The globalization of terror is something new. It goes hand in hand with the globalization of the media. The creation of new media technology has created a public space in which political actors may perform: Terrorists are some of the actors who can now play on a global stage. Kosovo, Israel/Palestine, the twin towers terror is not a sometime thing. Man's inhumanity toward his fellow men makes terror a constant in human affairs. Not very long ago most of the terror was hidden beyond our willingness to wait for the news. That is no longer true. We experience the terror around the world

Collaboration and teamwork: immersion and presence in an online learning environment

In the world of OTIS, an online Internet School for occupational therapists, students from four European countries were encouraged to work collaboratively through problem-based learning by interacting with each other in a virtual semi-immersive environment. This paper describes, often in their own words, the experience of European occupational therapy students working together across national and cultural boundaries. Collaboration and teamwork were facilitated exclusively through an online environment, since the students never met each other physically during the OTIS pilot course. The aim of the paper is to explore the observations that here was little interaction between students from different tutorial groups and virtual teamwork developed in each of the cross-cultural tutorial groups. Synchronous data from the students was captured during tutorial sessions and peer-booked meetings and analysed using the qualitative constructs of ‘immersion’, ‘presence’ and ‘reflection in learning’. The findings indicate that ‘immersion’ was experienced only to a certain extent. However, both ‘presence’ and shared presence were found by the students, within their tutorial groups, to help collaboration and teamwork. Other evidence suggests that communities of interest were established. Further study is proposed to support group work in an online learning environment. It is possible to conclude that collaborative systems can be designed, which encourage students to build trust and teamwork in a cross cultural online learning environment.</p

Direct neutron capture of 48Ca at kT = 52 keV

The neutron capture cross section of 48Ca was measured relative to the known gold cross section at kT = 52 keV using the fast cyclic activation technique. The experiment was performed at the Van-de-Graaff accelerator, Universitaet Tuebingen. The new experimental result is in good agreement with a calculation using the direct capture model. The 1/v behaviour of the capture cross section at thermonuclear energies is confirmed, and the adopted reaction rate which is based on several previous experimental investigations remains unchanged.Comment: 9 pages (uses Revtex), 2 postscript figures, accepted for publication as Brief Report in Phys. The provision of education and training for healthcare professionals through the medium of the internet

This paper describes a new initiative to provide Internet based courses to student and professional occupational therapists in four centres in the UK, Belgium the Netherlands and Sweden. The basis of this collaborative Occupational Therapy Internet School (OTIS) is the concept of the “Virtual College”. This comprises the design and implementation of a sophisticated Internet-based system through which courses can be managed, prepared and delivered online in an effective fashion, and where students can communicate both with the staff and their peers. The aim is to support and facilitate the whole range of educational activities within a remote electronic environment. A major feature of the course organisation is the adoption of a problem-based approach in which students will collaborate internationally to propose effective intervention in given case study scenarios. The paper outlines the rationale for OTIS, the content and structure of the courseware, the technical specification of the system and evaluation criteria. In addition to the more conventional web-based learning facilities generally offered, a number of agent-based approaches are being adopted to assist in the management of the course by ensuring the proper delivery of course materials and to assist the functioning of project groups. </p

Deciphering solar turbulence from sunspots records

It is generally believed that sunspots are the emergent part of magnetic flux tubes in the solar interior. These tubes are created at the base of the convection zone and rise to the surface due to their magnetic buoyancy. The motion of plasma in the convection zone being highly turbulent, the surface manifestation of sunspots may retain the signature of this turbulence, including its intermittency. From direct observations of sunspots, and indirect observations of the concentration of cosmogenic isotopes $^{14}$C in tree rings or $^{10}$Be in polar ice, power spectral densities in frequency are plotted. Two different frequency scalings emerge, depending on whether the Sun is quiescent or active. %magnetic activity is maximum or minimum. From direct observations we can also calculate scaling exponents. Neurotensin, vaso-active intestinal polypeptide and gastrin levels in plasma and portal venous blood in experimental mesenteric ischaemia

The effect of mesenteric ischaemia on the levels of neurotensin, vaso-active intestinal polypeptide and gastrin in portal venous blood and in the peripheral circulation was studied in two groups of 7 and 6 baboons (Papio ursinus). In peripheral blood a decreasing trend in levels of neurotensin was observed, while vaso-active intestinal polypeptide and gastrin levels were unchanged. There was a similar trend in neurotensin levels in portal venous blood, together with an increasing trend in levels of vaso-active intestinal polypeptide. Gastrin levels were unchanged. Further investigation of these apparent trends in a larger number of animals is warranted

Beyond persons: extending the personal / subpersonal distinction to non-rational animals and artificial agents

The distinction between personal level explanations and subpersonal ones has been subject to much debate in philosophy. We understand it as one between explanations that focus on an agent’s interaction with its environment, and explanations that focus on the physical or computational enabling conditions of such an interaction. The distinction, understood this way, is necessary for a complete account of any agent, rational or not, biological or artificial. In particular, we review some recent research in Artificial Life that pretends to do completely without the distinction, while using agent-centered concepts all the way. It is argued that the rejection of agent level explanations in favour of mechanistic ones is due to an unmotivated need to choose among representationalism and eliminativism. The dilemma is a false one if the possibility of a radical form of externalism is considered

The changing patterns of group politics in Britain

Two interpretations of ways in which group politics in Britain have presented challenges to democracy are reviewed: neo-corporatism or pluralistic stagnation and the rise of single issue interest groups. The disappearance of the first paradigm created a political space for the second to emerge. A three-phase model of group activity is developed: a phase centred around production interests, followed by the development of broadly based 'other regarding' groups, succeeded by fragmented, inner directed groups focusing on particular interests. Explanations of the decay of corporatism are reviewed. Single issue group activity has increased as party membership has declined and is facilitated by changes in traditional media and the development of the internet. Such groups can overload the policy-making process and frustrate depoliticisation. Debates about the constitution and governance have largely ignored these issues and there is need for a debate

Black Widow Pulsars: the Price of Promiscuity

The incidence of evaporating 'black widow' pulsars (BWPs) among all millisecond pulsars (MSPs) is far higher in globular clusters than in the field. This implies a special formation mechanism for them in clusters. Cluster MSPs in wide binaries with WD companions exchange them for turnoff-mass stars. These new companions eventually overflow their Roche lobes because of encounters and tides. The millisecond pulsars eject the overflowing gas from the binary, giving mass loss on the binary evolution timescale. The systems are only observable as BWPs at epochs where this evolution is slow, making the mass loss transparent and the lifetime long. This explains why observed BWPs have low-mass companions. Development from below as a regional planning approach in Southern Africa

Starting from the background of the modernisation/dependency debate, the author examines traditional top-down and bottom up approaches to regional planning. The major findings of this document are that South African regional policy has been dominated by political rather than economic criteria. Furthermore, the evidence indicates that regional policy has shown particularly poor results, and will continue to do so. The author finds that neither top-down nor bottom-up approaches constitute a comprehensive approach to regional development in Southern Africa. The suggested outcome is a combination of the two approaches. The bottom-up school's major contribution is seen to be the promotion of rural development and community based decision making. The Transkei case study however highlights the importance of a simultaneous urbanisation policy to allow agriculture in Transkei to become viable. Transkei's relative disadvantage in attracting industry requires that the emphasis falls on the existing metropolitan and secondary cities to accommodate rapid urbanisation. Implicit from this is that the South African government abandon the political ideal of apartheid and concentrate on a more economically efficient industrial location policy, whilst simultaneously providing substantial support for rural development policies, optimally within a more conducive institutional environmen
