) has been invoked in a number of ways
to explain issues dealing with ultrahigh energy cosmic ray (UHECR) production
and propagation. These treatments, however, have mostly been limited to
examples in the proton-neutron system and photon-electron system. In this paper
we show how a broader violation of Lorentz invariance would allow for a series
of previously forbidden decays to occur, and how that could lead to UHECR
primaries being heavy baryonic states or Higgs bosons.Comment: Replaced with heavily revised (see new Abstract) version accepted by

Stability of Uniform Shear Flow
The stability of idealized shear flow at long wavelengths is studied in
detail. A hydrodynamic analysis at the level of the Navier-Stokes equation for
small shear rates is given to identify the origin and universality of an
instability at any finite shear rate for sufficiently long wavelength
perturbations. The analysis is extended to larger shear rates using a low
density model kinetic equation. Direct Monte Carlo Simulation of this equation
is computed with a hydrodynamic description including non Newtonian rheological
effects. The hydrodynamic description of the instability is in good agreement
with the direct Monte Carlo simulation for , where is the mean
free time. Longer time simulations up to are used to identify the
asymptotic state as a spatially non-uniform quasi-stationary state. Finally,
preliminary results from molecular dynamics simulation showing the instability

Identifying active vascular microcalcification by (18)F-sodium fluoride positron emission tomography.
Vascular calcification is a complex biological process that is a hallmark of atherosclerosis. While macrocalcification confers plaque stability, microcalcification is a key feature of high-risk atheroma and is associated with increased morbidity and mortality. Positron emission tomography and X-ray computed tomography (PET/CT) imaging of atherosclerosis using (18)F-sodium fluoride ((18)F-NaF) has the potential to identify pathologically high-risk nascent microcalcification. However, the precise molecular mechanism of (18)F-NaF vascular uptake is still unknown. Here we use electron microscopy, autoradiography, histology and preclinical and clinical PET/CT to analyse (18)F-NaF binding. We show that (18)F-NaF adsorbs to calcified deposits within plaque with high affinity and is selective and specific. (18)F-NaF PET/CT imaging can distinguish between areas of macro- and microcalcification. This is the only currently available clinical imaging platform that can non-invasively detect microcalcification in active unstable atherosclerosis. Global Governance Behind Closed Doors : The IMF Boardroom, the Enhanced Structural Adjustment Facility, and the Intersection of Material Power and Norm Change in Global Politics
Up on the 12th floor of its 19th Street Headquarters, the IMF Board sits in active session for an average of 7 hours per week. Although key matters of policy are decided on in the venue, the rules governing Boardroom interactions remain opaque, resting on an uneasy combination of consensual decision-making and weighted voting. Through a detailed analysis of IMF Board discussions surrounding the Enhanced Structural Adjustment Facility (ESAF), this article sheds light on the mechanics of power in this often overlooked venue of global economic governance. By exploring the key issues of default liability and loan conditionality, I demonstrate that whilst the Boardroom is a more active site of contestation than has hitherto been recognized, material power is a prime determinant of both Executive Directors’ preferences and outcomes reached from discussions. And as the decisions reached form the backbone of the ‘instruction sheet’ used by Fund staff to guide their everyday operational decisions, these outcomes—and the processes through which they were reached—were factors of primary importance in stabilizing the operational norms at the heart of a controversial phase in the contemporary history of IMF concessional lending
