    Unfinished Decolonisation and Globalisation

    This article locates John Darwin’s work on decolonisation within an Oxbridge tradition which portrays a British world system, of which formal empire was but one part, emerging to increasing global dominance from the early nineteenth century. In this mental universe, decolonisation was the mirror image of that expanding global power. According to this point of view, it was not the sloughing off of individual territories, but rather the shrinking away of the system and of the international norms that supported it, until only its ghost remained by the end of the 1960s. The article then asks, echoing the title of Darwin’s Unfinished Empire, whether the decolonisation project is all but complete, or still ongoing. In addition, what is the responsibility of the imperial historian to engage with, inform, or indeed refrain from, contemporary debates that relate to some of these issues? The answer is twofold. On the one hand, the toolkit that the Oxbridge tradition and Darwin provide remains relevant, and also useful in thinking about contemporary issues such as China’s move towards being a global power, the United States’ declining hegemony, and some states and groups desires to rearticulate their relationship with the global. On the other hand, the decline of world systems of power needs to be recognised as just one of several types of, and approaches to, analysing ‘decolonisation’. One which cannot be allowed to ignore or marginalise the study of others, such as experience, first nations issues, the shaping of the postcolonial state, and empire legacies. The article concludes by placing the Oxbridge tradition into a broader typology of types and methodologies of decolonisation, and by asking what a new historiography of decolonisation might look like. It suggests that it would address the Oxbridge concern with the lifecycles of systems of power and their relationship to global changes, but also place them alongside, and in dialogue with, a much broader set of perspectives and analytical approaches

    Peasant settlers and the ‘civilizing mission’ in Russian Turkestan, 1865-1917

    This article provides an introduction to one of the lesser-known examples of European settler colonialism, the settlement of European (mainly Russian and Ukrainian) peasants in Southern Central Asia (Turkestan) in the late nineteenth and early twentieth centuries. It establishes the legal background and demographic impact of peasant settlement, and the role played by the state in organising and encouraging it. It explores official attitudes towards the settlers (which were often very negative), and their relations with the local Kazakh and Kyrgyz population. The article adopts a comparative framework, looking at Turkestan alongside Algeria and Southern Africa, and seeking to establish whether paradigms developed in the study of other settler societies (such as the ‘poor white’) are of any relevance in understanding Slavic peasant settlement in Turkestan. It concludes that there are many close parallels with European settlement in other regions with large indigenous populations, but that racial ideology played a much less important role in the Russian case compared to religious divisions and fears of cultural backsliding. This did not prevent relations between settlers and the ‘native’ population deteriorating markedly in the years before the First World War, resulting in large-scale rebellion in 1916

    Primitive Accumulation, the New Enclosures, and Global Land Grabs: A Theoretical Intervention

    Recent critical analyses of global land grabs have variously invoked global capitalism and neocolonialism to account for this trend. One line of inquiry approaches land grabs as instances of “primitive accumulation of capital” whereby lands in the Global South are “enclosed” and brought within the ambit of global capitalism. Another perspective invokes the history of Anglo-American colonialism for critiquing the developmentalist discourse that depicts Africa as the “last frontier” to be tamed by the techno-industrial civilization of the North. This essay integrates these two perspectives by elaborating capitalism as an irreducibly colonial formation with global inceptions. I begin with a discussion of “primitive accumulation” and, counter to many, question the suitability of “enclosure” for interpreting land grabs. The second section delves into the theoretical origins of primitive accumulation, proposing to situate it in a global and colonial genealogy of capitalism. A final section charts the theoretical and historical contours of this global genealogy and arrives at a more capacious reconceptualization of primitive accumulation. I conclude by reflecting on the implications of contemporary land grabs for in situ displacement, the fungibility of land, and new enclosures in the contemporary reconfiguration of global value chains

    Gluttony, excess, and the fall of the planter class in the British Caribbean

    Food and rituals around eating are a fundamental part of human existence. They can also be heavily politicized and socially significant. In the British Caribbean, white slaveholders were renowned for their hospitality towards one another and towards white visitors. This was no simple quirk of local character. Hospitality and sociability played a crucial role in binding the white minority together. This solidarity helped a small number of whites to dominate and control the enslaved majority. By the end of the eighteenth century, British metropolitan observers had an entrenched opinion of Caribbean whites as gluttons. Travelers reported on the sumptuous meals and excessive drinking of the planter class. Abolitionists associated these features of local society with the corrupting influences of slavery. Excessive consumption and lack of self-control were seen as symptoms of white creole failure. This article explores how local cuisine and white creole eating rituals developed as part of slave societies and examines the ways in which ideas about hospitality and gluttony fed into the debates over slavery that led to the dismantling of slavery and the fall of the planter class

    What is New Zealand, and where is New Zealand other than alone in the earth’s watery hemisphere, immersed in the South Pacific, 2000 kilometres from anywhere including Australia? Like Australia, New Zealand was imagined long before it became a political entity. Co-constituted with the future Australia as part of Australasia, this settler community is an invention of two worlds, firstly Polynesia, followed 500 years later by the British world south of Asia, which grew from a beachhead at Sydney. What was the experience of modernity and modernism at the edge, by voyagers to this thinly populated archipelago, the last major landmass occupied by humans? We ask these questions in exchange with our trans-Tasman friends and neighbours at Thesis Eleven, with whom we share the region which our authors call ‘Australasia’, and which we call the ‘Tasman world’ (Mein Smith and Hempenstall, 2008).
